Euralarm fact sheet on CRA categories

A new fact sheet sets out how electronic fire safety and security products are classified under the EU Cyber Resilience Act (CRA), published in November 2024.

Euralarm said the document is intended to help manufacturers understand categorisation and conformity assessment obligations before products can be placed on the EU market.

The fact sheet describes the CRA product categories as “default,” Important Class I, Important Class II, and Critical.

It explains that the essential cybersecurity requirements apply equally to all in-scope products with digital elements.

It also explains that Important and Critical products are subject to stricter conformity assessment procedures.

The document sets out why correct categorisation matters for deciding whether self-assessment is permitted or whether a notified body is required.

Examples used to classify fire safety and security products

In the fact sheet, Euralarm provides structured examples focused on electronic fire safety and security products where interpretation can raise practical questions.

The examples include smart home products with security functionalities, identity management systems and privileged access management products, and hardware devices with security boxes.

The document also uses examples including intrusion detection systems, fire detection control panels, access control systems, biometric readers, and cloud-based alarm management software.

It explains when a product’s core functionality determines its categorisation.

It states that most electronic fire safety and physical security products are expected to fall within the “default” category and may rely on self-assessment where compliance with the CRA essential requirements can be demonstrated.

It also states that embedding security-related components such as microcontrollers with security functions or cryptographic capabilities does not automatically make a product “Important” or “Critical” where its core functionality does not meet the criteria defined in the Implementing Regulation.

Standards and conformity assessment routes

Euralarm noted that future harmonised standards under development may support manufacturers in demonstrating conformity under the CRA.

The fact sheet references EN 62443-4-x and other horizontal standards as examples that may support presumption of conformity where applicable.

The publication is presented as part of Euralarm’s ongoing work to support the fire safety and security industry in adapting to European regulatory requirements.

Arizona hosts wildfire aerial supervision academy for 2026 season preparation

Wildfire aviation training academy begins in Arizona

Wildland firefighters specialising in aerial supervision and airtanker operations are convening in Arizona over the next month to prepare for a potentially busy 2026 Fire Year.

The National Interagency Fire Center (NIFC) stated that the National Aerial Supervision Training Academy (NASTA) will run primarily at the Phoenix Interagency Fire Center at Mesa Gateway Airport in Mesa, Arizona, and at Fort Huachuca in Sierra Vista, Arizona.

The academy is described as an umbrella for about a dozen aerial firefighting and support courses for personnel from numerous agencies.

The course areas described include aerial supervision, helicopter coordination, ground-based operations and aircraft dispatching.

The training is described as standardised across federal, state and local agencies to support a single approach to aviation operations during wildfires on any jurisdiction.

Courses, partners and coordination requirements

Airspace over wildfires is described as tightly controlled and requiring close coordination.

NIFC stated that the US Department of Agriculture’s Forest Service hosts the training and is joined by personnel from the US Wildland Fire Service, CAL FIRE, the State of Alaska and four military airlift wings that are part of the Modular Airborne Firefighting Systems program (MAFFS).

NIFC described this as the 12th annual academy and said it is expected to be among the largest.

Chris Tipton, fixed wing operations branch chief for the U.S. Forest Service, Fire and Aviation Management, said: “This is truly a team effort.

“We couldn’t do it without the cooperation of our other federal, state, local and military partners.”

Tipton said: “The courses offered as part of the academy are all geared towards attaining qualifications that will better prepare each firefighter for the season ahead”

Public aircraft activity and training schedule

Members of the public may see aircraft conducting practice water drops in remote locations on the Tonto and Coronado National Forests and other areas.

Arizona is described as an ideal location for aerial fire training due to weather, topography and access.

Clear skies are described as reducing the chance for lost training time due to inclement weather.

NIFC stated that the Phoenix Interagency Fire Center can accommodate the number of enrolled students and the aircraft used for the training.

The academy is scheduled to conclude on 11 March.

Los Angeles post-fire rebuilding linked to 2028 Olympics timeline

Los Angeles is rebuilding after the Palisades fire in January 2025, with recovery measures introduced rapidly and publicly linked to the 2028 Summer Olympics.

Commentary published in the Los Angeles Times by CBS News national correspondent Jonathan Vigliotti described how Gov. Gavin Newsom referred to the Olympics as the “Recovery Games” while recovery efforts were being announced.

Newsom and Los Angeles Mayor Karen Bass toured the burn zone about 24 hours after the fire ignited, during a period when homes were still burning and emergency crews remained deployed.

The commentary described the visit as unusual for an active fire scene and linked it to criticism surrounding the emergency response, including the absence of a live news conference before historic 100-mph winds.

Bass was in Africa when the fire began and was unable to communicate reliably during a reception at the U.S. ambassador’s residence in Accra, Ghana and her return journey to Los Angeles.

Newsom was focused on preparations for a visit by then-President Joe Biden related to the designation of the Chuckwalla and Sáttítla national monuments.

A city official told Vigliotti: “The first time they toured the damage, they discussed the Olympics and federal funding.

“Losing the Palisades hurt them politically. Losing the Olympics would be game over.”

Rebuilding rules and permit approvals accelerated

The Los Angeles Times commentary reported that Newsom introduced a state “Marshall Plan” within days of the fire, reducing permitting timelines to under 30 days and suspending environmental reviews governing rebuilding in fire-affected areas.

Homes were permitted to rebuild closer together and with expanded dimensions, described using Bass’ phrasing of structures becoming “taller and longer.”

Recovery oversight included newly appointed wildfire recovery leaders, including civic leader Steve Soboroff and figures associated with the “L.A. Rises” initiative such as Magic Johnson, Mark Walter and Casey Wasserman.

Real estate listings reflected the accelerated process, promoting fast-track approvals and redevelopment potential.

One listing cited in the commentary stated: “Now made easier with expedited permitting… this property offers a rare chance to create your dream home without delay,”

State records referenced in the commentary showed about 20% of destroyed homes in Los Angeles received residential building permits within one year.

The commentary compared this with Urban Institute figures showing approximately 2% of homes received permits after the 2023 Lahaina fires and about 5% following the 2018 Paradise fires.

It also described investors purchasing fire-damaged land and seeking approvals for redevelopment.

Fire protection capacity and rebuilding constraints

The Los Angeles Times commentary stated that Los Angeles has fewer fire stations than in the 1960s despite population growth and expansion into fire-prone areas.

Concrete composite materials and reinforced cement-based panels were described as alternatives to wood construction, offering four times greater wildfire resistance at comparable cost.

Forensic wildfire investigator Faraz Hedayati told Vigliotti: “Our urban layouts are not designed to survive 70-mile-an-hour fires.

“We must increase the distance between structures,”

The commentary cited the Dixon Trail development in Escondido as an example where wider spacing and hardened materials exceeding minimum code requirements were associated with lower insurance premiums.

More than 13,000 homes were lost in January 2025 and only a fraction have begun reconstruction, with inspectors, architects, engineers and builders identified as limiting factors alongside insurance payouts lagging construction costs.

The commentary stated that these conditions leave rebuilding ongoing as permitting approvals and construction capacity continue to develop.

SFRS explains who needs evacuation plans from 6 April in England

Evacuation duties from 6 April 2026

New legal duties on residential evacuation planning in certain buildings take effect on 6 April 2026.

Surrey Fire and Rescue Service (SFRS) has said the Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 will apply to Responsible Persons (RPs) for residential buildings 18 metres or higher or with seven or more storeys, plus buildings over 11 metres that operate a simultaneous evacuation strategy.

The regulations are intended to improve safety for residents who may struggle to evacuate during a fire.

SFRS described these as relevant residents and said this includes people with mobility challenges, sensory impairments or cognitive conditions.

What Responsible Persons must do

SFRS set out duties for Responsible Persons (RPs) under the new regulations.

Responsible Persons must identify relevant residents who may need assistance to evacuate.

Responsible Persons must offer and complete a Person-Centred Fire Risk Assessment (PCFRA) for those residents, setting out specific needs.

Responsible Persons must develop and agree an Emergency Evacuation Statement with each relevant resident, explaining what to do in the event of a fire.

Responsible Persons must prepare a building-wide Emergency Evacuation Plan and store it securely in a Premises Information Box that fire crews can access.

Responsible Persons must share essential information with SFRS, with the resident’s consent, to support operational planning during an emergency.

Rob Jenks, Group Commander for Protection at SFRS, said: “This legislation is a vital step forward in protecting vulnerable residents.

“We’re here to support Responsible Persons in understanding and meeting these requirements.

“Our Protection Team can provide guidance and resources to help ensure compliance and keep people safe.

“The Grenfell Tower tragedy highlighted the urgent need for clear evacuation plans for those unable to self-evacuate.

“These new regulations go some way in ensuring that no one is left behind in an emergency.”

SFRS said residents in affected buildings will receive a letter advising them about the change.

Surge-protected power sockets are included for charging.

Perforated steel shelving is listed with a 50-kilogram load capacity per shelf.

Optional features include electronic locks, additional power strips and connection to a building’s ventilation system.

The Lithium-Ion Battery Safe Pro is described as offering advanced fire containment and suppression capabilities.

It is certified to EN 14470-1 and EN 1363-1.

Fire safety academics appointed to support Wang Fuk Court inquiry hearings

The Independent Committee investigating the deadly fire at Wang Fuk Court has appointed two professors from the Hong Kong Polytechnic University (PolyU) to assist in examining the incident.

The Standard reported that the appointees are Chair Professor of Building Science and Fire Safety Engineering Asif Sohail Usmani and Associate Professor and Associate Head (Partnership) of the Department of Building Environment and Energy Engineering Jiang Liming.

They will submit written reports and provide oral testimony at upcoming hearings.

Their expected areas of coverage include the cause of the fire, supervision of fire service installations, building renovation safety, inspection mechanisms, and the roles of government departments, authorised persons and contractors.

Areas of expertise and professional roles

PolyU said Usmani specialises in structural and fire safety engineering and fire dynamics.

His research focuses on enhancing the resilience of infrastructure and communities in the face of both man-made and natural disasters.

Jiang’s research centres on building fire safety and construction automation.

His work on “active opening for fire spread mitigation” earned him the Philip Thomas Medal of Excellence from the International Association for Fire Safety Science.

Jiang has served on multiple professional bodies, including three local committees under the Buildings Department, the Education Committee of the International Association for Fire Safety Science and the Fire and Life Safety Committee of the Council on Tall Buildings and Urban Habitat.

He is also co-chair of the 12th International Conference on Structures in Fire and vice-director of the International Joint Research Laboratory on Smart Fire Safety Engineering at Tongji University.

The committee began operations last December to investigate the cause of the November blaze which claimed 168 lives, and to develop recommendations intended to prevent similar incidents in the future.

Why Massachusetts is revisiting single-stair fire safety rules now

Healey-Driscoll administration launches advisory group on single-stair fire safety rules

A new Massachusetts executive order will study allowing single-stair construction in some residential buildings above three storeys.

Governor Maura Healey and Lieutenant Governor Kim Driscoll announced the order on 13 February 2026.

The announcement described the current Massachusetts building code requirement for two exit stairs in buildings above three storeys or with long interior corridors.

The release said this requirement can make it harder to build mid-rise development on smaller parcels.

Driscoll said: “Building new housing that prioritizes affordability, enhancing the livability of our communities and keeping people safe couldn’t be more important as we respond to our housing shortage.”

“Our administration is spurring all kinds of housing production to meets the range of needs facing Massachusetts residents, so I’m eager for the advisory group to get started and study the feasibility of single stair construction while considering all possible safety risks.”

Advisory group remit and building code updates

The announcement said the Governor is establishing a technical advisory group to develop a process for evaluating whether, and under what conditions, single-stair multifamily residential buildings above three storeys can be safely permitted in Massachusetts.

The release said the group will include fire services, building officials, national architectural experts, accessibility advocates and public-safety professionals.

Its charge includes comparing single-stair and multi-stair buildings, identifying required fire and life safety precautions and recommending targeted updates to the State Building Code.

Housing and Livable Communities Secretary Ed Augustus said: “Every safe, evidence-based strategy to build more homes is needed to meet the housing demands we’re facing, and single-stair multifamily residential buildings could offer us a new way to increase our housing supply.”

“This executive order will bring together the right people – from fire safety officials to architects, accessibility experts and more – who will help us explore the possibilities and find the best path forward.”

Existing practice examples and land capacity estimates

The announcement said Massachusetts would be following an approach used in numerous U.S. states and in other countries if it adopts a single-stair standard for residential buildings above three storeys.

It gave examples including New York City and Seattle permitting single-stair buildings up to six storeys for decades and Honolulu legalising them in 2012.

It also said Tennessee, Montana and Connecticut have enacted legislation allowing single-stair buildings up to six storeys under specified safety conditions.

The release cited Harvard’s Joint Center for Housing Studies identifying 4,955 underutilised parcels within ¾ mile of rapid transit that could host a mid-rise building.

It said the Joint Center for Housing Studies estimates these sites could produce up to 130,000 new housing units through urban infill alone if single stair is allowed up to six storeys and 24 units.

The release said the advisory group will study feasibility and safety risks as part of the executive order’s process.

When responders are overwhelmed, what changes wildfire policy first?

Wildfire risk management priorities raised in Brussels

A high-level roundtable in Brussels on 30 January 2026 discussed integrated wildfire risk management across prevention, preparedness, response and recovery.

The International Association of Fire and Rescue Services (CTIF) published a summary report of the discussion, which provided strategic input to an upcoming European Commission Communication on Integrated Wildfire Risk Management.

Participants described wildfires as an increasing risk that is already overwhelming some national responders and is projected to grow in the next years.

The discussion called for an integrated approach that places greater emphasis on prevention and connects work across environmental, land-use, agricultural and civil protection policy.

A recurring theme was the role of healthy, actively managed forests and land as a first line of defence, including sustainable forest management, grazing, diversified land use, fuel management and spatial planning.

Speakers also linked fire-resilient areas to co-benefits cited in the report, including biodiversity, water protection, health, bioeconomy and rural vitality.

Sectors and obstacles highlighted for the next five years

The report sets out sector-specific changes discussed for the next five years, with investment in prevention and preparedness recurring across contributions.

In land use, forestry and agriculture, participants discussed embedding wildfire prevention objectives into legislation and funding frameworks, addressing land abandonment and making land and forest management economically viable.

Farmers, forest owners and local communities were described as indispensable partners due to their role in managing fuel and their frequent position as first responders.

In civil protection and emergency response, the discussion noted progress at EU level, alongside concerns that response systems are increasingly overwhelmed by simultaneous and extreme events.

The report links reinforced response capacity, including under rescEU and the pre-positioning of firefighters in high-risk areas, with reinforced prevention, post-fire analysis and learning, improved early detection, access to water resources and training and exchange.

In education, research and data, participants said knowledge exists yet is insufficiently scaled or operationalised, with data held by different actors including insurers identified as a possible input to improved risk assessment and decision-making.

The report also references technology including AI as a support across phases of the wildfire management cycle.

Fragmentation was identified as the dominant barrier, spanning responsibilities, funding streams and legal frameworks.

Policy silos between environment, agriculture, land use and civil protection were described as barriers to a holistic approach.

Short-term funding cycles and crisis-driven political priorities were cited as limiting sustained investment in prevention and its effectivity.

The report also notes a lack of status and release arrangements for volunteers as a barrier to spontaneous volunteering in emergencies.

The report describes the roundtable as the start of an ongoing policy dialogue on integrated wildfire risk management at EU level.

IFE and FIA ask industry to share unpublished BS 8414 test reports

The Institution of Fire Engineers (IFE) and the Fire Industry Association (FIA) have called on the fire safety community to help make unpublished BS 8414 fire test data publicly accessible.

The organisations stated that a number of BS 8414 fire tests have been carried out on external wall construction systems, with results remaining outside the public domain.

Many of these tests were commissioned in response to issues identified in real buildings.

These included cases involving missing or poorly installed cavity barriers.

The purpose of the testing was to assess whether such shortcomings present a risk of external fire spread.

Access to this wider body of test data would provide fire engineers with additional evidence when assessing similar construction features or defects.

This would support more informed, evidence-based decision-making across projects involving external wall systems.

Test outcomes would be relevant regardless of whether the system achieved a successful result.

Unpublished reports are currently known only to a limited number of individuals, which limits their use in broader engineering assessments.

How the reports could be shared

The IFE and FIA said they would be willing to provide a platform for publishing test reports, most likely through a publicly accessible website, subject to permission from the organisations that commissioned them.

Reports could be anonymised to remove references to specific buildings or organisations.

The primary purpose would be to improve understanding of how different wall constructions perform in fire conditions.

Anyone aware of relevant BS 8414 fire test reports suitable for publication has been invited to contact the organisations.
