ASFP releases new and updated guidance documents

The Association for Specialist Fire Protection (ASFP) has expanded its range of guidance with the release of three new and three updated documents covering steel beams, firestopping of metal pipes, and planned maintenance.

The first document, Advisory Note 27, provides advice on the structural fire protection of steel beams with corrugated webs which were recently introduced to the market and offer a thinner steel plate than can be used in traditional webs.

The fire-resisting performance of these sections is not fully understood and so the advisory note warns against the use of plain section data in support of a corrugated web section without extra testing.

Advisory Note 28 covers the firestopping of metal pipes where flanges are located close to service penetration seals and encourages earlier involvement of passive fire specialists to prevent the construction of untested service penetration arrangements, particularly in the presence of flanges within the secondary insulation zone.

The guidance says that for the avoidance of issues with certification and installation it is best to keep the flanges more than 500mm away from the wall, pointing out that this detail is not always considered during the spatial coordination of services. 

The final new publication, Advisory Note 29 covers planned maintenance and draws upon advice from within the Regulatory Reform (Fire Safety) Order; BS 9999: Code of practice for fire safety in the design, management and use of buildings; and BS 8524: Active fire curtain barrier assemblies to ensure that a competent person conducts that maintenance

Meanwhile, Advisory Note 21 has been updated covering coatback to secondary structural steel, highlighting thatthat this can prevent conduction of heat into a primary structural member and its consequent early failure.

Technical Guidance Documents (TGDs) 15 and 20 have also been revised, with the former giving advice on the installation and inspection of spray-applied passive fire protection. The document has been updated to align the film thickness measurement criteria and to take the implications of Brexit into account and the consequent changes to UK Construction Product regulations.

The changes to UK Construction Product regulations and the introduction of the UKCA mark also prompted the revision of TGD 20, which covers the CE marking of fire-resisting and smoke control duct sections.

NFCC Think Sprinkler campaign backed by victims’ families

The families of two women who lost their lives at a care home fire in Hertfordshire in 2017 have backed the National Fire Chiefs Council’s (NFCC) campaign urging the government to improve sprinkler regulations in England.

Claire Miles and Carole Murray, daughters of Daphne Holloway and Ivy sprigs who lost their lives at a fire at Newgrange Care Home, have added their support as part of NFCC’s ‘Think Sprinkler’ week of action which runs from 16-22 May.

NFCC are campaigning for all care homes in the UK to be retrofitted with sprinkler systems, as well as requiring new build care homes to have sprinklers to help protect residents in these buildings today and for future generations.

According to research by NFCC and the National Fire Sprinkler Network, Sprinklers reduce fire damage by around 75% and people are 50% less likely to be injured. On 99% of occasions sprinklers can control or extinguish a fire.

There is currently no building regulation requirement in England for care homes to be fitted with sprinklers.

Claire Miles, daughter of Daphne said of the campaign: “Yes, there is a cost to fitting sprinklers, but there’s a greater human cost to those who risk life and limb for others – and those firefighters called to Newgrange certainly did that. There’s a cost to losing those we love before their time and in such terrible circumstances.”

Mark Andrews NFCC lead for higher risk accommodation, said the NFFC applauds homes that have opted to install sprinkler systems.

“More widespread installation of sprinklers in all care homes will prevent future deaths and could have prevented the loss of life at Newgrange and in other care home fires across the UK,” he said.

“We urge families to ask questions of care home managers and owners to ensure your loved ones are adequately protected from fire.”  

FIA releases fire alarm guidance for people with sensory sensitivities

The Fire Industry Association has developed a guidance document to cover situation situations where fire alarm warnings are intended for people with sensory sensitivities.

The FIA was contacted in last year about the issue of suitability of fire alarm warnings in special schools, a topic which has not previously been fully addressed in the Code of Practice for fire detection and fire alarm systems.

A group consisting of people with a personal interest and experience in the matter, and experts in the fields of disability and fire safety, came together to formulate the document, highlighting the need for more, and better conversation surrounding the needs of individuals with disabilities.

The new guidance said: “It is anticipated that this guidance document will encourage designers to collaborate with clients to gain a full understanding of building occupants, and thus provide for fire alarm systems that assist evacuation in preference to inappropriate application of the recommendations of a national code which are likely to cause distress and hamper the evacuation of those with sensory sensitivities.

“This guidance document will assist fire risk assessors in asking appropriate questions as part of their work, particularly when assessing special schools, mainstream schools with resource provisions or units, day centres or residential accommodation.”

The guidance from the document, which can be found here, will be presented by James Jones (Vimpex, and FIA Board member), and Sonny White, the 16-year old FD&A expert who instigated the document, at Firex on Wednesday 18 May.

Bengal Fire Department launches fire safety awareness drive

The Bengal Fire and Emergency department has launched an awareness drive on fire safety through drills and to inform people about the precautions to take if a fire breaks out.

The campaign, which kicked off on 5 May in Calcutta will run for a month until 5 June. Teams from the department will travel to various locations carrying equipment and will demonstrate how one should respond to a fire.

The demonstrations are touring shopping malls, hospitals, hotels, office buildings, industrial units, petroleum outlets and in crowded locations in and around the city of Siliguri.

Bhaskar Nag, the officer-in-charge of the Siliguri fire station, said during the campaign, they will also conduct fire audits at these sites to determine whether the places have adequate fire-fighting equipment and arrangements to evacuate people.

“We are carrying out mock fire drills, which include evacuation exercises. Also, during our visit, we are training people, for example, employees of industrial units and security men of shopping malls, as to how they should douse a fire,” he said.

The department is also promoting the need to keep adequate fire extinguishers in hotels, hospitals, schools, colleges, offices, markets and factories, and will for employees of petrol pumps it will conduct a separate training “as we cannot have on-site demonstrations at a pump.”

IRDAI allows insurers to design alternative products to cover fire, other perils

India’s Insurance Regulatory and Development Authority of India (IRDAI) has permitted general insurers to design alternative products to cover risk from fire and allied perils for dwellings and small businesses.

The IRDAI issued guidelines for standard products for fire and allied perils for dwellings, micro and small businesses (Bharat Griha Raksha, Bharat Sookshma Udyam Suraksha and Bharat Laghu Udyam Suraksha) in January 2021.

These standard products replaced the Standard Fire and Special Perils (SFSP) policy for the named risks and no product other than the standard products was permitted for fire and allied risks.

“After considering the increasing demand for new covers in the fire line of business, the Authority. hereby permits general insurers to design and file alternative products covering fire and allied perils for the risks (de-notified earlier,” IRDAI said in a circular.

Such alternative products, it added, may be variations of the standard product and may include already approved add-ons as part of the base product or may delete an existing provision.

“However, the definitions and wordings of terms used in the standard product shall be the reference point for those terms when used in the alternative products as well. Needless to add, the pricing of the products shall be commensurate to the risks involved,” it said. One of the objectives of permitting alternative products is to insure evolving fire insurance risks of Dwellings, Micro and Small Businesses to increase insurance penetration.

It also aims to identify protection gaps in the existing fire insurance products and address the changing needs of market with due consideration to the policyholders’ interests in terms of suitability and affordability.

Another objective is to promote healthy and sustainable development of fire insurance market with new and alternative products that provides wide options to policyholders in addition to standard products, IRDAI said.

The latest directives will come in force on June 1, 2022. In another circular, the regulator said it has been receiving several complaints from policyholders, both directly and through various platforms such as industry associations, that insurers are referring to the Burning Cost as a ‘mandated minimum rate’.

It said that the Insurance Information Bureau of India has been periodically publishing the industry Burning Cost for Fire perils (FLEXA). All insurers, it said, have been informed that the purpose of this is to give an indication to insurers of the industry Burning Cost for various occupancies, for appropriate use in the matter of pricing the various risks.

IRDAI said the objective of IIBI publishing details of Burning Costs occupancy-wise is only to give information to insurers with regard to industry-level experience for appropriate use while rating risks.

“By no means does this even remotely imply that this is a ‘mandated minimum rate’,” it said. The regulator further said that it is expected of insurers to consider all applicable risk factors for rating a risk and give appropriate discounts or charge loading as warranted.

It is reiterated that insurers shall ensure that policyholders are not misinformed that the Burning Cost is a ‘mandated minimum rate’ for insurers to charge, IRDAI said.

Experts talk fire protection DNA of a building

Smoke control systems should be built, certified and delivered in a way that building owners and occupiers can depend on. 

It’s vitally important to recognise that only certified components of the system should be used. For example, smoke panels proven, factory built and certified to the relevant parts of EN12101 and other relevant standards like ISO21927-9. 

A factory-based quality system or factory production control, audited by a notified body, should be used to certify components of factory-built products.  

Consistency is key. Systematic checks of components, arrangement, fabrication and build in a controlled environment is the only appropriate route to prevent any variations in build from what has been tested and allowed to be certified. This helps ensure dependability as designed, and will enable the supplier to produce a product specific declaration of performance at point of manufacture. 

System install and commissioning should be conducted and completed by an appropriate party qualified and competent to do so. This might be demonstrated through voluntary certification such as the SDI 19 scheme. 

Finally, the building owner or manager is responsible for ensuring that the system remains compliant through a systematic approach to testing and maintenance. 

It cannot be emphasised enough for life safety systems: compliant systems must exist and be documented throughout the design, manufacture and delivery process, as well as through the life of the building. 

We’ve looked at smoke control systems, but of course fire safety also encompasses general building materials. While it is important to understand and use FR products in all building specification, it is also crucial we consider the wider system. Ian King, COO, Zeroignition, takes us through the importance of a systematic approach to fire safety. 

The Grenfell tragedy was a catalyst for change in the construction industry. It marked the realisation that much more needs to be done to ensure the buildings we live in are properly equipped to protect occupants from the risk of fire and that safety must be put first, above all else. 

As the Building Safety Bill continues to make its way through Parliament, albeit slowly, discussions around cladding continue to dominate headlines pushing fire safety even higher on the priorities list. Yet as we’ve seen, the pace of the bill has re-affirmed how notoriously complex fire safety compliance is in the UK. 

In reality, we must remember the Bill will be unlikely to eradicate some of the wider issues that the industry struggles with, namely, cost and more recently the availability of materials. Add to this the lack of construction product testing facilities, which are key to the ‘levelling up’ of standards and quality. The Local Government Association (LGA) is one example, encouraging more reliable testing systems that are also more user friendly. It also wants to see businesses caught selling products that aren’t fit for market, held accountable. “The new regulator must have real powers and sanctions and the regulatory system must be properly funded,” says the organisation. “Trading Standards authorities have found themselves caught between costly and complex arguments between test labs about the correct approach to testing, with no way to resolve them.” 

At Zeroignition, we agree with this sentiment. Since our founding, Zeroignition has been keen to see a vast improvement in accurate labelling by product manufacturers, ensuring that any information provided is easy to understand and identify, so that materials specified to construct buildings are what they say they are. Without this clear guidance, change will never materialise and people and properties will remain inadequately protected from fire. 

Disrupting traditions  

There’s no denying, construction projects are incredibly complex and involve a myriad of decisions. Every specification choice has a knock-on effect to the wider build, and unforeseen results can easily arise when a systematic approach to fire protection isn’t maintained.  

Although it’s widely agreed by industry professionals that a methodical approach is the key to quality, there’s clearly some scepticism as to how to achieve this. Manufacturers, specifiers and architectural bodies must do more to ensure best practice is fully established and abided by, on every single project, without fail. 

Beyond this, the construction industry should look to other industries for guidance, such as automotive and aviation, where a checklist approach reduces the risk of harm to passengers. It’s no longer good enough to work from memory or from a notepad and pen. Digital record keeping is now necessary to ensure certain fire planning elements aren’t being missed. 

Beyond this, we need to look to the latest in communications theory and decision making to ensure that fire communications are presented in a way that sticks, and use ‘nudge theory’ to ensure that it’s easier to do the right thing.  

Investing in robust knowledge  

We know that in-depth knowledge surrounding product safety standards is essential for architecture, specification and construction professionals. Those working in the industry must be sure they have the knowledge and understanding of fire safety when specifying building projects.  

It’s an area we investigated for ourselves, post-Grenfell, and the results reveal just how serious knowledge gaps around fire safety remain in the industry. The survey was conducted across the UK, Germany and France and of those questioned, just 3% of architects were able to correctly define the four basic fire protection terms: active fire protection, passive fire protection, fire resistance and reaction to fire.  

A mere 2% of the architects interviewed said they’d received comprehensive fire protection training. While most agreed they had had some sort of training, less than one in ten (8%) said they’ve never had fire protection training. These findings reveal an urgent need for serious upskilling to ensure those building liveable structures are well informed and up to speed on the essential fire safety requirements and protocols.  

A third of architects who participated in the study also revealed that their current employer doesn’t spend enough on fire protection training, and it seems since the outbreak of COVID-19 particularly, many have taken matters into their own hands. NBS (formerly National Building Specification) says it saw a marked increase in webinar attendance, as more people were working remotely and had the time to attend digital webinars and seminars without having to build time into their day to travel to and from the training venue. Online webinars covered a variety of different topics including fire safety, and were attended by product manufacturers, as well as architects and specifiers. 

Positive change  

The digital ‘revolution’ of the construction industry is also enforcing positive change. ‘Digital footprints’ which explicitly show that work has been carried out to the appropriate standard are now essential. A further take up of this approach will no doubt help to implement watertight fire safety checks before a building is handed over to the occupant or end user. 

Discussions had with manufacturers we work with, have also shown first-hand how an increased focus on R&D projects is now taking place. Advancements in innovative materials that help boost fire safety are now coming to market for added protection on new and existing building projects.  

Given what we’ve seen, fire protection now needs to be given the attention it deserves and a uniformed, robust framework needs to be set in place to make sure consistency is achieved across the sector. Increased levels of third-party testing is another area that needs to improve and a greater understand of how components work in tandem will be a key element in improving fire safety within construction. 

Manufacturers also have a role to play. Specifiers need to have complete confidence in the products they are recommending which means product information must be up to date and accurate. Until we address the focus on quality vs cost, we’ll never achieve construction’s primary role: ensuring its occupants remain safe.   

Promat supplies major Australian tower with fire protection products

A 30-storey Woods Bagot-designed KODO Apartments in Adelaide has purchased several products from fire protection specialists Promat Australia.

The apartment block is set to be one of the tallest residential towers in Adelaide, which has designed for residents to experience inner city living while having the privacy enjoyed outside of business districts, AD Australia reported.

Promat was involved early in the project, supplying CAFCO 300 vermiculite spray to provide adequate fire protection to the steel structure. Once the service trades commenced work, Promat penetration seals PROMASTOP UniCollar, PROMASEAL FlexiWrap and PROMASEAL acrylic sealant were used to seal fire rated wall penetrations.

Finally, PROMASEAL bulkhead batts, PROMASEAL fire pillows, PROMASEAL SupaWrap and Promat’s latest innovation, PROMASHIELD were used to seal electrical penetrations in the building’s main riser and provide a complete firestopping solution.

PROMASHIELD was selected for its ease of installation, with no wrapping, strapping or taping required.

Passive Fire market valued at $4.5 billion in 2022

The global passive fire protection market is expected to grow from $3.99 billion in 2021 to $4.42 billion in 2022 at a compound annual growth rate (CAGR) of 10.9%. The market is expected to reach $5.73 billion in 2026 at a CAGR of 6.7%.

The main types of products in passive fire protection are cementitious materials, intumescent coating, fireproofing cladding, and others. Cementitious materials have properties of cement, and are used to protect steel elements within a building’s construction. The different applications include structural, compartmentation, opening protection, firestopping material and is used by various sectors such as oil and gas, construction, industrial, warehousing, and others.

The Golden Thread principle 

The ‘Golden thread’ was first coined in the UK fire industry by Dame Judith Hackitt, following her interim report of the Grenfell Tower fire review in 2017. In essence, the principle seeks to extend fire safety best practice beyond fire professionals to wider society, ensuring that the right people have the right information at the right time. This will ensure buildings are safe and building safety risks are managed throughout the building’s lifecycle. The ultimate goal is to arm end-users with all the information they require. 

The ‘Golden thread’ is both: 

  • the information about a building that allows someone to understand a building and keep it safe 
  • the information management to ensure the information is accurate, easily understandable, can be accessed by those who need it and is up to date” (Golden thread: factsheet updated 8 November 2021) 

As we continue to measure compliance and enforce consistency across the industry, solutions are being heavily invested in and developed to ensure businesses can operate within the guidelines. Asset & Compliance Management solutions allow a better way to maintain building safety, for instance.

Grenfell remains a chilling reminder of the importance of fire safety and has played an intrinsic part in forcing the fire and wider construction industry to stand up and re-think the processes currently in place. 

Dame Judith Hackitt’s enquiry into Grenfell revealed a need for greater fail safes, and this is where digital adoption plays a huge role in guaranteeing the safety of buildings and end users. Supplying up to date and relevant information has an immeasurable benefit to the future of the industry. Digital tools not only improve standards, they improve record keeping and auditing at every stage, minimising costs and improving quality. 

Society’s expectations are continually evolving, and the industry must adapt. End users want visualisation of their property data, through digital services and improved user experience with a single source of truth. The use of cloud-based software can empower a business to provide this service to the fire industry. 

Industry organisations have historically been resistant to making changes due to time, regulatory or financial constraints. Investment of time now could, however, produce positive change. Creating a ‘Golden Thread’ of information will provide a source of truth that will be invaluable in the future as portfolios grow. 

Finding the right asset maintenance software is imperative to maintain building safety. LINKfire doubles number of invoices with Uptick

LINKfire began as a small business, a one-person operation which grew in the fire protection maintenance industry, now servicing over 7000 properties across Victoria and employing over 70 staff.
