Exclusive: Passive fire protection set in stone from ROCKWOOL

IFSJ spoke to Paul Barrett, Head of Production Management at ROCKWOOL to find out how its line of passive protection products are slowing the spread of fire

IFSJ spoke to Head of Product Management, Paul Barrett, to learn more about the ROCKWOOL business, and the solutions the company has developed to improve fire safety in buildings.

What is ROCKWOOL and when was the company established in the UK?

 ROCKWOOL Limited was established in 1979 and is part of the ROCKWOOL Group. With one factory based in South Wales and over 500 employees across the UK, we offer a full range of high-performing and sustainable insulation products for the construction industry and are the world leader in stone wool solutions.

Stone wool is the unique material that lays the foundation of our business. All of our stone wool insulation products possess fire, acoustic and thermal insulation properties, as well as a lifelong durability, making it a sustainable and cost-effective choice.

What is stone wool and how does it offer fire protection?

Stone wool is manufactured from naturally occurring volcanic rock which is a vastly abundant material. Being made from volcanic rock means that stone wool is naturally non-combustible and is capable of withstanding temperatures in excess of 1000o C.

Over the years, the fire protection properties of stone wool have helped to protect many lives and its unique thermal properties have improved the indoor climate of many buildings and homes. Our products have been installed in domestic, commercial and industrial buildings of all types, from prestige projects including London’s O2 Arena and Hong Kong Airport to family homes, local hospitals and schools in many countries.

Why did ROCKWOOL develop the FIREPRO range?

We wanted to extend our passive fire protection range beyond core stone wool products to offer a complete solution. Our aim was to help architects, contractors and developers conform to current fire regulations, making buildings and their inhabitants safer in the event of fire.

What is the latest FIREPRO innovation?

We recently launched a new, multi-application fire resistant sealant to the market – Silicone X – which enhances our existing range of fire rated sealants.

Silicone X is a new ‘Type X’ silicone sealant, which is suitable for linear joint seals in walls and floors and for external and internal applications across a range of substrates. As well as providing up to four hours fire integrity in accordance with BS EN 1366-4:2006, FIREPRO Silicone X has been categorised as Type X in accordance with the applicable European Assessment Document (EAD), meaning it is suitable for external applications including those exposed to weathering.

How do you support the fire industry?

For starters, we have a dedicated fire protection team which is on hand to support with solution specification and provide project guidance all the way through to installation. This team is backed up by ‘Technical Solutions’. The technical team provides telephone and email support to assist with technical queries, whether that’s access to relevant test reports and product certification, through to installation advice.

The product management team also has fire protection and HVAC specialists, who lead our testing and certification programme. In addition to bringing new and fully tested firestopping and fire protection solutions to market, this has helped us to create a comprehensive suite of standard details for firestopping.

Where standard details are not available for a specific project requirement, we are able to support with engineering judgments.

Trade association calls for stricter pipework fire safety checks

The Building Engineering Services Association (BESA) and the Thermal Insulation Contractors Association (TICA) have issued a joint statement raising questions about the suitability of pipework that is normally used for underground and buried applications, such as primary heating networks, that is now being deployed inside buildings.

The statement calls this a “fundamental change in product application” and takes the products outside the scope of the quality standards that are normally applied to their performance.

They explain that building services pipe insulation specifications typically reflect the requirements of BS 5422 to ensure full compliance with the Building Regulations. However, pre-insulated pipework systems typically use either PUR or PE insulants, which do not meet the fire performance criteria typically specified for buildings.  

The joint statement said: “In addition, the one-size-fits-all approach to insulation thickness typically undertaken by manufacturers of pre-insulated pipework simply does not allow for the required flexibility to meet individual specification requirements.”

Both associations have highlighted concerns over the use of coiled flexible polyethylene insulated piping systems. “We have increasing evidence that these systems are being installed in high-risk buildings, such as large multi-residential buildings,” they said. 

The statement reminded manufacturers, distributors, and installers of pre-insulated polyethylene pipework systems that they had a responsibility to provide evidence of the suitability of these products for the specific application in question. 

It also urged specifiers to check the thermal performance of the polyethylene system and to ask the supplier how it would meet the heat loss/gain requirements of BS 5422 and Part L of the Building Regulations. It is also vital that each product has the appropriate Euroclass fire rating.

BESA’s Head of Technical Graeme Fox commented: “This is a critical fire safety issue and both bodies were determined to present a united front to help protect best practice in building services installations.

“One of the important lessons learned from the Grenfell tragedy was that products may have been tested and certified, but not necessarily for the particular application in question. We would, therefore, expect all responsible supply chain firms to be able to provide details of how the Euroclass fire rating of the PUR/PE system was achieved and the arrangement of the insulants in the test to determine their exposure to heat and flame.

“We would also expect them to be able to provide clear evidence of compliance with BS 5422 heat loss/gain tables.” 

TICA’s technical policy manager Chris Ridge added that all responsible companies should be able to provide current Euroclass fire test certification for “the complete range of polyethylene pre-insulated pipework products”.  

“Looking ahead, we seek to challenge the wider industry to ensure that all pre-insulated systems meet the required standards,” he added. “This should not stop at pre-insulated pipework but should also include pre-insulated ductwork products.” 

Intertek and Knauf launch programme to improve fire safety standards

Total Quality Assurance provider Intertek has announced a partnership with a leading manufacturer of building materials, Knauf, to launch a training programme for contractors, installers and professionals.

The programme is the first to offer Intertek Qualified Personnel (IQP) courses for drywall installers in the Gulf Corporate Council (GCC) region, and it is an extension of Intertek’s global initiative to independently qualify personnel to the highest industry standards.

The qualification programme is designed for technical professionals in the UAE, Saudi Arabia, Qatar, Oman, Kuwait, and Bahrain and is delivered in the new Knauf Training Centre. Hundreds of professionals from the region are expected to complete this qualification every year, where they will learn how to optimise installation efficiency, how to reduce wastage and apply best practice to all installations in line with fire safety requirements.

The training programme expands on Knauf’s education and examination programme for the installation of its systems, certified by Intertek for compliance with international fire standards. 

Intertek’s IQP Programme increases the proficiency of participating installers and inspectors in installation practices, to ensure that their work is at the highest level of quality and safety assurance. Qualified professionals will be required to undergo a refresher training session every two years to maintain their qualification. The IQP Programme also gives relevant authorities independent assurance that the installations meet all industry requirements and have been carried out by qualified professionals.

UK Government sticks with controversial ‘stay put’ policy

The UK government has announced it will not be implementing the recommendation for Personal Emergency Evacuation Plans (PEEPs) from the Grenfell Tower Inquiry, instead opting to remain with the controversial ‘stay put’ policy.

The Home Office published a consultation document which outlined their reasoning, stating that they believe it is not ‘proportionate’ to follow the recommendations and will continue to place its faith in ‘stay put’ advice in most buildings.

The response government’s response stated that there were “significant issues” with the “practicality, proportionality and safety” of PEEPS, and that “we are currently unable to mandate PEEPs in high-rise residential buildings.” The Home Office also said it intends to replace the proposal to require evacuation plans and PEEPs with “an alternative package of initiatives.”

It is now facing criticism from across the fire safety sector, as well as from campaign groups and bereaved relatives of the Grenfell Tower residents, having previously promised to implement the inquiry’s recommendations in full. 

Th decision against a recommendation from Phase 1 of the Grenfell Tower Inquiry – published in October 2019 – which advises the government to place a legal obligation on building owners to outline Personal Emergency Evacuation Plans (PEEPs) for residents in the event of a fire.

Grenfell United, a campaign group for people affected by the fire, said: “We are enraged at the government, whose sole focus continues to be profit and not public safety. We’ve fought for years to create a legacy for our 72 loved ones, and to prevent another Grenfell. But five years on, the government has reverted back to the same policy in place before Grenfell.

“This policy resulted in 41% of those living with disabilities dying at Grenfell. It left them with no personal evacuation plan and no means of escape. They didn’t stand a chance. This report is a disgrace.

“Disabled people have the right to leave their homes safely. The government must implement the recommendation from the Phase 1 report of the Grenfell Inquiry and ensure personal evacuation plans for disabled residents.”

In responding to the government’s PEEPs consultation, the Commissioner of London Fire Brigade, Andy Roe said: “It’s vitally important that people feel safe in their own homes and have certainty about how to leave their building in the event of a fire or other emergency.

“PEEPs were a key recommendation from the Grenfell Tower Inquiry and we want to work with government, communities, and other partners to make progress on evacuation plans. We will be responding to this consultation.”

Evac-Alert system installed in London residential block

C-TEC’s evacuation alert system, EVAC-ALERT, has been specified for a new purpose-built residential building in London located in the Elephant and Castle area of the London Borough of Southwark

Joyce Newman House is an 8-storey block of 40 living spaces commissioned by Leathermarket JMB, Southwark’s largest resident-managed housing organisation. The affordable-housing development also features landscaped gardens, an interactive playground and a communal kitchen garden for residents to grow their own vegetables.

Specified and supplied by Churches Fire & Security working alongside Blu Electrical Installations Ltd, EVAC-ALERT has been specifically designed to comply with the new BS 8629, which recommends evacuation alert systems be installed in all new blocks of flats over 18 metres to assist the Fire and Rescue Service (FRS) in evacuating part or all of a building in an emergency.

The system consists of a 2-loop control panel connected to a host of single and multi-way interface units, self-testing sounders and visual indicators. The system features manual controls to allow firefighters to easily operate the evacuation alert devices located inside flats on a zone by zone or floor by floor basis, the panel is stored in a secure vandal resistant cabinet which can only be accessed by the FRS using a special copy-protected key.

David Collins, Project Manager at Churches Fire & Security, said: “Evacuation alert systems ensure firefighters can alert occupants in a building of the need to evacuate if a fire gets out of control. The EVAC-ALERT system we’ve specified provides peace of mind for residents and, crucially, also demonstrates that building management have taken every precaution possible to protect the people residing in the property. Our client is delighted with the system.”

UK parliament could burn down ‘any day’ says former minister

Andrea Leadsome, former minister and current Member of Parliament for South Northamptonshire, has urged her fellow MPs to ‘get on’ with the renovation of the Parliament building to prevent at fire similar to that seen by the Notre-Dame cathedral in Paris in 2019.

In 2019, MPs voted to set up a sponsor body with responsibility for the restoration of the building. A review produced by the body put the basic costs of essential repairs between £7 billion and £13 billion and estimated they would take between 19 and 28 years to complete – or 12 to 20 years if the building was fully vacated.

Some politicians have expressed concern about moving out amid plans to relocate to Richmond House in central London were vetoed, despite the body claiming that costs would increase by 40% if politicians stayed put.

Speaking to Radio 4’s Week in Westminster programme, Leadsom said a fire of the scale seen by Notre-Dame could happen in Parliament, adding that a fire in 2017 was only averted because of the presence of the 24/7 fire patrol.

“That is so ‘there but for the grace of God’,” she said. “It could burn down today, tomorrow, any day and we’ve got to make that decision and get on with it.”

SIKA updates Fire Protection Solutions handbook

Building chemicals manufacturer Sika has updated its Fire Protection Solutions handbook for the UK market as part of its commitment to helping specifiers and building managers develop a passive firestopping strategy.

The handbook contains detailed information on Sika’s extensive range of passive fire protection products which have been specifically developed to help restore the fire resistance of walls and floors when disrupted by linear seals, cavity barriers or penetration services.

The handbook has been updated to better meet the specific needs of specifiers working in the UK, with the guide providing technical advice and detail on the relevant testing and safety standards that need to be met.

Sika’s passive fire protection handbook is part of a range of resources that have been developed to help specifiers control and contain the spread of fire across a wide range of sectors. Most recently, Sika has launched a new online Fire Stopping Solution Finder tool has been created to support the specification process by helping to identify the most appropriate and effective fire stopping products to use.

Additionally, Sika’s experienced technical team is on hand to provide detailed technical evaluations for more complicated joint specifications. These technical evaluations are offered free of charge, and can usually be completed within a working week, providing all the necessary information is supplied. Cost to alleviate life-safety fire risks from external walls revealed

Following the Grenfell Tower tragedy, the UK government has established a new Building Safety Programme to ensure that residents of high-rise and mid-rise residential buildings are safe, and feel safe from the risk of fire, now and in the future.

From the findings outlined in the report, the costs to alleviate external wall system life-safety fire risks for leasehold dwellings in mid-rise residential buildings is estimated to be between £3.1 billion and £5.3 billion.

This Data Release provides estimates on: the total number of mid-rise (between 11 metres and 18 metres in height) residential buildings in England; the proportion of mid-rise residential buildings that require remediation, partial remediation and mitigation to alleviate life-safety fire risks from external wall systems; the costs of funding the alleviation of life-safety fire risks of leasehold dwellings in mid-rise residential buildings, in England.

The estimates in this Data Release have been calculated using a sample survey of 2,856 mid-rise (11 – 18 metre) residential buildings in England. Ordnance Survey Address Base data was used to produce the sample, and in estimating the population of mid-rise residential buildings in England.

DLUHC hired an expert contractor to complete desk-based surveys on the sample, to assess the probable life-safety fire risk of the external wall system on each building.

DLUHC’s pilot study estimates 7-9% of residential midrise buildings containing dwellings in England require external wall system remediation to alleviate life-safety fire risks. A further 1% are estimated to require partial remediation and 0.5-1% are estimated to require mitigation measures to alleviate life-safety fire risks.

It is estimated that between 6,220 and 8,890 mid-rise residential buildings, containing dwellings, require remediation, partial remediation or mitigation to alleviate life-safety fire risk, of a building population of 71,000 – 79,000 in England.

Of the 2,000 – 3,000 non-dwelling residential mid-rise buildings (hotels, student accommodation, sheltered accommodation), 8-12% (190 – 330 buildings) are estimated to require work to alleviate external wall system life-safety fire risks.

NFPA issues guidance on Sprinkler usage

The National Fire Protection Association (NFPA) has issued guidance on best practice for sprinkler systems following National Sprinkler Week which took place from 16-22nd of May.

Today NFPA 13E – the ‘Standard for the Installation of Sprinkler Systems – provides the information necessary to ensure fire departments are trained on and operate effectively with automatic fire sprinkler systems.

The guidance document explains that although some fire sprinkler systems are designed to suppress a fire, most are designed to control a fire. The main difference between fire control and fire suppression is related to the fire sprinkler systems impact on the fires heat release rate. 

The three principal causes of fire sprinkler system failures identified in NFPA 13E are a closed control valve, inadequate water supply for the system and occupancy changes that render the installed system unsuitable.

Beyond the primary causes found in the recommended practice, NFPA has conducted research on the U.S. Experience with Fire Sprinklers to help understand fire sprinkler effectiveness. 

The NFPA said that familiarisation with the types of control valves and their layout in a system will allow firefighters to both understand what valves will disrupt water flow and what position have they should be in for effective operation. 

If firefighters encounter a valve which is not in the correct position during a fire, placing that valve in the correct position may restore the system effectiveness.

Additionally, fire departments should never turn off a sprinkler system that has activated until they have confirmed the fire is fully extinguished and overhaul has taken place, and noted that simply turning the system back on may not reestablish fire control.

On water supply, it said it may be inadequate due to a lack of available water flow, lack of available pressure or both, and since fire department pumpers often have the capacity to supply water at higher flow rates and pressures than the normal water supply, utilising a fire department pumper to supply water to the fire department connection (FDC) can address most inadequate supply concerns. 

On occupancy changes, it said that although the fire department does not have an ability to impact occupancy changes during a fire incident, an effective pre-plan and inspection program has the potential to identify occupancy changes which can adversely impact fire sprinkler system effectiveness before fires occur.

It advised training those conducting these inspections to understand what types of commodities would represent a high heat release rate fire and how to identify if a sprinkler system could be designed to deliver the necessary water density can reduce this potential cause of failure.

It concluded by saying: “As with all NFPA recommended practices, the language is less rigid than a standard or code, utilising “should” instead of “shall” as to not limit the individual fire departments, allowing them to adopt more effective procedures.

“Familiarisation with NFPA 13E provides anyone who may be utilising a fire sprinkler system the knowledge necessary to positively impact the systems effectiveness. 

Fifteen buildings in Jeypore in violation of fire safety regulations

Following Odisha Fire Service directing all units to carry out a fire safety audit in all important state establishments by 21 May in the wake of a fire at a four-storey commercial building in Dehli, 15 out of 40 buildings that were scanned were found to be violating the safety norms.

The Jeypore unit of Odisha Fire Services on Wednesday slapped notices on 15 government and private buildings including Koraput Medical College and Hospital (MCH) for violating the prescribed norms as it lacks minimum safety measures.

All 15 buildings in violation were served notices to put in place measures and requisite equipment for fire prevention, safety and emergency evacuation in case of emergency.

Kunu Nayak, a fire officer from Jeypore, said the team will again inspect fire safety norms in other parts of the district: “Our staff checked all major government and private establishments and authorities concerned have been asked to maintain the norms for public safety.”

Chairman of Koraput rice millers’ association Girija Sankar Dash, said: “Every building used by public should maintain basic resources to ensure prevention and fire safety measures so that there’s minimum loss to life and property. This is needed not just in urban areas but in remote tribal pockets as well.

“The recent drive by the fire services unit here is a welcome move and should be carried out on regular basis to ensure strict adherence to the rules,” commented social activist Chitaranjan Satpathy.
