Members of the Thermal Insulation Contractors Association (TICA) have raised concerns over the ongoing use of non-certified polyisocyanurate (PIR) board on ductwork in the UK, seven years after the Grenfell Tower tragedy and two years following the introduction of the Building Safety Act 2022.

TICA had initially highlighted issues with the use of non-certified PIR on internally located ductwork in November 2022.

However, the trade body is now also bringing attention to the growing problem of non-certified PIR boards being used on externally located ductwork.

TICA members report that they are losing contracts to competitors using these cheaper alternatives, which is exacerbated by the fragmented nature of the construction sector, making it challenging to maintain a consistent “golden thread” of safety data.

The role of manufacturers in ensuring product certification

Chris Ridge, TICA’s Technical Director, has emphasised the critical role manufacturers play in ensuring the correct application of PIR products.

He stated: “There are several manufacturers of PIR board operating in the UK and TICA is aware of only one PIR product that is certified for specific use with externally located ductwork.

“We have witnessed the use of many different PIR brands and clearly many of these have not been certified for the required application.”

Ridge further stressed the importance of clarity from manufacturers regarding the appropriate use of their products: “Manufacturers need to be clear and unambiguous about where their product can and can’t be used.

The one manufacturer that has certified their PIR product for use with ductwork is very clear about the fact that its product is only suitable for externally located ductwork.”

The ambiguity surrounding product certification is creating a risk that non-certified PIR products might be improperly used in applications for which they are not suited, such as internally located ductwork.

This includes clients who must ensure they hire competent specialists to insulate ductwork.

While the new Prime Minister settles in and takes up the mantle of leadership, the British public and many businesses will be eager for proactive decision-making and action.

As a stockist and distributor of composite fire doors we are more than aware of how hesitancy and inaction can impact progress.

 I’m talking more specifically about the former government’s reluctance to mandate quality standards for the UK fire door market.

We believe the right direction for fire protection and safety in new build and refurbishment projects is mandatory use of third party certification schemes to provide additional assurances.

Legal requirements

Currently, the only legal requirement is to meet the standards outlined in the associated Building Regulations.

 A high-performance composite fire doorset must be independently tested to BS 476-22:1987 or the more demanding European test method BS EN 1634-1:2014 – both are currently accepted for Building Regulation compliance and prove 30-minutes minimum integrity.

 The onus is then on building inspectors and clients to approve and manage the use of compliant composite fire doorsets.

Third party certification schemes are not a legal requirement.

 They are simply recommended by the Government and Building Regulations.

We firmly believe there is sufficient evidence and backing to support the formalisation of the belt and braces approach afforded by UKAS accredited third party certification schemes.

Above and beyond

These schemes exceed the basic legal requirements and offer additional assurances of consistent quality and performance, through regular audit of manufacturing facilities and audit testing.

 There are many recognised third party certification schemes operating in the UK fire industry, including UL, IFC, Blue Sky Certification, and Q-Mark (BM Trada), each one independent and without bias.

As an organisation we insist that  our manufacturing partners  meet the non-mandatory requirements of BM Trada’s Q-Mark Composite Fire Door schemes STD 170 and STD 50.

 Also, we encourage the use of Q-Mark STD 052 fire door installers wherever possible.

 We do this to promote confidence and provide greater assurance.

 The certification is held in the public domain, for example and can be accessed by anyone online.

 It is also proof of an ongoing vow to quality and excellence – the certificate can be withdrawn or suspended if there is proof of non-conformance or a lack of testing.

 Again, the information is shared publicly.

 This level of scrutiny makes for a very compelling product offering.

External and internal fire doorsets

Beyond Building Regulations there is now also the minimum mandatory requirement under Construction Products Regulation (CPR) in England, Scotland and Wales for component parts under a harmonised or designated standard to carry a UK Conformity Assessed (UKCA) mark.

 Currently, the requirement only applies to fire doorsets for external applications.

 Internal fire doorsets are exempt, although we anticipate that this will change in the future (dependent on the adoption of EN14351-2 as a UK approved standard)

Under new legislation to legally supply fire doorsets for external use i.e., locations that are open to the elements such as external flat entrances, the manufacturer must first be UKCA accredited.

 This authorises them to produce a UKCA marked external fire doorset and issue a Declaration of Performance (DoP) that references both BS EN 14351-1, the external pedestrian doorset standard and BS EN 16034, the standard for fire resisting and/or smoke control pedestrian doorsets proving compliance.

These tests must be conducted by a third-party and certificated using an independent UKAS accredited test house and certification body.

Importance of regular checks

However, while mandatory it is widely recognised that UKCA mark conformity is not as powerful, nor does it have the same level of control as a third party certification scheme.

 This is due, in part, to a general lack of regular external auditing which allows non-conformance to go unchecked.

As a member of the Association of Composite Door Manufacturers (ACDM), we are encouraged by the recent actions of the Office for Product Safety and Standards (OPSS) whose primary purpose is to protect people and places from product-related harm.

The OPSS has been auditing some fire door manufacturers against the requirements set by the UKCA mark.

 This includes control systems, training records and technical documentation.

 While this may not be as comprehensive as the audit conducted by BM Trada, we welcome the proactive scrutiny.

Many modern composite fire door manufacturers and suppliers strive to exceed standards and expectations to deliver the most robust and proven fire door solutions on the market.

 We do this through independent and verified test results proving consistent performance, compliance, and certifying manufacturers and where possible, installers.

The Association for Specialist Fire Protection (ASFP) has announced the finalists for 2024 Passive Fire Protection Awards, which will be presented at a dinner at the Athena Hotel in Leicester on 28 November.

The event promises to honour exceptional accomplishments within the passive fire protection industry.

The evening will commence with a canapé reception followed by a three-course dinner.

Entertainment for the night includes an aerial acrobatics performance, professional dance troops, fairground attractions, a DJ-led disco, and comedy from a well-known entertainer.

The venue, Athena Hotel, has been chosen to ensure an optimal experience for attendees.

Originally built as an Odeon Cinema in 1936, the Athena is a nationally-recognised events space with a capacity of 2,000.

It features state-of-the-art live shows, a professional cocktail bar, and a diverse menu.

Attendees will also enjoy a midnight breakfast to conclude the night.

This year’s theme, Stargazing, promises a dazzling stage show and magical décor.

Johannesburg public library repairs delayed until 2025 due to fire safety issues

Johannesburg library safety concerns lead to delayed reopening

The City of Johannesburg closed the public library in the central business district in 2021 due to safety concerns, primarily about fire suppression.

According to Engineering News Online, A report on the building’s condition raised issues regarding civil, structural, electrical, and mechanical services.

Initially, the city planned to reopen the library in February 2024, but it has now stated that repairs will only be completed in 2025.

This follows an incident in February when the Khayelitsha Library in Cape Town was temporarily closed after a fire to assess the extent of the damage.

Fire suppression system details

The Johannesburg Heritage Foundation revealed that independent engineers and architects concluded that a gas-driven fire suppression system must be commissioned for the library’s stacks.

ASP Fire CEO Michael van Niekerk explained the system: “The gas-driven fire suppression system, also known as a clean agent fire suppression system, is designed to extinguish fires without causing damage to valuable materials or equipment.”

The system uses smoke or heat detectors to sense abnormal conditions and activates, releasing a clean agent gas like FM-200, Novec 1230, or Inergen, which displaces oxygen and extinguishes the fire.

Challenges of installing the system in a heritage building

Installing an appropriate fire detection and suppression system in the Johannesburg Library is complicated by its status as a heritage building.

Van Niekerk stated: “The best option is to use a gas fire suppression system designed specifically for archives and libraries, which have the benefit of not leaving behind any damaging residue.”

However, the challenge is the large quantity of gas required to protect the heritage building’s contents.

Heritage buildings often have timber internal structures, which are not aligned with modern regulations, making retrofitting difficult.

Modern buildings use drencher systems to protect exteriors and advanced systems like recessed sprinklers and hypoxic systems to reduce fire risk.

The importance of a holistic fire-risk assessment

A comprehensive fire-risk assessment is crucial for effectively managing fire risks in heritage buildings.

This includes considering internal ignition sources and managing them appropriately, as well as modernising electrical systems without affecting the building’s heritage appearance.

Modern electrical management systems can automatically shut down if risks are detected, significantly reducing the fire risk.

Van Niekerk concluded: “Managing the internal environment of a building adequately allows for the fire risk to be minimised.

“Obviously, risk can never be eliminated by 100%, but it can definitely be reduced to an acceptable level.”
