The department received 170 sets of gear, providing each of its 125 full-time firefighters with one full new set.

According to Fire-Dex, the new gear includes Milliken Assure, a non-halogenated, non-PFAS moisture barrier introduced in October 2024.

The development comes as Rhode Island legislation H.B. 5019, which bans intentionally added PFAS in firefighting gear, was signed into law on 10 June 2025.

Turnout gear designed without fluorinated chemicals

Fire-Dex explained that the new gear marks a full transition to PFAS-free materials across all three layers of protection: the outer shell, thermal liner and moisture barrier.

While non-fluorinated options already existed for outer shells and liners, moisture barriers have traditionally depended on fluorinated compounds.

Milliken Assure was described by Fire-Dex as the first viable alternative that met all required safety and performance standards for moisture barriers.

The company confirmed that the new gear is certified by UL and compliant with NFPA 1971-2018.

According to Fire-Dex, performance and safety tests were conducted to verify durability and protection levels without the use of fluorochemical technologies.

H.B. 5019, signed into law on 10 June 2025, prohibits the manufacture, sale or distribution of turnout gear containing intentionally added PFAS from 1 January 2027.

More than 1.15 million portable chargers sold in the United States have been recalled following reports of overheating, fires and explosions.

AP News has reported that the recall applies to Anker’s “PowerCore 10000” lithium-ion battery power banks, which were sold between June 2016 and December 2022.

According to the U.S. Consumer Product Safety Commission (CPSC), the product’s battery can overheat and cause plastic parts to melt, creating a risk of smoke and fire.

Anker Innovations stated that the recall was being conducted “out of an abundance of caution” to protect customer safety.

The company and the CPSC are urging customers to stop using the product immediately and to dispose of it according to battery-specific guidance.

Reports of fire and injury lead to action

The CPSC reported that Anker had received 19 incident reports involving its PowerCore 10000 model, including fires and explosions.

Of these, two cases resulted in minor burn injuries that did not require medical care.

Lloyd’s Register Foundation has reported that ocean workers are among the most exposed groups to climate change impacts, calling for their recognition as a frontline workforce.

According to the Foundation’s latest World Risk Poll Focus On report, 80% of ocean workers are concerned about being seriously harmed by severe weather.

The findings are based on the 2024 World Risk Poll, conducted by Gallup, which surveyed 147,000 individuals in 142 countries.

The Foundation found ocean workers were nearly three times more likely to cite climate change as a daily safety risk than those in other sectors, with 17% identifying it as their primary concern.

Lloyd’s Register Foundation is now urging policymakers to include ocean workers in national and international climate adaptation strategies, citing a lack of occupational safety and health (OSH) training as a contributing factor to increased harm.

Report outlines elevated workplace injury rates among ocean workers

The Foundation reported that one in three ocean workers (33%) said they had experienced serious harm from severe weather in the last two years.

This compares to 20% of workers in other industries.

The report attributes this increased exposure to the nature of ocean-based work, where crews operate in open and often hazardous marine environments.

A quarter (25%) of ocean workers also said they had been harmed while working in the last two years, compared to 18% of other employees.

These figures position ocean workers as the group with the highest self-reported levels of both environmental and occupational harm.

The Foundation has urged governments and ocean industry stakeholders to ensure that climate policies include protections for ocean workers.

Hey added: “It is imperative that we prioritise OSH training for ocean workers and change the assumption that this must only be done once.

“Training is a continuous process, not a one-off event, which requires adequate funding and widespread industry support.

“Stronger safety standards must be tailored to the unique challenges of working on, or near, the water, including protections against severe weather and isolation-related stress.

“Without them, ocean workers, who play such a pivotal role in our global economy, will be at increasingly heightened risk as our climate continues to change.

“However, their frontline status means ocean workers will also have knowledge and expertise on how we can safely adapt to climate change, and this is learning we should look to draw on in other sectors as they are also put under increasing climate-related stress.”

Professor Maximo Q. Mejia, Jr., President of the World Maritime University, said: “Seafaring and commercial fishing have traditionally been recognised as the world’s most hazardous occupations.

“Aside from already challenging conditions that have perennially been associated with shipboard life, our ocean workers face new and even more serious risks brought about by climate change.

“The World Risk Poll provides us with important and updated data and evidence that should inform any policy designed to protect not only our ocean workers, but the planet itself.”

Mental health and isolation risks highlighted by maritime networks

The International Seafarers Welfare and Assistance Network (ISWAN) said the report reflects the intersection of physical danger and emotional strain.

Chirag Bahri, International Operations Manager at ISWAN and a former seafarer, commented: “In addition to the harsh weather, ocean workers have to deal with a variety of internal issues which lead to anxiety and stress, such as loneliness, working with a diverse and international crew, and being physically separated from their loved ones.

“This study emphasises that ocean workers are also subject to quiet storms in the form of insufficient training and fear of job loss.

“Their wellbeing is just as important as the work they do, so they should receive better training that helps to promote their occupational health and safety.

“The global economy depends on their resilience and power, and in order to safeguard the environment and humanity, we must adopt sustainable solutions.”

ISWAN stated that improving occupational support systems and mental health resources must be part of broader safety reforms.

Regular practice, comprehensive training and clear evacuation procedures make emergency evacuations more efficient and significantly safer for both the passenger and the operator.

It’s not just about compliance; it’s about doing the right thing to protect every individual in an emergency situation.

Decontamination systems enhanced with UK launch of drying cabinets

Rescue Intellitech has announced the launch of new PPE drying cabinets for the UK fire and rescue sector.

The Swedish manufacturer said the drying cabinets support decontamination efforts by safely and quickly drying protective gear after cleaning, reducing the risk of firefighters using damp equipment.

The company said the equipment is already in use across Europe and the US and will be shown in the UK at the Blue Light Show in London Olympia on 18 and 19 June 2025.

Rescue Intellitech reported that fire and rescue services including Buckinghamshire and Avon currently use its existing Solo Rescue and DeconWasher Pro S decontamination machines.

According to the company, the new cabinets complement these machines by completing the cleaning cycle with a purpose-built drying process.

Two sizes available to suit fire station needs

Rescue Intellitech stated that the drying cabinets are available in two sizes: the larger DC20 and the smaller DC8.

The company noted that both versions use non-mechanical, energy-efficient drying methods to prevent wear and extend the lifespan of PPE.

It added that the interior and exterior of equipment is dried simultaneously, meaning SCBA, gloves, helmets and boots are made operational faster.

According to the manufacturer, the cabinets are configurable for various types of kit and have both automatic and manual drying programmes.

It said each cycle ends with a cooling mode to allow PPE to be handled immediately after drying.

According to Kent Fire and Rescue Service, the new kit has been distributed to stations across Kent and Medway in advance of summer, when wildfire incidents increase.

The fire and rescue service stated that the PPE is designed to offer greater comfort and protection during high-heat outdoor operations.

Traditional PPE used for structural fire protection is heavier and less breathable, the organisation noted.

Kent Fire and Rescue Service explained that the new design aims to lower the risk of injury and reduce heat-related fatigue in firefighters.

New equipment rollout follows national wildfire increase

Kent Fire and Rescue Service stated that the PPE rollout follows a wider national trend of increasing wildfire incidents.

Between January and April 2025, the UK recorded 460 wildfires, compared with 240 in the same period of 2022, the service said.

The organisation reported that its own crews have responded to 160 wildfire incidents across Kent and Medway in the past three years.

According to the fire and rescue service, most of these incidents were accidental.

In August 2022, during extreme heat, Kent firefighters attended 69 wildfires in a single month.

“Taking your litter with you – glass and cans can ignite fires in dry conditions.

“Remember, if you see a wildfire, move to a safe location and call 999 and ask for the fire service, giving the operator as much detail as possible, including location, size and terrain.”

Scotland outlines Grenfell inquiry response and safety reform plans

Grenfell inquiry response drives building safety reform in Scotland

The Scottish Government’s Local Government and Housing Directorate and Cladding Remediation Directorate has published detailed plans to implement recommendations from the Grenfell Inquiry Phase 2 Report.

The update follows a ministerial working group meeting held on 2 April 2025, where officials, fire service representatives and built environment professionals reviewed the progress and next steps of Scotland’s response.

According to the directorate, the implementation phase will extend to 2030 and include legislative reform, new competency frameworks, and closer coordination with the UK Government on reserved matters.

Stakeholders raise concerns on industry culture and competency

Chris Ashurst, Chair of the High Rise Scotland Action Group, said the Grenfell Inquiry revealed “a staggering level of deceit” and raised concerns that many in the construction sector had not adapted their behaviour since the tragedy.

Ashurst said: “While Scotland’s response recognises these behaviours there is a need for a sea change by developers and others in industry.”

Hywel Davies of the Chartered Association of Building Engineers supported the report and called for continued focus on high-risk occupants and evacuation planning, especially for disabled individuals, older people and those with infants.

He raised concerns around the complexity of implementing a single regulator, noting issues with product certification and the lack of control over CE-marked goods following Brexit.

Calls for stronger regulation of fire engineering profession

Professor Luke Bisby of the University of Edinburgh said the failings at Grenfell were systemic rather than the result of any one individual.

He highlighted the need for licensing of fire engineers, citing Inquiry recommendation 15, and questioned why the Structural Engineers Registration Scheme was not referenced as a potential model.

Bisby added: “Without a robust definition of a fire engineer, a proper system of recognising who meets that definition, and a mandate for the appointment of those persons… any one of these has limited value.”

Peter Drummond of RIAS echoed these views and said true cultural change would take “10 – 20 years for proper implementation.”

He expressed concern over technical de-skilling and repeated appointments of unqualified contractors, urging clarity around the independence of Compliance Plan Managers.

SFRS and other agencies commit to collaborative delivery

Chris Getty of the Scottish Fire and Rescue Service stated that SFRS supported the response and highlighted a need for fire risk assessor training, especially for high-rise buildings now included in the Single Building Assessment process.

Jon Henderson, Director of SFRS, said: “SFRS is a learning organisation and will continue to develop and work with partners to support change.”

Scott McKenzie of Local Authority Building Standards Scotland confirmed LABSS’s commitment to implementing recommendations. He noted the need for additional resources for local authority trading standards to address unregulated construction products.

COSLA, NHSAssure and the Building Standards Division also voiced support, with NHSAssure confirming the issuance of updated internal guidance for hospital fire risk assessments.

Government sets 2030 as timeline for regulatory overhaul

According to the Scottish Government, implementation of recommendations will take until 2030 to complete, with work prioritised in areas where devolved authority applies.

Stephen Garvin of the Building Standards Division presented a delivery plan that includes a review of building regulations, development of new competency requirements, and legislative changes to support roles like the Compliance Plan Manager.

A call for evidence on Section 2 (Fire) is scheduled to begin this year, with consultations and implementation following over several years.

The government confirmed that issues related to funding of local authority verification teams are under review.

The Construction Quality Improvement Collaborative, Construction Leadership Forum, and Skills Working Group will support broader cultural and competency reform.

According to NEBOSH, the 2025 selection process received over 1,000 applications.
