Shifting gears in ARFF training

Responding to airport emergencies with an Aircraft Rescue and Firefighting (ARFF) truck involves three critical components: reaching designated points within a defined timeframe, transporting adequate extinguishant and applying the required flow rate immediately upon arrival.

While these tasks seem straightforward, the operational reality is far more complex.

ARFF operators are responsible for the safe handling of vehicles weighing up to 58,000 kg, powered by up to 1,500 HP engines, with a width of up to 3 meters and often with four axles.

These trucks must traverse routes extending over 3 kilometers, navigating tight corners, high-speed sections (up to 140 km/h, limited by tire specifications) and other operational challenges.

In addition to driving, operators are responsible for managing tasks such as communication, route planning and maintaining situational awareness amidst intersecting traffic, aircraft and other vehicles.

Limited annual training mileage for most ARFF drivers adds to the difficulty.

To ensure effective training, exercises must be performance-oriented, rather than simply moving vehicles from point A to B.

Accidents involving ARFF trucks can result in significant operational disruptions, endanger personnel and lead to the loss of high-value vehicles.

They can and they do, force the closure of taxiways, runways, or even entire airports for extended periods.

The scarcity of ARFF trucks in the market further complicates the situation, as immediate replacements are rarely feasible.

Qualification and training

For over 50 years, airport fire departments worldwide have relied on ARFF trucks, with in-house expertise providing the primary training for drivers.

While well-intentioned, this approach often lacked standardised protocols, proficiency checks and integration of driving dynamics, which has resulted in the development of unique, airport-specific driving cultures.

Historically, ARFF driving was regarded as a specialised skill, with only a select group of firefighters trained and certified to operate these vehicles.

This specialisation ensured a higher level of familiarity and greater mileage per driver.

In the current operational environment, flexible shift scheduling has resulted in ARFF driving being designated as a general duty role, with firefighters assuming responsibility for a range of tasks, including vehicle operation.

This shift presents concerns regarding safety and the sufficiency of training, given the limited time and resources available for specialised preparation.

The absence of validated training standards and proficiency checks has resulted in considerable inconsistency in driver proficiency, with an overemphasis on speed without sufficient consideration of integrating safety buffers and wear on vehicles.

The high levels of tire and brake wear, inconsistent emergency response techniques and frequent accidents worldwide highlight the critical gaps in training and preparedness.

Understanding accident dynamics

A review of the underlying causes of accidents indicates that they are frequently the result of a complex interplay of factors, rather than the consequence of a single isolated human error.

The driving culture is of pivotal importance, with specific contributing factors including:

  1. Driver selection: Were firefighters optimally assigned to driving roles, taking into account their skills and aptitude?
  2. Training and awareness: Did drivers receive thorough and task-specific training to prepare them for ARFF operations?
  3. Ongoing practice: Were drivers given regular opportunities for advanced, scenario-based training beyond basic vehicle handling?

Inadequate training and preparation can lead to uncertainty, creating stress that compounds under the pressures of navigation, communication and simultaneous tasks.

Such scenarios can result in overwhelming situations, increasing the likelihood of accidents.

Addressing these gaps is essential.

New challenges

The dynamic between operators and ARFF vehicles is evolving due to generational shifts, advances in vehicle technology and cost pressures.

The younger generation of firefighters often demonstrates strong proficiency with digital tools and modern technologies but exhibits a lower average level of intrinsic motivation to engage deeply with vehicle mechanics or driving dynamics.

Furthermore, the increasing costs associated with obtaining truck driver licenses have resulted in a notable decline in the number of drivers entering the workforce with prior experience.

The acquisition of driver licenses is becoming increasingly integrated into onboarding processes, with new operators often gaining their first and only driving experience at their airports.

Concurrently, new ARFF vehicles, despite their enhanced capabilities and technological sophistication, have also become more straightforward and easier to operate.

While features such as quieter cabins, reduced vibrations and effortlessly steerable wheels enhance comfort and minimises disruptive influences, they can also diminish the tactile feedback drivers receive.

The lack of feedback, coupled with the enhanced mass and power of these vehicles, can present challenges for inexperienced drivers in terms of situational awareness and respect for the machine’s capabilities and limitations.

Furthermore, the rising costs of vehicles and their life cycles, combined with increased cost sensitivity, necessitate new approaches to balance quick response with efficiency, meaning reducing tire and brake wear and overall vehicle strain.

Training, safety and culture

To ensure future preparedness, fire departments must adopt a comprehensive, long-term approach to ARFF driver training.

The current operational culture, shaped over more than 50 years, requires deliberate efforts to integrate, optimise and adapt for future challenges.

Achieving this demands the creation of a robust training framework grounded in driving dynamics principles and tailored to the unique challenges of each airport, with guidance from experienced external professionals.

Training programs should emphasise safe, efficient driving techniques, operational readiness and vehicle preservation while remaining constructive and manageable for both drivers and instructors.

A step-by-step approach is essential to ensure effective skill development without overwhelming participants.

Standardised, aviation-compliant training and certification programs must be implemented, incorporating regular proficiency checks and hands-on exercises.

The guiding principle of “train like you play” ensures operators are fully prepared for real-world emergency scenarios.

Controlled training environments are equally critical to uphold safety standards and build driver confidence.

Fire departments should draw inspiration from aviation’s culture of open communication, constructive feedback and team awareness about driving.

The traditional, hierarchical approach to vehicle operation should give way to a collaborative model that fosters continuous learning and improvement.

Replacing short-term, ad-hoc training with structured, long-term programs will provide the foundation for a safer, more effective and future-ready ARFF driving workforce.

Recognising that operating an ARFF truck is a skill — one that must be learned and trained — not an innate ability.

 

Addressing human factors and stress

Human factors, particularly stress, are critical considerations in ARFF operations.

Effective training must teach drivers strategies for managing stress, improving decision-making under pressure and maintaining focus during emergencies.

The foundation for this is providing the right support to driving colleagues and teaching a driving style that can become second nature for all selected drivers, not just the most talented.

This approach ensures that driving “works” smoothly, maintaining safety buffers at all times without requiring 100% of the driver’s attention to be solely focused on driving.

Instead, it allows drivers to maintain situational awareness and manage other tasks simultaneously.

It is also crucial to address the specific challenges, fears and concerns of individual team members.

The key to reducing negative stress and its impacts is creating a training framework that supports drivers, allowing them to navigate challenges confidently without becoming overwhelmed by the demands.

 

Specialisation vs.

generalisation

Recognising that implementing specialised training is not effort-free, particularly when faced with the challenge of training a large number of drivers, the traditional “everyone does everything” model is increasingly unsustainable.

This has prompted fire departments to explore a more focused and specialised approach, a trend that is becoming more evident worldwide.

In this model, operators are trained and designated as dedicated professionals, with a primary focus on driving and operating, rather than assuming a generalist role.

Specialisation allows for targeted training programs that provide drivers with the time, resources and expertise they need.

Specialised training offers significant long-term benefits by fostering higher levels of driver proficiency, enhancing operational safety, reducing risks and improving overall efficiency.

Additionally, focusing training efforts on a smaller group of dedicated operators helps streamline resources and alleviates the financial burden of training large numbers of personnel in highly demanding skills.

This global shift toward specialisation ensures that fire departments are better equipped to handle the evolving challenges of modern ARFF operations.

FDM marks first anniversary with over 600 professionals trained in fire door safety

FDM’s first year in fire door safety training

FDM, the fire door training division of UAP Ltd, has marked its first anniversary after training over 600 industry professionals since its launch in 2024.

The organisation has provided training in fire door awareness, inspection, installation, and maintenance.

More than 350 professionals completed fire door awareness or inspection training, while over 200 developed hands-on skills in installation, repair, and maintenance.

FDM was founded to address the need for structured fire door training following the Grenfell Tower tragedy.

It has since partnered with over 50 industry suppliers, including Falcon Timber, GGF, Mann McGowan, Lorient, PDS, IG Doors, Sentry, Strongdor, and NorDan.

Industry feedback and recognition

Learner feedback has shown positive engagement with FDM’s training.

According to participant responses:

  • 92% found the practical sessions relevant.
  • 94% reported the content was clear and easy to understand.
  • 95% described the training as engaging.

In 2024, FDM was named “Training and Development Company of the Year” at the NFA Awards, recognising its contributions to fire safety education.

Future developments and expansion

FDM is preparing to expand its offerings in 2025.

The organisation will launch a new app at the Fire Safety Event to help professionals ensure compliance when installing and maintaining fire doors.

Additionally, an online training platform will be introduced, allowing professionals to book courses and access CPD-accredited training remotely.

CSCS updates Labourer and Trainee card requirements under Building Safety Act

Changes to Labourer card validity and renewal criteria

CSCS has announced changes to the Labourer and Trainee cards from 1 February to align with competency expectations under the Building Safety Act.

The revisions aim to encourage new entrants to start on a ‘Red’ card with a recognised training pathway.

The Labourer card’s initial validity will now be two years instead of five.

To renew for five years, operatives must provide evidence of employment as a labourer.

Additionally, the CITB Health, Safety and Environment Test validity will extend to three years, allowing continued use for card renewal.

Revised eligibility criteria for Trainee card

CSCS has introduced a simplified pathway for individuals with prior training to obtain a Trainee card.

Those who have completed an approved Level 2 or higher occupation-related non-competence qualification will now be eligible for a two-year Trainee card.

The updated requirements aim to make it easier for new entrants with relevant qualifications to access the industry while ensuring workers meet competency standards.

CSCS has provided a flowchart detailing the available routes to a Trainee card.

Industry Accreditation cards no longer valid

CSCS confirmed that all cards issued via Industry Accreditation have now expired.

Individuals previously holding these cards must obtain a qualification to move onto the appropriate card.

To support this transition, CITB funding has been extended until 31 March 2026 to help individuals gain the required qualifications.

This extension provides additional time for those affected to meet the updated competency standards.

Supporting compliance with the Building Safety Act

The updates to CSCS card requirements are part of broader efforts to align with the Building Safety Act’s competency expectations.

The changes are designed to ensure construction workers meet the necessary standards and encourage structured training and qualification pathways.

The adjustments aim to improve competency verification and maintain safety and compliance in the construction industry.

Capita’s Fire Service College (FSC) hosted Guy Martin at its training site in Moreton-in-Marsh for an episode of his four-part Proper Jobs series.

Martin took part in intensive firefighter training, experiencing the physical and technical demands of the role.

He underwent instruction in casualty extraction using heavy rescue tools and performed a rescue from a smoke-filled compartment, demonstrating the critical decision-making involved in fire and rescue operations.

Fire Service College highlights firefighter training

Clair Mowbray, director at the Fire Service College, said: “We were delighted to host Guy Martin at the College.

In filming the action, Guy put the spotlight on the brave and often underappreciated job firefighters do every day to an audience of millions of TV and streaming viewers.”

She added that the College continues to invest in training facilities and programmes to support the next generation of firefighters.

Martin shared his experience of the training: “The Fire Service College really opened my eyes up. All the students were keen as keen.

“And then even the instructors who’ve been there for years are still saying it’s the best job in the world. Amazing type of person. Yeah, massive respect.”

The College, which has operated for fifty years, serves as a central training establishment for fire and emergency services in the UK, preparing personnel from junior ranks to senior officers.

New qualification supports UK fire services in working with young people

Specialist training launched for fire and rescue services

The National Fire Chiefs Council (NFCC) has introduced a new qualification to enhance fire and rescue services’ (FRS) engagement with children and young people.

The ‘Level 2 Award in Fire & Rescue Service – Introduction to Working with Children and Young People’ was developed as part of the NFCC Prevention Hub, which focuses on a person-centred approach to fire safety in the community.

According to the NFCC, the qualification covers topics including child development, trauma-informed practice, and communication. It is being piloted and rolled out in February, with the first session taking place in Merseyside.

Collaboration between NFCC and SFJ Awards

The qualification was created with input from FRS employers and SFJ Awards, an Ofqual-regulated awarding organisation.

David Higham, Managing Director of SFJ Awards, said: “Interacting with children and young people is a central part of FRS work in terms of prevention as well as in the daily course of business for certain roles.

“This qualification sets a path to enable FRS staff and volunteers to carry out these activities to a standardised level of knowledge and skill.”

Standardised training for fire and rescue personnel

NFCC Chief Executive Officer Susannah Hancock said: “This is a really positive development that will help fire and rescue services engage with and support young people in their communities.”

She added that the qualification aims to provide consistency in training: “It will give those working towards the qualification the confidence that they’re receiving training to a consistent national standard, which has been developed in consultation with their peers.”

The qualification is open to FRS staff and volunteers who work with children and young people. The course requires 20 hours of total qualification time, including 14 hours of guided learning.

Training will be delivered through a three-day ‘train the trainer’ programme across four UK regions in spring and summer 2025. Booking details have been shared with relevant fire and rescue services.

New research on carbon monoxide exposure and detection to be discussed

Webinar to share findings on carbon monoxide detection and alarms

The Fire Protection Research Foundation (FPRF) will host a webinar on 6 February 2025 to present new research on carbon monoxide (CO) detection and alarm systems.

The event will cover two research projects: the state of CO alarms in US homes and a review of CO alarm detection thresholds.

The discussion will include insights from a survey conducted by the US Consumer Product Safety Commission (CPSC) and a literature review examining CO exposure risk levels for different populations.

Survey reveals gaps in carbon monoxide alarm awareness

In September 2024, the CPSC released findings from a nationwide survey on the presence and functionality of smoke and CO alarms in US households.

The Survey on Use and Functionality of Smoke and Carbon Monoxide Alarms (SCOA) in Households included in-home interviews with 1,060 households across the country between 2019 and 2024.

The results indicate that while 90% of respondents consider smoke alarms “extremely necessary,” only 66% expressed the same view about CO alarms.

Additionally, 26% of respondents stated they knew “nothing at all” about CO alarms, and only 55% reported having at least one installed.

These findings, which reflect continuing challenges in CO safety awareness, will be discussed in the webinar.

Review examines carbon monoxide exposure risks

The FPRF is conducting a separate research project that evaluates current literature on CO exposure risks and detection thresholds.

The study aims to identify potential knowledge gaps in how CO exposure levels impact different populations and provide recommendations for future research.

Traditionally, symptoms of CO poisoning have been linked to carboxyhemoglobin (COHb) levels in the blood.

However, recent studies challenge this correlation.

The webinar will review these findings and their implications for CO safety standards and detection methods.

The webinar will feature speakers from the FPRF, CPSC, and REM Risk Consultants.

Jacqueline Wilmot, research project manager at the FPRF, will discuss the organisation’s ongoing studies.

Arthur Lee, senior electrical engineer at the CPSC, will present insights from the SCOA survey.

Michael Larrañaga and Heather Genuise from REM Risk Consultants will also contribute to discussions on CO safety research.

Austrian Federal Fire Brigade Association establishes ÖFKAD

The Austrian Federal Fire Brigade Association has launched a new national training initiative with the establishment of the Austrian Fire and Disaster Management Academy (ÖFKAD).

CTIF reported that the academy was introduced on 24 January 2024, coinciding with International Education Day.

The programme aims to standardise and expand training across Austria, complementing existing regional fire schools.

In 2025, ÖFKAD will conduct 23 training sessions at approximately 70 locations.

Around 1,500 fire service members are expected to participate.

Unlike traditional academies, ÖFKAD will not have a central facility, with courses being held across different federal states.

Disaster management training to expand

Fire services in Austria operate under a federal structure, with training responsibilities assigned to nine regional fire brigade associations.

CTIF stated that the Austrian Federal Fire Brigade Association has provided cross-state training for years, but the introduction of ÖFKAD consolidates and expands these efforts.

Disaster management will be a priority, with training divided into seven sectors: leadership and operations, education, public relations, fire prevention, youth fire brigades, specialisations, and examinations.

Courses will cover topics such as wildfire suppression, crisis communication, tunnel operations, and airport fire brigade training.

The decentralised approach aims to make training accessible to a broader range of personnel.

Fire service leaders highlight the need for collaboration

Klaus Tschabuschnig, head of training at the Austrian Federal Fire Brigade Association, said: “It is clear that the fire service and its tasks are rapidly evolving. I see this in the area of technology, but also in disaster responses.

“This impacts the tasks and the necessary breadth of competence for our fire leadership, who must prepare accordingly.”

He added that demand is increasing, particularly in organisational competencies and inter-regional coordination: “We have found that there is a noticeable demand, particularly in organisational competencies that also encompass inter-regional tasks.

“Conversations with several fire commanders, even at higher levels, have clearly expressed this desire.”

Future plans for training expansion

Robert Mayer, president of the Austrian Federal Fire Brigade Association, stated: “Expanding and enhancing the offerings, as well as improving existing ones, is clearly a high demand that the Austrian Federal Fire Brigade Association can meet.”

He noted that following his election, discussions with fire service leaders across Austria highlighted the importance of joint training: “This is not just about professional content but also about exchanging experiences across borders and building networks.”

Middle managers focus on cultural change and core code of ethics

South Wales Fire and Rescue Service middle managers recently participated in a workshop to discuss the service’s ongoing cultural transformation, as reported by the Service.

The workshop, titled “Our Service, Our Values,” reviewed progress made in December by various teams and allowed participants to contribute to draft ideas for the new vision, mission, and values.

The draft proposals were informed by input from 939 operational staff, 283 corporate staff, fire cadets, and the Executive Leadership Team. Additional feedback was gathered from partner organisations and other fire and rescue services.

Leadership emphasises meaningful and strategic change

Chief Fire Officer Fin Monahan said during the session: “It is time to look ahead and now really start going forward.”

Monahan emphasised the importance of middle managers in driving change, stating: “Managers are key to energising change. We have a window of opportunity to deliver really meaningful change through our strategy.”

The service said it will adopt a “two-speed approach” to change, with immediate actions addressing short-term needs and strategic initiatives requiring longer-term development.

Planned improvements include mediation processes, conflict resolution training, and technology adoption.

A collaborative approach to building vision, mission, and values

The service said its strategy is being developed collaboratively, with the aim of aligning all staff with its future goals.

Dominic Mika, Director of Strategic Change and Transformation, highlighted the importance of this approach: “We want our vision, mission, and values to be our bedrock for who we are and how we get things done in South Wales Fire and Rescue Service.”

He added: “These workshops are important to make sure we represent everyone working in the service and have a vision, mission, and values that are relevant for us all.”

The strategy aims to guide the service through challenges while maintaining its commitment to protecting over 1.5 million people in South Wales.

Monahan said: “A strategy starts with a vision, and from that, we build our mission, values, and path that guides us through the challenges and decisions we need to make.”

Mika stated: “Our transformation programme is ambitious, and we are committed to seeing unprecedented change and improvement across the service – another big step forward for us in our transformation journey.”
