FBU Scotland: zero budget increase will put communities ‘in great danger’

Scotland’s firefighters have responded to the Scottish finance secretary’s statement on the Scottish spending review, which sees zero increase in the budget of the Scottish Fire and Rescue Service over the next five years.

The Fire Brigades Union Scotland has said the lack of increase will mean a potential large real terms cut, especially given the currently rampant rate of inflation.

Responding to the finance secretary’s statement on the spending review, John McKenzie, FBU Scotland regional secretary, said: “The Scottish Fire and Rescue Service has already suffered the loss of a thousand members of staff, cuts to crewing levels and stagnation of pay.

“The announcement by Kate Forbes shows a zero increase in the budget for the service over the next five years. If enacted this will put our communities and our members who serve them in greater danger. The FBU in Scotland will be seeking an urgent meeting with the Justice Secretary to discuss the future funding of the Fire and Rescue service.”

CIOB updates Code of Practice to reflect construction industry changes

The Chartered Institute of Building (CIOB) has updated the Code of Practice for Project Management for the Built Environment to reflect changes in the practices and processes of construction and the increasing pressures of the industry.

 The guidance from the world’s largest and most influential professional body for construction management and leadership aims to equip construction and project managers with insight into a whole life-cycle approach, where assets can be delivered not only to meet the expected quality, cost and time targets, but where other broader, but equally important, notions of value can be incorporated.

The updated Code of Practice ” acknowledges the many challenges in the construction industry and sets the scene in the new version with a set of strategic drivers, such as sustainability, quality, competence and skills, the golden thread of information, and some guiding principles including health and safety, EDI (equality, diversity and inclusion), ethics, sustainability, whole-life perspective, project management as a strategic enabler, building information, and leadership.

The eight themes included in each chapter are designed to ensure they are embedded throughout all decision-making processes at every stage of the project. These are: quality, sustainability, value, productivity, leadership, collaboration, knowledge and risk.

Fire safety guidance strengthened for new high-rise homes in England

New improvements to fire safety guidance and building regulations to ensure tall buildings are made safer in England have been introduced as part of a wider package of reforms, meeting recommendations from Phase One of the Grenfell Tower Inquiry and will strengthen the information available to fire and rescue services.

All new residential buildings over 11 metres will now have to include a Secure Information Box that will give fire and rescue services access to important details about a building in the event of a fire. New residential developments over 18 metres will also have to incorporate an Evacuation Alert System to help fire and rescue services inform residents of a change in evacuation strategy, during an incident.

It forms part of a wider update to tighten building regulations and provide clearer fire safety rules for the design or construction of residential developments.

Building and Fire Safety Minister Lord Greenhalgh said: “We have introduced the biggest improvements to building safety in a generation, under the Building Safety Act. These changes will support our tough new regulatory regime – ensuring fire safety measures are incorporated into new high-rise homes and all new residential buildings meet the same safety standards. It does not end here and I urge the industry act quickly to update their practises in line with these new rules.”

The National Fire Chief’s Council (NFCC) Protection and Business Safety Committee Chair, Gavin Tomlinson, said: “NFCC especially welcomes the introduction of emergency evacuation alert systems in new buildings over 18 metres. We also support the inclusion of Secure Information Boxes in buildings over 11 metres, which will give fire and rescue services access to important details about a building and its residents in the event of a fire.

On the changes to building regulations, we are encouraged that unsafe MCM PE cladding panels are banned on all buildings and that the government has promised stronger safety standards for the use of combustible materials on external walls.

At least 49 killed in Bangladesh container fire

Firefighters worked for a second day on Sunday (5 June) to extinguish a large fire that has killed at least 49 people at a container depot in southeast Bangladesh at Sitakunda, 40 km (25 miles) from the port city of Chittagong, injuring more than 200 after breaking out at the shipping container facility on Saturday night, triggering a huge blast and multiple container explosions.

Chemical-filled containers were still exploding on Sunday as firefighters attempted to douse the fire and officials said the army had joined the mission. Drone footage showed thick columns of smoke and rows of burnt-out containers and local residents commented that the explosions had shaken the neighbourhood and shattered windows in nearby buildings

Chittagong civil surgeon Mohammed Elias Hossain said that the death toll could rise as some injured were in critical condition and the rescue operations were ongoing. All doctors in the district had been called in to help tackle the situation, while social media was flooded with appeals for emergency blood donations.

Five firefighters have been confirmed as among the deceased.

It has not yet been confirmed as to the cause of the fire, but fire service officials said they suspected it may have originated in a container of hydrogen peroxide and spread quickly to other containers.

Newton Das, a fire service official, said there were still explosions on Sunday afternoon of containers containing hydrogen peroxide and others containing sulphur. “It’s really getting harder as toxic fumes engulfed the area,” he said.

LFB ‘in serious need of funding’ to tackle building safety crisis

The London Fire Brigade (LFB) commissioner Andy Roe has said the fire service is in serious need of funding if it is to effectively tackle the building safety crisis.

At a City Hall Plenary meeting in February, LFB Commissioner Roe said that to inspect just 10% or 20% of London’s approximately 95,000 mid-rise buildings for fire safety defects, the LFB would need to recruit a “significant labour force” of “a couple of hundred” additional specialist fire safety inspecting officers. He also said that there is an £8 million budget gap expected for the LFB in 2022/23.

During Mayor’s Question Time on 19 May, Labour’s London Assembly Fire and Resilience Spokesperson, Anne Clarke AM, entreated the government to support people living in residential blocks of all heights and called for proper funding for the LFB to tackle the building safety scandal, seeking compensation for leaseholders who have already paid out of their own pocket to fix potentially deadly fire risks.

Secretary of State for the Department for Levelling Up, Housing and Communities (DLUHC), Michael Gove, stated developers will pay for mid-rise buildings between 11 and 18 metres with dangerous cladding, and funding has been provided for 8,500 high rise buildings above 18 meters in London.

Blocks below 11 metres that have been deemed in need of remediation work will be assessed on a case-by-case basis, but the government has stopped short of providing blanket protection under the Building Safety Act as revealed by Housing Minister Stuart Andrew in the Commons last month. In response to a question from Ms Clarke, Mayor of London, Sadiq Khan, stated: “I think the height requirement should go, either your building is safe, or it isn’t”.

Ms Clarke said: “Nearly five years on from the Grenfell tragedy it’s completely unacceptable that so many Londoners are living in unsafe homes. Ministers must extend remediation support to all residential buildings with safety defects or combustible cladding. Regardless of height, if leaseholders have already paid, they are owed compensation.

“Londoners are being let down. They’re dealing with this on top of an unprecedented cost of living crisis. It’s disgusting so many have been left to sit with this hanging over their heads. This is a building safety scandal, not just a cladding scandal. The Fire Brigade needs more funding from the government so it can recruit hundreds of specialist fire safety officers to make London safe.”

Fire Safety Enforcement in NYC strengthened by new bill

New York City Mayor Eric Adams has signed five pieces of fire safety legislation into law aimed at strengthening enforcement, education, and outreach efforts in the wake of the tragic Bronx apartment fire in January which saw the death of 17 people.

The new laws include shortening the timeline of re-inspection for self-closing door violations, increasing the fine for building owners who do not fix violations, banning the sale of certain space heaters that do not meet certain safety standards and codifying increased fire safety outreach.

“More than a dozen New Yorkers, some just children, were killed in the fire at the Twin Parks apartments. We mourn their passing but that is not enough — we must ensure that a tragedy at that level never happens again,” said Mayor Adams. “In March, I signed an executive order to immediately improve fire safety coordination and outreach. Today, I’m proud to work with the City Council to create long-term solutions that strengthen enforcement and education and will keep all New Yorkers safe.”

The mayor signed the following bills into law:

Intro. 104 which clarifies the definition of a self-closing door to mean a door equipped with a device that will ensure the door, when opened and released, returns to the closed position and self-latches shut.

Intro. 105 which shortens the timeline for correction of self-closing door violations from 21 days to 14 days, requires HPD to reinspect a self-closing door violation no later than 20 days after the expiration of the 14-day correction period, and increases penalties for building owners who do not cure those violations. It also establishes a civil penalty range of $250-$500 for the violation of the self-closing door requirement and a $250/day penalty from the date set for correction of the violation until it is corrected, increases civil penalties for the false certification of corrections for Class A, B, and C violations of the Housing Maintenance Code.

Intro. 106 which bans the sale of electric space heaters that do not have automatic shut off capabilities if the heater falls over or overheats, and requires that space heaters sold in New York City be labeled by a nationally recognized testing laboratory.

Intro. 131 which expands fire safety education to require FDNY to provide educational materials and conduct outreach relating to the safe use of electric space heaters in residences. The law — which takes effect as FDNY continues to conduct a robust fire safety education program — also requires that such educational materials be made available to tenants in the top 10 most common languages in New York City.

Intro. 155 which prohibits the DOB from charging filing fees for a permit to repair fire damaged conditions of one-, two- or three-family homes. If construction defects are discovered at such fire-damaged locations, this fee exemption would extend to other dwellings within the same homeowner or cooperative association to correct the same construction defect. The law will diminish repair costs for owners remediating fire-damaged properties and construction defects found during the remediation process and task DOB with conducting targeted outreach showcasing the fee-exemption program.

Commenting on the new legislation, New York City Fire Department (FDNY) Acting Commissioner Laura Kavanagh said: “Educating New Yorkers on fire safety and prevention is key to the Department’s lifesaving mission. These bills, and the mayor’s Executive Order increasing coordination between our department and HPD, will strengthen the FDNY’s ability to reach the neediest residents in our city with critical messages of fire education and prevention.”

Exclusive: Avoiding catastrophe with vehicle fire suppression

In an increasingly environmentally conscious world, the number of electric vehicles (EVs) is growing, meaning it’s time for recognition and understanding of how to mitigate the unique fire risks they pose.

A sustainable future

The number of EVs in use has been rapidly increasing, at 40% year and year, reflecting sustainability by encouraging better air quality, in addition to offering lower fuel costs by reducing the reliance on fossil fuels. This growth is only set to increase further, with improved battery technology and affordability supporting the shift for individuals, and EVs providing certain industries with cost effective, environmental solutions.

Moving forward, battery manufacturers are looking to improve the battery efficiency to cost ratio, in the hope of increasing adoption across the world. It’s predicted that battery technology is likely to increase the amount of energy density within the battery, as well as bringing about faster charging, to improve the consumer experience.

Rising risks

However, although EVs with higher energy density and reduced charging time are desirable, this can increase already rising the fire risks that EVs present.

Although much safer for the environment, EVs present their own unique fire risks that need to be understood in order to be effectively mitigated. Fires in these vehicles are less likely to occur than internal combustion engine (ICE) vehicles, however, due to the chemistry of the battery and the type of fire that can occur, they present more intense fire risks, which can be catastrophic for passengers and operations.

There have been various reports of EV fires causing safety concerns to life and operations. For example, a crash turned fire, which killed three passengers in China and the destruction of 25 EV buses in a bus depot in Germany.

More recently, an EV bus caught fire in Paris, with the cause of the fire unknown and the reasoning for the successful evacuation attributed to passers-by, rather than a fire detection system.

Battery chemistry

The most common battery powering the shift to EVs is the lithium-ion (li-ion) battery, and it’s the chemistry within these batteries that’s causing rising fire risks.

Within the li-ion battery, there is a cathode covered in a sliver of aluminium and mixed-metal oxide ink and an anode covered in copper coated in graphite. Between these poles is a plastic separator in solvent, and during charge or discharge, lithium ions will move from or to the anode or cathode.

Should li-ion batteries experience increased heat, mechanical failure, overcharging or physical damage, this can cause the battery to short circuit. A short circuit will create excess heat, leading to a dangerous state called thermal runaway due to a reaction between the cathode and the flammable electrolyte within the battery.

Reducing fire risks

With EVs being picked up in almost every industry in the near future, there’s a necessity to understand the risks and how industries can protect against them.

  1. Equipment

Installing a fire detection and suppression system that is able to recognise that the battery is at risk of thermal runaway in its earliest stage can help to reduce the likelihood of extreme consequences to life and operations.

  • Battery management

Battery management systems are great for monitoring temperature, voltage and current in a li-ion battery. However, they can’t prevent thermal runaway should it occur suddenly, such as from a damaged battery due to a crash, for example.

  • Educating users

To prevent the catastrophic consequences of a li-ion battery fire, it’s important to educate all of those using an EV on its potential risks. By educating people on the ‘dos and don’ts’ of EV battery safety, fires are less likely to occur due to overcharging, poor management or insufficient suppression measures.

Detection and suppression

If thermal runaway is allowed to fully take hold, reignition is extremely common, and EV fires can burn for days, reigniting after the fire seems to have been defeated. Currently, the only way to make sure a fire is out completely, is total immersion within a pool of water.

This makes early detection and suppression key to reducing fire risk. Extensive research and testing from an EU-funded initiative, in collaboration with Research Institutes of Sweden (RISE) and Dafo Vehicle Fire Protection, found that a battery suppression solution can be installed during the manufacturing process to provide an early fire warning system, in addition to spot cooling to prevent a battery reaching thermal runaway.

During this research, spot cooling was found to be the most effective technique to suppress thermal runaway following the detection of defects. Spot cooling should use a suitable suppression agent. Although fluorine foams have been used for years in fire-fighting due to their suitability, modern environmental concerns have led to bans on suppression agents containing fluorine, which are spreading across the globe.

Moving forward with EV safety

With the increase of EVs happening across almost every industry around the world, it’s important to fully understand fire risks. In addition to managing batteries and educating those about battery safety, installing appropriate fire suppression solutions is key to reduce risks and ensure a safe and sustainable future.

Over three days, from the 17th to the 19th May, FIREX International brought together the entire fire safety supply chain for a unique opportunity to explore innovative products and solutions available for the first time since the pandemic.

Greener life safety products and protecting the UK’s commitment to low carbon energy

For building owners looking to improve their energy consumption or installers looking to offer more environmentally friendly and cost-effective solutions, the Hochiki team will be providing live demonstrations of their power saving and environmentally friendly products they manufacture. Visitors to the Hochiki stand will also get a chance to hear about a recent customer life safety project at one of the UK’s largest offshore windfarms.

FIREscape+ combined fire detection and emergency lighting system, features LED downlighters consuming only 0.1W once fully charged. This low energy consumption directly correlates with lower CO2 emissions, providing building owners with a greener solution.

The system helps improve energy efficiency, as unlike traditional emergency lighting systems, each luminaire and exit sign is only ‘trickle charged’ until the integral batteries are at full capacity.  But the system also helps building owners to reduce costs in other ways.  Because both fire and lighting devices run on low voltage cables from the control panel, a qualified electrician is not required to wire each device, thus drastically reducing labour costs during install and during any ongoing maintenance visits.

Visitors also learned how Hochiki are helping to protect and keep operational one of the UK’s largest offshore windfarms at Margate, critical as thoughts turn to how the UK can start to produce more of its own energy and rely less on foreign sources. For a country once solely reliant on coal to power its homes and businesses, the UK is now the leader in offshore wind energy. Encouragingly, today 44% of the UK’s electricity comes from renewable sources – a figure expected to accelerate given the Government’s April 2022 announcement, committing to “supercharge” clean energy deployment, which would see 95% of Great Britain’s electricity set to be low carbon by 2030.

Operated by London Array and generating about £1million worth of electricity a day when all 175 turbines are in operation, Margate wind farm produces enough electricity to power half a million UK homes a year and reduces harmful CO2 emissions by around 925,000 tons per year.

A new generation of Hybrid Wireless Fire Detection is the Waking Watch alternative.

Following the Grenfell Tower disaster, Waking Watch schemes have been used to monitor buildings identified as fire risks, until dangerous cladding is removed. However, these schemes come at a high operational cost, and sadly, human error. Building owners and local authorities are looking to life safety manufacturers, installers, and innovative technology to help with a more cost-effective and more importantly more reliable alternative to these schemes.

One such piece of technology is Hochiki’s next generation of hybrid wireless fire detection product, Ekho. At the core of the system is the wireless Translator module, hard-wired to the existing fire alarm control panel loop which communicates continuously with the wireless devices. Wireless Expander modules are then used to extend the self-healing radio mesh network, increasing the reach and capacity of the overall system. The Expander mesh network guarantees an “always on” connection between the wireless devices and the Translator/fire control panel.

The system can be installed as a temporary solution to continuously monitor individual apartments within a building, as it is easily removed without damage to the structure.  Alternatively, can be installed as a permanent extension of the house fire system. Customers are saying that this hybrid life safety technology helps residents feel safer and building owners reassured, due to the self-configuring mesh network which keeps the devices connected and communicating with the fire panel 24/7.

Commenting on a recent install in a London Borough one Hochiki customer said: “This was an incredibly complex and highly involved project across six buildings each with 16 floors. We worked closely with the team at Hochiki who recommended the Ekho range as it offered a hybrid wireless solution which allowed us to work around issues such as cabling inside private spaces. Ekho being wireless still allowed for early detection but most importantly, detection at windows to monitor for any incident outside of the building, within the problem cladding, for example.

Using the Hochiki technology gave the residents peace of mind that the new system was ‘always on.’  The Ekho range is ultra-dependable, and much more cost effective than the existing Waking Watch scheme.”

Patol: origins of the business and plans going forward

The company was founded in 1968 with an original focus on alarm annunciation. Back then Patol was heavily involved in supplying alarm solutions for the shipping industry but building on this experience in alarms and employing engineers with specific knowledge of the fire sector enabled the business to move swiftly into wider applications.

Less than a decade later, in association with Sterling Cables, Patol developed and started the manufacture of linear heat detection cables (LHDC) to offer the opportunity for early detection of fire and overheating in applications where other forms of detection were not viable due to the environmental challenges of a given site or the costs being prohibitive.

In fact, the technology is still used today. And its success is illustrated by the fact that LHDC is still manufactured and sold globally by Patol. In the early days it was quickly adopted as a preferred detection method in the new nuclear power stations that were being built. A notable project was its use in protecting the Thames Barrier when it was constructed in 1985 and it has also been used extensively on the London Underground network, particularly on escalators following the Kings Cross fire in 1987.

The technology involved in developing the original cable was sound and while there have inevitably been innovations over the years, we have always looked to build on this solid foundation. We now offer a range of options: analogue, digital and fibre optic. Recognising the different requirements of applications and the temperatures at which detection is required, we have extended the range to offer temperature ratings from 70°C to 240°C.”

Innovations

We recently introduced FibreSense, a Fibre Optic distributed temperature sensing solution.  The Fibre Optic sensing cable is available in two primary forms, Thermoplastic Tube (TT) and Armoured Tube (AT), with both versions providing cost effective fire detection for a wide range of different applications.  The Thermoplastic Tube cable is suited to many environments including those characterised by high levels of electro-magnetic (EMC) activity. The cable is Flame-Retardant Non-Corrosive (FRNC) and Low Smoke Zero Halogen (LSOH), with a Kevlar strength layer protecting a central structure comprising a gel-filled thermoplastic loose tube.  It measures temperature profiles at thousands of points simultaneously along the length of the cable and, given that it is immune to electro-magnetic interference (EMI), signal quality is unaffected in hostile environments.

Other fire safety solutions

Over the years Patol has also moved into different areas of specialised detection, adding IR Infrared Transit Heat and Flame Sensors, Securiton Aspirating Smoke Detection (ASD), and Vision TIR Thermal Imaging Fire Detection to its portfolio. The company has also expanded its role in international markets, including setting up a dedicated sales operation in India which is actively involved in many markets, including the country’s expanding power generation and industrial applications.

In addition to the power generation sector, Patol solutions are being widely adopted in many diverse projects, from waste recycling and petrochemical sites to car parks, tunnels and the food industry.
