The psychological barrier: PlanRadar says digital fear is delaying UK construction projects

On 28th January 2026, the Building Safety Regulator (BSR) gained full independence and enforcement powers.

For the first time, the regulator can reject Gateway applications without appeal.

This is an urgent wake-up call for an industry that must now demonstrate digital competence at every stage.

For developers currently stalled at Gateways 2 and 3, this development could hardly be more urgent.

The era of the ring-binder is over.

The newly empowered regulator will no longer accept inadequate proof of safety; blurred photographs, missing signatures or incomplete fire safety records won’t satisfy compliance requirements.

But whilst BSR’s independence represents the final nail in the coffin for paper-based compliance, a surprisingly human barrier prevents the workforce from embracing the digital tools that would clear the Gateway 2 and 3 backlogs.

The deeper problem: the psychology of “digital shame”

Despite the regulatory shift, the construction sector remains trapped by what I call “digital shame”.

This is the fear of being permanently exposed by systems that record every mistake.

When portions of workers believe digital platforms exist to catch them out instead of supporting them, a massive disconnect emerges between prescribed processes for regulatory reporting and actual on-site reality.

This “psychological resistance” is expressed in several ways.

Site teams often revert to analogue habits, treating paper records as a safety net to hide errors.

For example, site managers will photograph fire door installations on their personal phones, storing images locally because they’re worried about uploading incomplete work to the official system.

The irony is acute; the evidence exists, but fear keeps safety observations inside notebooks instead of being entered in the Golden Thread.

The result is a workforce working in parallel to the very systems designed to protect them and the buildings they construct.

The consequence: the gateway crisis

The gateway crisis currently stalling UK construction stems directly from this mental disconnect.

The challenge centres on the lack of quality, tamper-proof evidence required to satisfy Gateways 2 and 3.

Without a robust Golden Thread of digital information, developers are playing Russian Roulette with their completion certificates.

Consider the practical reality: BSR requires comprehensive proof that fire stopping has been correctly installed throughout a 20-storey development.

Fragmented records spread across six different subcontractors, 18 months of work, thousands of installations, well-thumbed notebooks, spreadsheets, and email chains fail to provide a proper audit trail.

The project stalls.

The regulator’s independence means higher standards, but “digital shame” stops teams from creating the evidence trail that would provide assurance and demonstrate compliance.

This absence of complete digital documentation has become the biggest obstacle preventing projects from progressing through the Gateway process.

Strategic solutions: building “psychological safety”   

The answer lies in building psychological safety to encourage voluntary adoption of digital tools.

This requires three practical steps.

First, iterative transparency.

We must use data.

Site teams need to see that digital records can identify issues.

When the first use prevents the first problem, adoption follows naturally.

It must not be about punishment.

Second, frictionless compliance.

Digital workflows must be designed so that doing it right becomes the path of least resistance for site teams.

When capturing a fire door inspection on a mobile device takes less time than filling out a paper form, compliance becomes effortless.

Third, cultural de-stigmatisation.

We must reframe digital tools as a shield for the worker.

A digital record protects the individual contractor who has completed their work correctly.

It provides defensible proof of competence.

The way ahead

The construction sector must stop treating digital tools as extras bolted onto traditional processes.

BSR’s standalone status makes this absolutely clear: the record-keeping standards of the ‘80s cannot satisfy the safety requirements of the 2020s.

The newly empowered regulator will enforce higher standards.

The only realistic response is to embrace digital competence.

This means investing in platforms that capture quality evidence at source, building workflows that make compliance intuitive and fostering a culture where transparent data protects everyone involved.

Digital data forms the Golden Thread that protects the project and the person.

For fire safety consultants and principal contractors, the choice is binary.

Lead the cultural shift towards psychological safety, or fail to act and watch Gateway backlogs extend completion dates by months, while more efficient competitors secure their certificates.

The opportunity window is the 2026 calendar year.

UK launches product safety review covering online marketplaces and furniture rules

Product safety consultations open

The UK Government has opened three consultations on changes to product safety rules, including online marketplace obligations, enforcement reforms and a review of furniture fire safety regulations.

The Department for Business and Trade announced the proposals on 31 March 2026 using powers in the Product Regulation and Metrology Act 2025.

The measures would apply to products sold online so online marketplaces are held to the same standards for product safety as bricks and mortar stores.

The first consultation includes proposals to widen the scope of the new framework so it covers more products and reduces gaps in consumer protection.

It also includes proposals to update how a safe product is defined and assessed.

Definitions for businesses in scope would also be clarified so those involved in product supply have responsibility to protect consumers from dangerous products.

The Government said the current system has been stretched by globalised supply chains, technological change and the growth of online shopping.

It said serious incidents, including fires caused by lithium-ion batteries in products such as e-bikes, show the risks linked to unsafe products.

Kate Dearden MP, Minister for Consumer Protection, said: “These reforms are about making our product safety system fit for the modern world – shutting loopholes, clamping down on unsafe online sales, and giving responsible businesses the certainty they need to grow.

“People need to trust the products they buy and use every day, so I’m urging consumer groups, businesses and the public to have their say and help us build a safer future.”

Enforcement and labelling proposals

The Department for Business and Trade also published a second consultation on reforms intended to simplify enforcement of product safety rules.

The proposals are intended to support consistent and swift action when issues are found.

Alongside this, the Government said it will introduce legislation to give businesses more flexibility in how certain products are labelled.

This would allow information such as the UKCA marking and importer details to be provided in different physical formats and in digital form.

The Government is also consulting on extending digital labelling flexibility to additional products and businesses.

Furniture fire safety review

A third consultation published on the same day will review the UK’s furniture fire safety regulations.

All three consultations are open for 12 weeks and will close on 23 June 2026.

The Government has invited stakeholders, businesses, consumer groups and members of the public to respond.

Responses to the consultations will inform the next stage of the Government’s proposed regulatory changes.

Regulator appoints new leaders to Building Advisory Committee

Building Safety Regulator announces BAC leadership changes

The Building Advisory Committee has appointed Dr Barbara Lane as Independent Chair and Dr Hywel Davies OBE as Deputy Chair in a leadership change linked to the Building Safety Regulator.

The Building Safety Regulator (BSR) announced the appointments and said Dr Lane is the first Independent Chair of the Building Advisory Committee (BAC).

Dr Lane is a Fellow of Arup and a chartered senior engineering executive with 30 years’ experience across sectors in the built environment.

She served as an expert witness for the Grenfell Tower Inquiry Phase 2 from 2017 to 2024.

Dr Davies has served on the BAC since it was created and is Head of Technical Insight at the Chartered Association of Building Engineers (CABE).

He also chaired the BAC’s predecessor body, the Building Regulations Advisory Committee, from 2020 to 2023.

Committee transition and advisory role

BSR said the appointments mark the start of a transition for the committee as it continues its advisory role alongside the Industry Competence Committee (ICC) and the Statutory Residents’ Panel.

Dr Lane and Dr Davies are liaising with BSR as the leadership transition progresses.

The committee’s strategic direction is being considered as part of work to align it with BSR.

The Statutory Residents’ Panel is recruiting its own Independent Chair.

Comments on the Regulator appointments

Dr Lane said: “Taking on this independent role is part of my ongoing commitment to create a safe and equitable built environment, one that works for everyone.

“I believe that the committee can be a powerful force for good across the sector, building on the harsh lessons learnt from the Grenfell fire.

“My aim is to try and remedy the shortcomings exposed in our building standards to protect and improve the lives of millions throughout the country.”

Dr Davies said: “I am pleased to be appointed Deputy Chair, supporting Dr Lane in her new role.

“The committee has a critical role to play supporting BSR in its work to improve the building safety regime, identify risks to building users, and provide consistent and timely standards and guidance that can meet the complex challenges we face today.”

Hydrogen detection deal adds new technology to Consilium portfolio

Consilium expands hydrogen detection portfolio

Consilium Safety Group has acquired all assets and intellectual property related to Insplorion AB’s hydrogen sensor technology business following approval at an extraordinary general meeting held on April 13.

Consilium announced the acquisition as part of its gas safety work for marine, critical infrastructure and energy-related applications.

The transaction includes Insplorion’s hydrogen sensor NPS-P2 and an ongoing certification process linked to the product.

The company said the acquisition adds hydrogen detection technology and related expertise to its existing safety portfolio.

Consilium deal includes NPS-P2 and certification process

The acquisition includes the NPS-P2 hydrogen sensor, which is described as having documented performance in demanding environments.

It also includes an ongoing certification process intended to open access to the marine sector and regulated industrial environments globally.

Consilium said it is positioned to take over that process and move the product towards full-scale commercialisation through its distribution network and brand presence in the safety sector.

BESA’s new competence toolkit targets Building Safety Act compliance

Competence guidance under the Building Safety Act

The Building Engineering Services Association (BESA) has published a free guide setting out how employers can demonstrate competence under the Building Safety Act and show compliance to the Building Safety Regulator.

BESA said the document, titled Demonstrating Competence under the Building Safety Act, is the latest in its series of practical guides for the building services industry.

The guide is intended to help employers meet legislative competence requirements in professions where formal qualifications or full competence frameworks are still absent.

It explains how individuals and organisations can understand, evidence and apply the principles of Skills, Knowledge, Experience and Behaviours that define competence.

BESA sets out competence as part of a wider risk management process that is governed and reviewed through each stage of project delivery.

The guidance includes evidence of how work is allocated on the basis of demonstrable competence.

It also covers how competence is monitored and reviewed and how gaps should be addressed when they are identified.

The document outlines a proportionate competence management system based on the SKEB model developed by BESA.

Competence evidence and compliance pathway

BESA said the advice is aligned with work being carried out by the Engineering and Building Services Skills Authority (EBSSA) and the Industry Competence Steering Group (ICSG).

The guide states that construction-related professions are still expected to show the Building Safety Regulator that people carrying out safety-critical tasks are competent for those specific tasks.

That requirement applies even where sector frameworks are still incomplete.

BESA said the guidance was produced in response to requests across the sector for clearer information about what competence is, what good practice looks like and how it can be evidenced to regulators and clients.

The guidance is divided into ten sections.

These sections cover defining competence, using assessment and evidence to satisfy the Regulator, addressing competence in supply chains and linking to other tools and standards.

BESA’s director of specialist knowledge Rachel Davidson said: “Employers have always been liable for ensuring the right competence is in the right roles at the right time.

“However, the Regulator has now tightened the alignment between legislation and the Building Regulations to explicitly impose competence requirements on both individuals and organisations.

“This gives more clarity and oversight around how competence is defined, demonstrated and governed – and our new guide shows employers how to comply.”

Davidson added that competence should not be regarded as “a tick box exercise” and described it as a continuous management discipline combining technical rigour with behaviour to achieve compliance.

She said: “Many employers in this industry already have good systems in place and employ excellent people keen to do a good job.

“They don’t need to wait for the various industry committees to finish their work on formal competence frameworks.

“Our guide provides a method for establishing or verifying a system you can defend in the face of Regulator scrutiny now.”

New fire protection classification rule set for Abu Dhabi consultants

Fire protection accreditation becomes mandatory

The Abu Dhabi Civil Defence Authority has launched a mandatory accreditation programme for engineering consultancy offices in Abu Dhabi working in fire protection and life safety engineering.

Abu Dhabi Media Office reported that the scheme is described as the first regulatory model of its kind in the UAE and applies to consultancy offices submitting fire protection system designs in the emirate.

The programme was launched in collaboration with the Department of Municipalities and Transport (DMT) and the National Fire Protection Association (NFPA).

It requires engineering consultancy offices to obtain a classification in Fire Protection and Life Safety Engineering Consultancy by completing the Certified Fire Protection Engineer (CFPE) programme.

The requirement is intended to improve the quality of engineering designs related to fire protection and safety systems and compliance with approved standards.

Certification deadline set for September 2026

Engineering professionals within consultancy offices in Abu Dhabi will complete an internationally recognised training and professional accreditation programme to obtain CFPE certification.

The certification will also be included within the classification management system of the DMT.

The Abu Dhabi Civil Defence Authority said the requirement will become mandatory when consultancy offices submit fire protection system designs in Abu Dhabi.

The deadline for completing the training programmes and obtaining official certification is 1 September 2026.

After that date, preliminary engineering design submissions from consultancy offices will not be accepted unless the registered engineer holds a valid CFPE certification.

Standards and design review requirements

The accreditation programme is intended to standardise design, review and compliance practices in line with NFPA standards.

It is also expected to improve the quality of design and review processes for fire protection systems in buildings and facilities.

The authority said the programme forms part of its work on fire protection and life safety systems in Abu Dhabi.

England building safety funding to train inspectors and fire engineers

Building safety funding for workforce gaps

A £70 million funding package has been announced to address shortages in building safety professions and support the delivery of 1.5 million homes.

The Ministry of Housing, Communities and Local Government and Samantha Dixon MBE MP published the announcement on 26 March 2026.

The funding is set to increase the number of Registered Building Inspectors (RBIs) by up to 700, including inspectors at Class 3H level who can inspect High-Risk Buildings.

It also includes funding to increase the number of fire engineers and expand the availability of Fire Engineering education.

The announcement states that shortages in building control and fire engineering are limiting housing supply and were highlighted as an area of concern in the Grenfell Tower Inquiry.

The three-year programme responds to recommendations from the House of Lords regulatory committee for the government to increase capacity in building control and fire engineering.

It also follows points raised by the Fire Engineers Advisory Panel and responses to the Building Control Independent Panel’s call for evidence on the need for suitably qualified and trained professionals.

How the funding will be allocated

The funding is split between Building Control, which will receive £55 million, and Fire Engineering, which will receive £15 million.

For Building Control, the funding will support local authorities’ building control teams in England to recruit new RBIs and train them to the required Class 2 standard.

It will also support local authorities’ building control teams in England to upskill existing RBIs, with many trained to the standard required to inspect High-Risk Buildings at Class 3H.

Further funding is intended for the training of new entrants in Registered Building Control Approvers and local authorities.

For Fire Engineering, the funding will support higher education provision through postgraduate bursaries as well as research and academic development.

Minister for Building Safety, Fire and Democracy Samantha Dixon said: “We’re boosting the building safety workforce to get more skilled building inspectors and fire engineers into the system quickly to keep people safe and unlock the new homes this country needs.

“This is a vital step in building 1.5 million safe homes and ensuring we continue to deliver on lessons from the Grenfell Tower tragedy.”

The mechanisms for applying for the funds are under development and more information will be published in the coming months.

New Sharjah safety committee targets warehouse fire risk and compliance

Safety inspections approved for Sharjah warehouses

Sharjah has approved a specialised committee to inspect commercial and industrial warehouses across the emirate and address violations linked to safety compliance and fire risk.

Gulf News reported that the decision was taken during a meeting of the Executive Council of Sharjah chaired by Sheikh Abdullah bin Salem bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Deputy Chairman of the Executive Council, and attended by Sheikh Sultan bin Ahmed bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Chairman of the Executive Council.

The committee will carry out comprehensive inspection campaigns covering all commercial and industrial warehouses.

Its role includes assessing compliance with safety and security standards.

It will also oversee corrective measures and enforce preventive procedures aimed at reducing fire incidents.

Committee membership and enforcement powers

Sharjah Police will lead the committee.

It will include representatives from the Civil Defence Authority, Department of Town Planning and Survey, Sharjah Economic Development Department and Sharjah Electricity, Water and Gas Authority.

The council said stricter penalties will apply to violators.

This includes those failing to meet regulations on the storage of hazardous and flammable materials.

Other decisions from the council meeting

The same meeting also approved a new framework regulating media activities in the emirate.

Entities engaged in media-related work will be required to obtain prior approval from the Sharjah Media Council, which will also receive revenues from related fees and violations.

UK government U-turn leaves prison fire safety works unresolved

Fire safety works remain outstanding

More than 60 prisons in England and Wales were awaiting fire safety improvement works in autumn 2025 after the government dropped a commitment to make all cells compliant by the end of 2027 or remove them from use.

The Howard League for Penal Reform said documents released through a Freedom of Information Act request showed that more than 40 prisons were waiting for in-cell automatic fire detection equipment and that no replacement deadline had been set.

The prisons listed for improvement work included Stocken, Eastwood Park, Swaleside, Risley, Wealstun, Chelmsford and Holme House, where fatal fires have been recorded during the past 15 years.

Eastwood Park was among the prisons waiting for in-cell automatic fire detection equipment after Clare Dupree was fatally injured in a fire in December 2022.

An inquest jury at Avon Coroner’s Court found there had been “missed opportunities” to prevent her death and that a “lack of automatic in-cell fire detection caused a delay in detecting the fire”.

More than three years after the incident, the equipment had yet to be installed in Clare’s cell.

Enforcement notices issued across prisons

The Howard League said the Ministry of Justice (MoJ) had known for almost 20 years that tens of thousands of people in prison were being held in cells that did not meet lawful fire safety standards.

The charity said it had asked for updated lists showing how many cells were affected in each prison, when works would start and how long they would last, and that the MoJ had refused to provide them.

In October 2025, the Howard League sent pre-action letters to Eastwood Park, Norwich, Swaleside, Wandsworth and Wetherby prisons.

Works have yet to start in four of those five prisons, including Swaleside and Eastwood Park, where fatal fires took place in 2019 and 2022.

The charity also obtained records from the Crown Premises Fire Safety Inspectorate (CPFSI) covering November 2023 to October 2025.

Sixteen prisons received Crown Enforcement Notices during that period after the CPFSI identified failures to comply with fire safety legislation.

Six prisons received ‘Step Away’ notices after Crown Enforcement Notices were not complied with and the CPFSI said it would pursue a criminal prosecution if Crown immunity did not apply.

The CPFSI also said it could not provide details of any notices relating to Oakwood prison because of an ongoing investigation that may lead to criminal proceedings.

Howard League threatens legal action

Andrea Coomber KC (Hon.), Chief Executive of the Howard League for Penal Reform, said: “From chronic overcrowding and rising violence to record levels of self-harm and people being released by mistake, chaos in the prison system is rarely out of the headlines.

“Fire safety has largely remained under the radar until now.

“But the long-running detention of tens of thousands of people in fire-risk cells, and the government’s U-turn on a deadline to solve this, amount to a national scandal.

“After almost two decades of inaction by the Ministry of Justice, worried families are having to listen to yet more broken promises.

“We know that at least 11 people have died in cell fires since the government accepted its responsibility to install automatic fire detection equipment.

“How many more lives will be lost?”

The Howard League said it had threatened legal action and that the government only notified the CPFSI of its change in position after the threat of litigation.

A fire and rescue crew arrives to find a man sitting on a low wall beside a row of shops.

He appears calm but uncertain about where he is.

When firefighters speak with him he answers politely, though he cannot explain where he lives and the name he gives may not be correct.

A shop worker nearby says he has been walking up and down the street for some time.

The crew begins working through the usual steps.

They speak with him again, trying to confirm the name he provided and whether he remembers any landmarks nearby.

Control is asked to check the details while firefighters remain with the man and keep the conversation steady.

No one present recognises him and there is nothing to identify where he has come from.

Situations like this often hinge on one piece of information.

A confirmed name or a contact number can change the pace of the incident immediately because it connects responders with someone who knows the individual.

Without that connection the process becomes slower, relying on control room checks and local enquiries while the person waits with responders.

Lumiio, a UK company, has developed wearable safeguarding devices designed to make that first step easier.

The company produces wristbands and tags that contain near field communication technology.

When an NFC-enabled smartphone touches the device it opens a secure webpage containing personal information stored in advance.

The page can display the wearer’s name together with up to two emergency contact numbers for a relative or carer, and an ‘About Me’ section containing vital information like diagnoses or medication details.

A responder who notices the device can access that information within seconds using a standard smartphone.

When a person cannot explain who they are or where they should be, that small piece of data may help responders reach someone connected to the individual.

When identity cannot be confirmed at scene

For crews attending public welfare calls, the hardest part can be establishing the basics.

A person may appear settled enough to talk, but the information they provide can shift from one sentence to the next.

An address may sound plausible at first and then prove incorrect once checks begin.

A family name may be remembered, though the person cannot say where that relative lives or how to reach them.

Memory loss adds another layer to these encounters because it affects how information is given as well as what is remembered.

Someone may answer with confidence and still be mistaken.

Firefighters then have to judge what can be relied on while keeping the person reassured and engaged.

The work is patient and practical, and it depends on details that can be confirmed.

A device linked to stored information may help during this stage.

If a name can be matched quickly to a relative or carer, the situation develops differently.

Responders gain a direct contact who understands the person’s circumstances and can provide guidance about what should happen next.

How the device works in practice

Lumiio’s products are intended to be worn throughout the day as wristbands or tags.

The technology uses NFC, the same short-range function that allows contactless interaction on many phones.

When a smartphone is held against the device, it opens a secure page without the need for a separate application.

This detail matters because any extra step can slow use at scene.

A product that depends on special equipment is less likely to fit naturally into a live incident.

In this case the interaction is simple.

A responder notices the wearable, checks it with a phone and sees whether useful information is available.

The page can hold the wearer’s name, key personal information, and emergency contact details for the person responsible for their care.

It is not presented as a full record and it does not replace safeguarding procedures already used by emergency services.

Its purpose is narrower.

It provides a quick route to identification so responders can begin contacting the right person while giving individually tailored support.

A fit with day-to-day operational work

Fire and rescue crews encounter situations where a member of the public appears confused or unable to explain where they should be.

This may happen during a missing person search or after a passer-by raises concern about someone sitting alone in a public area.

In other cases firefighters notice a vulnerable person while responding to an unrelated incident.

The response usually begins with conversation and reassurance while control rooms check available information.

Crews remain with the individual and try to confirm details that might lead to identification.

If a wearable device provides a reliable name or a number to call, responders have a clearer starting point for resolving the situation.

Many services already work closely with vulnerable residents through prevention visits and safe and well activity.

Firefighters often become familiar with people whose needs extend beyond fire safety alone.

A wearable identification device sits naturally alongside those safeguarding efforts because it focuses on helping responders recognise who someone is and who should be contacted.

Existing use through public schemes

Lumiio’s products have already been used by public bodies and support organisations in the UK.

Devon and Cornwall Police have deployed the devices within local programmes focused on vulnerable residents.

Recently, Lumiio has gone live with South Yorkshire Police on an initiative using the devices to support people living with dementia.

Sefton Council has distributed the wristbands as part of community safety initiatives aimed at residents who may become lost.

Charities involved in dementia support have also taken part in awareness programmes connected to the technology.

These initiatives place emphasis on recognition.

A device that contains useful information must still be noticed by responders before it can assist.

Awareness among front-line personnel therefore plays an important role in whether the technology proves helpful during an incident.

Identification during vulnerable person incidents

During incidents involving vulnerable individuals, establishing identity often determines the next stage of the response.

Confirmed information allows responders to contact someone who knows the person and can explain their circumstances.

That contact may be a relative, a carer or an organisation already supporting the individual.

A wearable device that stores basic identification details can provide that connection more quickly.

Instead of relying solely on wider enquiries, responders may be able to confirm who the person is and who should be informed.

For crews dealing with a confused individual in an unfamiliar location, access to those details can help bring the situation towards a safe resolution.
