Reducing the need for Waking Watches with Cygnus

According to data from the London Fire Brigade, over 1,000 buildings in London need “Waking Watches” in place due to fire safety issues.

This is just data for London so imagine what the picture looks like for the whole of the UK.

Let’s take a look at Waking Watches first. What are they and why are they in place?

The Government defines waking watch as ‘a system whereby suitably trained persons continually patrol all floors and the exterior perimeter of the building in order to detect a fire, raise the alarm, and carry out the role of evacuation management’.

Its aim is to ensure that occupants have sufficient warning in the event of a fire and is required if dangerous cladding has been found on the building or if any fire safety issues mean the ‘stay put’ evacuation policy needs to change to simultaneous evacuation.

If the buildings policy changes to a simultaneous evacuation, it must be delivered with appropriate interim measures so that any evacuation can be achieved safely, and these measures can take a number of forms.

Dynamic measures often involve a Waking Watch being put in place whilst static measures include the installation of fire alarm systems or other mitigating building alterations.

If a Waking Watch is put in place, it means 24-hour patrols are required to look for signs of a fire.

According to data collected from June to September 2020 by the Ministry of Housing, Communities and Local Government (MHCLG), the median monthly Waking Watch cost per building is £11,361 and the median monthly Waking Watch cost per dwelling is £137.

Although a programme of remediation is in place, for some homeowners and tenants, there is no end in sight.

It could be two, three or five years until the cladding on some buildings can be replaced leaving occupants, building owners and property management companies with on-going costs and inevitable worry.

The National Fire Chiefs Council (NFCC) did provide guidance in its fourth edition stating that where a Waking Watch is implemented, as soon as practicable but within a month, the Responsible Persons should make a plan for implementing sustainable means for supporting the evacuation strategy to allow the building to transition away from a Waking Watch.

With some people still awaiting remediation work to commence and uncertainties surrounding the costs and responsibility for recladding, what can be done to support those responsible for buildings and tenants to reduce the need for Waking Watches?

Government funding

Blackline Safety secures $1.4 million contract for lone worker devices in Australia

Blackline Safety Corp., a company specialising in connected safety technology, has secured a new $1.4 million contract with a water utility provider in Australia.

This agreement involves the supply of Blackline’s Loner Mobile app and G7c cloud-connected safety devices.

The contract follows an independent analysis which identified Blackline Safety devices as the leading lone worker solution globally.

Details of the contract and technology

The latest deal is part of a series of successful contracts between Blackline Safety and water utility providers.

Blackline’s technology is known for features such as SOS latch, fall and no motion detection, and real-time connectivity, which are essential for ensuring worker safety in emergency situations.

Currently, these devices are used by half of the water and wastewater companies in the United Kingdom.

Vice President of International Sales at Blackline Safety, Peter Attalla, highlighted the suitability of their devices for the utility sector: “Our devices are particularly well suited to the utility industry, including water and wastewater,” said Attalla.

“People in these fields are at elevated risk when they go to work.”

The demand for comprehensive safety solutions

Utility workers often face various hazards including gas exposures, confined spaces, and extreme weather conditions.

Addressing accidental activation with Safety Technology International

Safety Technology International Marketing Manager Liam Hunt discusses the introduction of protective covers contributing to long-term decline in false fire alarms

Recent Home Office research and analysis of ‘trends in fire false alarms and fire alarm policies’ reported a decline in false fire alarms caused by malicious or accidental activation of manual call points due to the introduction of protective covers.

Still every false fire alarm remains costly, disrupting schools and businesses, placing unnecessary strain on our emergency services, and reducing the public’s faith in fire alarms.

Continuing to be the largest incident type, false fire alarms accounted for 42% of the incidents attended by fire and rescue services in England year ending September 2023 – fires accounted for 24%.

Home Office figures show that there was a total of 3,030 false fire alarms caused by the “malicious activation of [a] fire call point/alarm” in England during the 12-month period, surpassing challenged hoax calls as the largest reason for malicious false alarms.

Accidental activation remained a significant contributor, 15,609 false alarms were recorded due to the accidental and careless activation of life safety devices, including manual call points. With similar figures reflected across the UK, over £1 billion is lost every year due to false alarms.

To recoup this cost, North Yorkshire Fire and Rescue Service joined the London Fire Brigade in recovering costs from hospitals, airport and student halls with a poor false alarm record. 

Dangerously, false fire alarms divert fire crews away from real emergencies; creating unnecessary risk as crews travel at high speed to attend ‘emergency’ calls. The ‘crying wolf’ factor caused by frequent false alarms causes staff to become complacent and less willing to act quickly when an alarm activates.

The Scottish Fire and Rescue Service recently changed the way its firefighters respond to automatic fire alarms in commercial premises to reduce unnecessary call outs from unwanted fire alarm signals.

However, the reduction of unwanted fire alarm signals to fire and rescue services does not necessarily reduce false fire alarms and therefore may leave fire safety issues unaddressed. This may not only lead to disruption for businesses, but also to alarm fatigue for the occupants – conversely, successfully reducing false alarms will also reduce unwanted fire alarm signals.

Repeated false alarms reduce the public’s confidence in fire alarms, contributing to alarm fatigue and a complacent attitude toward evacuations. Alarm fatigue occurs when a person becomes desensitised to an alarm due to repeated false alarms and consequently fails to react appropriately in a real emergency.

As recommended in BS 5839-1:2017, manual call points can be fitted with a protective cover to prevent false fire alarms. The British Standard Institute recommends in section 20.2b, that: “All MCPs should be fitted with a protective cover, which is moved to gain access to the frangible element. It is now recommended that a protective cover is fitted to a Type A manual call point to help prevent false alarms.”

Consequently, Home Office research examining the long-term trends in false fire alarms found that the introduction of protective covers was a contributing factor in the decline of false fire alarms caused by malicious or accidental activation of manual call points.

Luminite Electronics Ltd has expanded its Alertex Fire Alert range with a new unit that integrates both Fire Alarm and First Aid notification functionalities.

This development aims to bolster safety measures on construction sites, adhering to the Health and Safety Executive’s Fire Safety Guidelines.

The Alertex Fire Alerts, known for providing clear visual and audible fire notifications, are battery-operated with an impressive transmission range of up to 1 km line of sight.

Each unit, which can alternatively be powered by 12v DC, functions as a repeater to enhance coverage across complex site layouts.

Dual-functionality for enhanced site safety

The latest addition to the range introduces a dual-button system, with one button for fire alerts and another for first aid emergencies.

When the Fire button is pressed, all units on site will broadcast a default alarm or message, and the IP Bridge will pinpoint the activated unit, explained Luminite.

In contrast, pressing the First Aid button triggers only the activated unit, notifying designated personnel via the IP Bridge, which also manages alert cancellations and broadcasts all-clear signals.

The integration with third-party monitoring platforms, like Webeye, is facilitated by the IP Bridge, allowing for local or remote system supervision.

Keep Calm and Carry On: Discussing false fire alarms

False fire alarms can cost companies money in both operation and reputation, as well as putting lives at risk, explains Neil Parkin, Regional Sales Manager (North & Ireland) at Advanced

False fire alarms are a global problem. In the UK, false fire alarms cost more than £1 billion annually.

But the costs aren’t simply financial, repeated false alarms make people complacent, delaying reactions in real fire emergencies, putting lives and property at risk.

They also disrupt businesses and annoy customers.

Repeated false alarms can damage a company’s reputation and may also divert fire and rescue teams away from real emergencies.

With fire services under pressure this is a real problem.  Since 1 July 2023 Scottish Fire & Rescue has adopted a new ‘Call Challenge’ policy whereby it has stopped attending automatic fire alarm (AFA) call outs to commercial premises, such as factories, offices, shops and leisure facilities, unless a fire has been confirmed by the dutyholder.

(This change does not apply to sleeping premises, such as hospitals, care homes, hotels or domestic dwellings.)

This looks like a trend that will spread elsewhere and may extend even further as pressure on fire and rescue teams increases. 

For example, the Royal Berkshire Fire and Rescue Service already challenges AFAs by a phone call if they are in lower-risk buildings – about a quarter of the automatic calls they receive are challenged in this way.

It is important to note that the service still sends a fire engine to all AFA notifications in high-risk, occupied buildings.

However, this March Berkshire is undergoing public consultation to change the way crews respond to AFAs as false alarms in the county account for 45% of all incidents, with 99.3% of AFA notifications requiring no action. 

Approach

Addressing this challenge requires a strategic approach.

Starting with a thorough fire risk assessment and precise fire system specification, false alarm management becomes a critical aspect.

Within the fire industry, two distinct strategies have emerged to tackle false alarms, both centred around signal verification.

The first approach leverages detector technology, effectively filtering out false signals at the detector level.

The second method involves analysing signals received at the fire panel, allowing for accurate determination of whether a fire event is genuine.

Forward-thinking manufacturers, such as Advanced, are now integrating these complementary approaches to effectively mitigate false alarms.

Fire Panels

The true power of a fire alarm system lies in combining detector data and an intelligent fire panel.

At its core, this integration enables individual detectors to collaborate in various modes, effectively mitigating false alarms.

For instance, multi-sensor detectors can be switched between heat and smoke modes to validate signals, and multiple detectors can be combined through double-knock or coincidence programming enhancing overall reliability.

Modern addressable panels are powerful computers dedicated to fire detection and can match detector signals with powerful cause-and-effect programming, reducing false alarms.

For example, AlarmCalm false alarm management is available as standard in the UK on Advanced’s MxPro 5 and Go fire panels, as well as it being available on both its Axis EN and Axis AX solutions internationally.

The built-in false alarm management combines versatile software detector technology and the optional AlarmCalm button to put an end to fire alarm frustration.

Using alarm verification and investigation delay technology, it allows additional time to respond, verify or investigate an alarm before the fire system goes into full alarm state.

Apartments

There are a number of causes that trigger false alarms and these differ depending on the building and its use.

For example, in apartment blocks false fire alarms can be caused by steam from showers, smoke from cooking, as well as call point misuse.

These triggers can lead to unnecessary evacuations making false alarms annoying for residents.

But if a fire panel features false alarm management, then a false alarm can be averted.

For instance, if someone creates cooking smoke in an apartment a verification sounder will activate.

If a fire alarm has a false alarm management button installed it then allows the occupant to press it to silence the sounder, extend the verification time and allow the smoke a chance to clear during verification.

If no other device activates and the smoke dissipates, the system will return to normal, avoiding unnecessary resident evacuation.

However, if the problem becomes more serious and smoke continues beyond the verification time the system will go into full alarm and evacuation procedures can begin.

Shopping Centres

Meanwhile, shopping centres and supermarkets are regularly forced to evacuate hundreds of shoppers due to false alarms.

Supermarkets are complex sites and may have offices, warehouses or storerooms, bakeries, staff rooms and toilets.

Each area presents its own unique fire risk which should be considered when designing a fire detection system.

Many areas can trigger false alarms in supermarkets, but one we come across regularly is the bakery.

When staff open an oven, heat and steam comes out. Unfortunately, if an optical or heat detector is installed, this triggers an alarm.

When the problem persists to avoid this, some supermarkets turn the fire system off or ignore LED alarms to avoid store evacuations, resulting in huge risk.

However, a fire panel that features false alarm management can solve this problem.

If smoke from an oven in a supermarket bakery activates a multi-sensor detector a verification countdown timer can be programmed to begin.

If the smoke clears and no heat is detected the system will return to normal avoiding an unnecessary shop evacuation.

Manufacturing

When it comes to manufacturing, downtime is the largest source of lost production reducing profits for companies as a result of lost business – false alarms are an unnecessary cause for production to stop.

In manufacturing plants where there are high temperatures, dust or chemicals in the air it is vital to consider where detectors are placed.

But it is also essential not to ignore detector signals.

As well as costing businesses money, repeated false alarms reduce people’s confidence in alarms making them complacent when it comes to evacuations.

Alarm fatigue can occur when a person becomes desensitised to an alarm due to repeated false alarms.

Here false alarm management can help since it is possible to set a verification time for when a device activation registers on a fire panel.

Then if no other detector is activated during the countdown, the system can automatically reset avoiding unnecessary evacuations and costly downtime.

Offices

Alternatively, in offices that are only occupied a few hours a day with multiple occupancy it is possible to opt for different false-alarm strategies.

This is easy to do since some false alarm management systems, like AlarmCalm, use their own unique ‘building areas’ for programming cause and effect, allowing the engineer to design individual false alarm management around specific risks on a site, rather than being restricted by the fire zones in place.

By dividing sites up into virtual false alarm ‘building areas’, independent of fire zones, users gain control of false alarm management and reduction strategies that exactly fit the needs of each part of a building.

Virtual building areas can cover multiple zones and points, partial zones or even single detectors.

This allows the programming of unique strategies targeting areas where there might be a risk of false alarms.

Businesses can now break free from the burden of recurrent false alarms, which not only harm their reputation but also carry financial implications.

International conference on fire detection invites submissions for 2024

Call for papers for AUBE ’24 and SUPDET 2024 conference

The Department of Communication Systems NTS at the University of Duisburg-Essen, Germany, has announced an extension to its call for papers for the upcoming ’18th International Conference on Automatic Fire Detection’ (AUBE’24) and the Suppression, Detection and Signaling Research and Applications Conference (SUPDET 2024).

The conference, in collaboration with the NFPA Fire Protection Research Foundation, Quincy, MA, USA, is scheduled for September 24-26, 2024, and aims to showcase the latest advancements in fire protection research, technology, and applications.

Interested individuals are invited to submit their extended abstracts, not exceeding three pages, by April 21st, 2024, via email to aube@uni-due.de.

Submissions must include the full title, author(s) name(s), affiliation(s), address(es), telephone number(s), and email address(es), with the presenting author underlined.

The abstracts should focus on original work related to automatic fire detection and security systems, ensuring scientific rigor, objectivity, and absence of commercial bias.

Submission guidelines and topics

The conference will cover a wide array of topics, including advancements in suppression technologies, special suppression applications, wildfire fighting, new detection technologies, toxic gas detection, and integrated systems for smart buildings.

Abstracts are expected to present credible results based on scientific aspects and are subject to review by the technical program committee.

Case studies that contribute to the field are also welcome.

Authors of accepted abstracts will be notified by May 1st, 2024, and will be required to submit full papers, ranging from 5 to 8 pages, by July 1st, 2024, for inclusion in the conference proceedings.

The presentations should not exceed 20 minutes, and the event will also feature a table-top and poster exhibit.

How significant is the UK market to Global Fire Equipment’s overall business strategy?

The UK market is crucial to our strategy and always been a key focus due to its potential.

In the early stages, it comprised about 47% of our turnover.

The presence of dominant domestic players who hold a substantial market share has been challenging, but our business levels in the UK have remained steady for a long time.

We now have a really secure presence in the UK thanks to our partnership with Global Fire Equipment UK which is headed up by Matt Ketley.

Since January 2021, GFE UK has been the sole importer of all our products into the UK, and Matt and his team are doing a great job of representing the brand in the UK and growing our sales steadily.

Can you tell me about the acquisition of NIBBLE and the strategic decision behind this move?

The acquisition of NIBBLE was a strategic decision, driven by a longstanding relationship.

I’ve known the team behind NIBBLE for decades.

They were previously partners at a specialist emergency lighting company, CREATECH, which we acquired in 2018.

We maintained close contact with NIBBLE following the acquisition and have continued to be impressed by their innovative product range which very much complements our own range of panels.

But the strategy behind the acquisition is also very much aligned with our continued focus on R&D activities.

NIBBLE’s strengths lie in R&D, and they excel in creating innovative fire and security systems, including wired and wireless addressable systems, as well as a range of conventional products.

The biggest consideration was integrating their team into our structure, and I’m pleased so say that this process has gone very smoothly so far.

What steps is GFE taking to integrate sustainable practices into its products and overall business model?

GFE is fully committed to sustainability.

While others in the industry are aiming to become carbon neutral in 10 or 15 years, we’re determined to achieve this goal within the next five years.

We’ve already transitioned to exclusively electric vehicles for our company fleet, and we have recently installed 330 kilowatts of photovoltaic panels that generate more power than we need at any given time.

Building a sustainable and energy-efficient manufacturing facility was one of our key pre-requisites, and our on-site solar energy generation has jumped an impressive 600% compared to our former manufacturing plant.

There’s also a strong culture here of being mindful about not wasting resources.

It’s not just about being environmentally responsible; it makes sound commercial and financial sense, too.

Sometimes there’s inertia in the industry – a reluctance to change quickly while others don’t.

But at GFE, we’re proactive and fully committed to this fast-paced shift towards sustainability.

How do you see GFE’s acquisition of NIBBLE and its focus on sustainability influencing the company’s growth?

We need to think far beyond the immediate future.

The NIBBLE team aligns perfectly with our vision; they are as committed to sustainable practices as we are.

NIBBLE, being primarily an R&D company and not involved in production, brings an edge to our innovation efforts.

This synergy will be central to our growth and advancement in the coming years.
