Non-automatic firefighting systems draft open for comment

A draft update to BS 9990 covering non-automatic firefighting systems in buildings is open for public comment until 5 April 2026.

The British Standards Institution (BSI) is progressing the draft through its FSH/18 Fixed firefighting systems committee.

The draft supersedes BS 9990:2015.

It gives recommendations for non-automatic firefighting systems such as wet and dry fire mains.

It covers good practice affecting their design, installation, testing and maintenance.

It treats the provision of fire mains as an essential element of fire protection in large and complex buildings.

It states that these systems should be maintained so they are ready for use when required.

What non-automatic firefighting systems are

Non-automatic firefighting systems in this standard are fixed systems that require manual use by firefighters rather than automatic activation.

In practice, the draft centres on wet and dry fire mains installed within buildings.

These are permanent pipe systems intended to provide water at upper levels where it may be difficult to supply from outside.

The draft does not include hose reels, foam inlets, automatic foam systems or portable firefighting equipment.

Those areas are covered separately in other British and European standards listed in the scope note.

Timetable and implementation

The Draft for Public Comment will close on 5 April 2026.

Comment resolution is expected to begin in September 2026.

Publication of the final BS 9990 standard is anticipated on 28 October 2026.

The schedule provides a defined consultation period before the standard is finalised for use.

KNPC marks Kuwait firefighter graduations as fire training centre reaches 250 alumni

Kuwait National Petroleum Company (KNPC) held a ceremony to mark the graduation of a new batch of newly appointed firefighters working at the company and at Kuwait Integrated Petroleum Industries Company (KIPIC).

State news agency Kuna reported that the ceremony took place on Sunday at KNPC’s Main Support and Emergency Operations Center.

The number of graduates reached 65 firefighters.

The firefighters completed a training course accredited by the US National Fire Protection Association (NFPA).

The ceremony was attended by Al-Ahmadi Governor Sheikh Homoud Jaber Al-Ahmad Al-Sabah, KNPC Chief Executive Officer and Acting Chief Executive Officer of KIPIC Wadha Al-Khateeb.

Strengthening firefighting systems and training centre accreditation

KNPC Deputy Chief Executive Officer for Support Services Kholoud Al-Mutairi said: “Kuwait National Petroleum Company (KNPC) is keen to strengthen its firefighting system, in recognition of the vital role it plays.”

Al-Mutairi said enhancing the efficiency of firefighters is among the company’s top priorities through advanced training and qualification programmes.

She highlighted the Ahmadi Governor’s support in helping the company’s Fire Training Center obtain official accreditation from the International Fire Service Accreditation Congress (IFSAC).

Al-Mutairi added that the Fire Training Center has graduated five batches of firefighters since its establishment, totalling nearly 250 personnel.

She congratulated the graduates and said the course represents a fundamental step in their professional journey.

Sprinkler upgrades schedule set in Manitoba health facilities regulations update

Sprinkler upgrades milestones set in updated regulations

Updated fire safety regulations in Manitoba have been amended to align with a phased construction schedule for retrofitting health-care facilities with sprinkler systems.

The Manitoba government announced the change through Health, Seniors and Long-Term Care Minister Uzoma Asagwara.

Asagwara said: “In 2020, the previous government changed the completion target without updating regulations or providing clear public communication,

“When we formed government in 2023 and became aware of that gap, we focused on protecting residents, supporting front-line workers and ensuring strong fire safety measures were in place at every site.

“Our government worked with health facilities and local fire officials to confirm interim protections while moving projects into active construction.”

Construction schedule and compliance dates across 194 facilities

The sprinkler installation requirement was established in legislation in 2015 for personal care homes, hospitals and health-care facilities, with a system-wide completion target of Jan. 1, 2026.

A $286 million fire and life-safety initiative fund was created in 2020 to support the work, with the regulatory framework not updated at that time to reflect the revised construction schedule.

The requirement for sprinkler installation remains unchanged, with the updated regulations setting milestones as work continues at hospitals, personal care homes and health centres.

The updated framework applies to 194 active health-care facilities, with work phased to keep sites fully operational during construction.

Site-specific compliance schedules are based on the scope of work required.

Construction activity has accelerated since 2023.

The Manitoba government said $73 million has been invested in the fire and life-safety initiative to date, with approximately $2 million spent prior to fall 2023 and more than $71 million invested since then to move projects into active construction.

A total of 117 hospitals, personal care homes and health centres are reported to have full sprinkler coverage.

An additional 41 sites are expected to reach compliance by the end of the 2026 to 27 fiscal year, bringing the total to 158 of 194 facilities completed.

The remaining 36 sites are scheduled for completion by Dec. 31, 2028.

Facilities awaiting upgrades are required to maintain enhanced interim fire safety measures including regular inspections, staff training, response planning and ongoing co-ordination with local fire services.

The updated regulations align legal requirements with the current phased construction schedule while sprinkler installation work continues across the province.

Bariatric rescue data challenges claims about non-fire workload

Bariatric rescue data across UK fire services

UK fire and rescue services attended 15,849 bariatric rescue incidents between 2020 and 2025, with annual totals rising from 1,804 in 2020 to 3,183 in 2024, then falling to 2,539 in 2025.

ZAVA said it sent Freedom of Information requests to 49 UK fire and rescue services on 6 November 2025 to compile the dataset.

The dataset lists London Fire Brigade as the highest total over the period, with 2,025 incidents from 2020 to 2025.

South Wales Fire and Rescue Service recorded 1,174 incidents, Northern Ireland Fire and Rescue Service recorded 859 and Lancashire Fire and Rescue Service recorded 747.

What the dataset says about time, costs and resourcing

ZAVA stated that UK fire and rescue services spent 553,609 minutes at bariatric “special service calls” since 2020, equivalent to 384.5 days of continuous time.

The dataset shows a 76% rise between 2020 and 2024, increasing from 1,804 incidents to 3,183.

ZAVA estimated London Fire Brigade’s resource cost at £1,033,295 across 2,025 incidents between 2020 and 2025.

ZAVA said London incidents were concentrated in Croydon at 195, followed by Greenwich at 151 and Bromley at 140.

Tom, a London Fire Brigade firefighter, said: “Staffing levels are shockingly low, with large numbers retiring, fewer firefighters coming through, and crews now carrying far less experience.

“I’ve ridden trucks where the officer had 25 years’ service, the driver four, and the rest of the crew less than two years between them.

“Stations are closing, appliances are being cut, and demand is rising, meaning those who remain are busier and increasingly under-resourced.”

Fireground implications described by London firefighter

ZAVA said the dataset equated to one bariatric rescue every 3 hours and 20 minutes from 2020 to October 2025.

Tom said: “Jobs that would be straightforward with a casualty of a healthier weight become physically damaging and exhausting.

“Removing a severely overweight casualty from a fire would mean working harder, using more air, and staying longer in a dangerous environment.

“This significantly increases the risks of heat exhaustion, collapse, and fire spread.

“With a healthier-weight casualty, we could manage extrication far more easily.

“Instead, bariatric rescues are time-consuming, place severe strain on firefighters’ backs, and increase risk, particularly in fire situations where air use and exposure time are critical.

“These rescues are rarely just about lifting.

“They often involve removing windows, doors, balconies, or working at height, all of which increase risk and duration.”

Crystal Wyllie, a doctor at ZAVA, said: “Obesity is an epidemic across the world, but within the UK, we can see a natural impact that bariatric care has not only on the NHS, but also on other public services such as fire and rescue services.

“First responders have to deal with a tremendous amount of stress on a day-to-day basis, but adding difficult callouts for bariatric patients risks their health and safety when manual handling pushes the physical limits of responders.

“So tackling obesity is key here to reduce strain on our public services.”

The analysis material also describes a London case study involving a ten-hour rescue with five fire engines and additional specialist units, plus police and multiple ambulances.

A 14 year low in compliance emerges from home office fire audit results

Home office fire statistics show compliance at 57% and first visit failures at 43%

Fire safety compliance in England has fallen to 57%, with 43% of buildings failing checks on the first visit over the past year.

Direct365 said it analysed the latest Home Office Fire Statistics in England.

The analysis described national compliance as a 14 year low, down from a 69% satisfactory rate in 2016/17.

Direct365 also stated that, at the current rate of inspection, it would take the Fire Service 48 years to audit every business in the UK.

Regions with the highest audit failure and pass rates

The highest audit failure rates listed were Humberside at 92%, Lancashire at 88%, then Northumberland, Buckinghamshire, and Devon and Somerset at 72%.

Humberside Fire and Rescue Service recorded 942 audits in 2024/25, with 92% resulting in a failure.

Cheshire had the highest pass rate listed at 92%, followed by Staffordshire at 90%, Hertfordshire at 89%, Cambridgeshire at 88% and Leicestershire at 85%.

Direct365 said 70% of regions with the top 10 pass rates were located in the South of England.

Most common breaches recorded in audits

The top reasons for audit failures listed were emergency routes and exits with 10,323 recorded breaches, maintenance with 8,666, and risk assessment with 8,471.

The analysis said Fire and Rescue Services are conducting 4,000 fewer audits than in 2016 and uncovered 4,000 more breaches in 2024/25.

Direct365 said breaches relating to emergency routes and exits included blocked exits, locked fire exit doors, broken emergency lighting and wedged open fire doors.

Karl Bantleman commented: “The data reveals a worrying decline in the safety standards of buildings across the country.

“It is apparent that Fire and Rescue Services are stretched to their limit and at the current rate of inspection, it would take 48 years to audit all current premises.

“Despite this, standards are continuing to slide, with national compliance hitting a 14 year low in the past 12 months.”

“Of course, the safety standard of buildings varies depending on where in the country you are located.

“However, with an average pass rate of just 57%, improvements are needed urgently across the board.

“To help protect premises and ensure fire safety audits are satisfactory, business owners must keep all emergency exits clear, ensure fire doors are never wedged open, and, most importantly, ensure Fire Risk Assessments are reviewed annually.”

The figures set out a national compliance rate of 57% alongside wide regional variation in audit outcomes.

Fire Aware backs BSR drive to raise competence across fire safety

BSR and Fire Aware’s position

Fire Aware has announced support for the Building Safety Regulator (BSR) as part of its campaign for cultural change across the fire safety industry.

The position was set out in a Fire Aware statement on its work with the regulator.

The organisation noted that the BSR became a formal standalone arm’s length body in January, operating under the Ministry of Housing, Communities and Local Government after transferring from the Health and Safety Executive (HSE).

Fire Aware added that it is advising member organisations across multiple sectors on engagement with the regulator.

Gavin Skelly said: “We fully endorse the move towards cultural change.

“We must remember – those who hold a duty of care at all levels are working in a vocation, and not just a job.

“We are working with our members to improve the standards of our buildings old and new and to improve the competence of those working within them who hold a duty of care.

“The essence of the BSR’s aims are aligned with our own.

“Fire Aware would support this requirement and direct any of its members involved in the Gateway system to help the regulator achieve its goal, similar to that of Fire Aware’s mission, to primarily uphold public safety.”

Skelly also commented that all parts of the supply chain across multiple sectors should adopt the same vocational approach to duty of care.

Charters and duty of care

Fire Aware described its campaign as focusing on the moral responsibility of those working in the fire safety supply chain, including designers, developers, asset owners, managers and other stakeholders.

The body said it intends to introduce a moral code of conduct through a series of charters aimed at shaping how member companies behave when upholding their duty of care.

Fire Aware characterised itself as a recognised membership body serving the built environment and related sectors with a shared aim to work and trade responsibly to best practice standards in the interests of public safety.

The organisation’s stance links its internal charter programme with the regulator’s expectations for those submitting safety cases to the BSR.

What giga-projects mean for fire alarm components in the Middle East

A new market report sets a 2026 baseline for the Middle East fire alarm components sector and forecasts how it will evolve to 2035.

The IndexBox Platform analysis defines the market as covering equipment used to detect fires, raise alarms and control systems.

It includes smoke, heat and flame detectors, manual call points, alarm sounders, visual indicators, control panels and input output modules.

It splits the market between conventional systems and addressable intelligent systems, with the latter gaining traction in high-value developments.

It identifies the Gulf Cooperation Council countries Saudi Arabia, the United Arab Emirates, Qatar, Kuwait, Oman and Bahrain as the region’s largest market because of construction activity and tighter regulation.

It says the value chain runs from manufacturers to distributors, system integrators, consultants and contractors before reaching public and private end users.

Demand from codes and mega-projects

The report links demand to stronger national fire and life safety codes, citing the Saudi Building Code and the UAE Fire and Life Safety Code of Practice, and notes their alignment with NFPA and EN standards.

It points to Saudi Vision 2030 projects such as NEOM, the Red Sea Project and Qiddiya, alongside major UAE developments including Expo City Dubai, as major sources of demand.

It says commercial and residential buildings, oil and gas sites and public infrastructure such as airports, metro systems, hospitals and schools all drive consumption of fire alarm components.

It adds that higher insurance costs and business continuity concerns are pushing some organisations beyond minimum code requirements.

Supply, trade and pricing

The report says supply combines imported products with growing regional assembly and manufacturing, particularly in the UAE, Saudi Arabia and Turkey.

It notes that local production mainly covers control panels, standard detectors, manual call points, alarm sounders and backup batteries, while key electronic parts remain imported.

It identifies China, Germany, the United States and the United Kingdom as major sources of imports, with Jebel Ali in the UAE and King Abdullah Port in Saudi Arabia acting as key logistics hubs.

It says pricing is shaped by global costs for plastics, metals and semiconductors, and by whether products are conventional or addressable.

It adds that large projects typically involve bundled pricing that includes design support, software, commissioning and warranties, with maintenance and spare parts providing ongoing revenue.

The market is expected to shift towards connected fire alarm systems that feed data into wider building and city networks as regulations evolve around performance reporting, cybersecurity and false alarm control.

Four million adults never test their smoke alarm, Electrical Safety First says

Smoke alarm testing rates reported in UK survey

A UK survey commissioned by Electrical Safety First found 7% of adults said they never test their smoke alarm, which it described as the equivalent of four million adults.

The charity said the nationally representative survey of 2,000 UK adults found 22% test once a month and 39% test less often than monthly.

It said almost one in 10 test their smoke alarm once a year or less.

Giuseppe Capanna, product safety engineer at Electrical Safety First, said: “Every second counts when it comes to escaping a fire in your home and smoke alarms can be the life-saving gadget that proves to be the difference between life and death.

“But they need to be maintained to ensure they operate properly.”

Capanna said: “Fires don’t discriminate.

“Many people affected by fire often tell us they simply didn’t think something like this could happen to them, which is why it’s so important households take just a few seconds to test their smoke alarm.

“It’s also vital you consider if you have enough of them in your home.

“Make sure alarms are positioned in areas across your home where a fire could start and that you have at least one on every floor of your property.

“The more alarms you have, the earlier your warning will be depending on where in your home a fire starts.”

Smoke alarm absence in accidental electrical dwelling fires

Electrical Safety First said its analysis of government dwelling fire data found 4,498 of 24,140 accidental electrical dwelling fires recorded between 2023 and 2025 had an absent smoke alarm, which it reported as 19%.

It said government analysis shows people living without a working smoke alarm are 11 times more likely to die in a dwelling fire.

The charity said a per-capita analysis placed Norfolk top, with smoke alarms absent in 188 homes where accidental electrical fires were recorded in the past two years.

It reported Avon ranked second with 199 incidents, followed by Cornwall and the Isles of Scilly with 87, Hertfordshire with 161 and Nottinghamshire with 98.

It also reported survey results on the cities where people were most likely to say they never test smoke alarms, with Sheffield at over 14%, Liverpool at 11%, London at 9% and Bristol and Cardiff tied at 8%.

Electrical Fire Safety Week guidance highlighted by the charity

Electrical Safety First said the findings were released as part of Electrical Fire Safety Week.

It said households should test alarms at least once a month, replace batteries when needed and avoid disabling alarms.

It said homes should have at least one working smoke alarm on every floor and people should respond to beeping alarms, which it said may indicate a low battery or a sensor fault.

NFCC welcomes finalised three-year fire service funding settlement

The Government has finalised a three-year funding settlement for fire and rescue services that includes a strengthened funding floor for 2026/27 backed by an additional £15 million for standalone Fire and Rescue Authorities.

In a statement, the National Fire Chiefs Council (NFCC) welcomed the revised settlement and said it improved on the provisional position set out before Christmas.

The deal will deliver an increase in core spending power next year.

The extra funding is expected to be directed towards services judged to be most at risk where funding inequities have been greatest.

What changes for authorities

The NFCC explained that the settlement confirms several reforms affecting how services are funded.

Standalone fire and rescue authorities will be able to raise council tax precepts by up to £5 per year for a Band D property.

Authorities that apply the full £5 increase will receive at least an uplift in core spending power through the strengthened funding floor.

The higher floor follows sustained advocacy from Fire Chiefs, local parliamentarians and representative bodies who highlighted operational and cost pressures.

Earlier proposals had raised the prospect of real terms reductions after a decade of cuts and further lobbying sought additional headroom to reflect inflation and rising costs.

Because the uplift depends on authorities adopting the full £5 flexibility, the NFCC is urging them to use the option in full.

For county council run fire and rescue services, funding arrangements are more complex and depend on local decisions to achieve a comparable level of protection.

What the NFCC says still needs addressing

Garrigan said: “We welcome the Government’s decision to strengthen the funding floor with the provision of an additional £15 million – a clear improvement on the provisional position and a reflection of sustained, constructive engagement between NFCC, government, local MPs and representative bodies.

“After a decade of cuts, services were facing further real terms reductions.

“The reforms announced before Christmas were welcomed, but we were clear they did not go far enough in recognising unavoidable pressures and rising demand.

“The Government has listened, and this revised settlement offers greater stability and capacity to protect the public.

“This is an important step forward, but long term underinvestment – particularly the loss of almost £1bn in capital funding, a significant reduction in firefighter numbers and the previous disinvestment in the central co-ordination of the sector – must now be addressed.

“Securing sustainable investment for the future is the next priority.”

Government data cited by the NFCC shows fire and rescue services in England responded to 642,170 incidents in the year to September 2025, a 28% rise over the past decade.

Wholetime firefighter numbers have fallen by 25% since 2008, equivalent to around 11,000 posts.

Services are simultaneously dealing with more complex risks linked to climate change, new energy technologies and an expanded civil resilience role.

The NFCC says ageing estates, outdated infrastructure and historic financial pressures continue to constrain progress.

The council is pressing for a longer term investment strategy to ensure services are properly equipped to protect communities.

How Arcade UK uses apprenticeship to build in house engineering capability

Apprenticeship approach outlined by Arcade UK

Arcade UK has outlined how it uses apprenticeship routes to build workforce capability and support growth plans.

The Building Engineering Services Association (BESA) published an interview with Sam Williams, Project Director at Arcade UK, described as BESA’s National Contractor of the Year 2025 and part of its SEED Programme.

Williams said: “They are central to how we build the business for the long term.

“They are the heartbeat of our company, and we want our apprentices to become our leaders of tomorrow.”

The interview links apprenticeship investment to developing young engineers locally and responding to what Williams described as a skills issue in the industry.

Arcade UK described a delivery model that pairs an in-house lead engineer with an apprentice, with the aim of expanding in-house capability and reducing reliance on subcontractors.

Williams said: “They reduce over-reliance on subcontractors by building and expanding our in-house capability.

“We now use a model where we have an in-house lead engineer and an apprentice directly underneath.

“That supports profitability and resilience and shows us as a responsible employer who can help grow our team’s careers.”

How training partners and competency requirements shape delivery

BESA’s interview also set out how Arcade UK works with colleges and training providers and how it expects apprenticeship training to support future competency requirements.

Arcade UK said it works closely with Cambridgeshire Regional College to support apprenticeship routes, help identify courses, assist with candidates if needed and represent the company at careers fairs.

The interview describes early set-up as overwhelming and links progress to time spent finding responsive training partners.

Williams said: “Use the resources that already exist.

“We found providers through City and Guilds resources, and you can either start with the training package you need then find a college, or approach local colleges and ask what they are able to support.”

Arcade UK said it has apprentices across building services, electrical, air conditioning, service and maintenance, alongside routes linked to design engineering and project management.

The interview links apprenticeships to tighter competency requirements, including SKILLcards and task certification, and describes day-to-day impacts such as producing reports and documentation for management teams and customers.

Arcade UK said it is aiming for around 100 staff by 2030 and expects to employ 30 to 40 apprentices over the next three to four years.

The interview adds that current apprentices are expected to form part of a future senior management team and director group over the next 15 years.
