The Trades Union Congress (TUC) has organised a national demonstration in Cheltenham to protest against the government’s newly introduced anti-union legislation, the Minimum Service Levels Act.

This event coincides with the 40th anniversary of the Thatcher government’s efforts to prohibit GCHQ employees from joining trade unions, a policy that was eventually overturned in 1997 by the Labour government following significant opposition and campaigning.

Matt Wrack, the General Secretary of the Fire Brigades Union, spoke ahead of the protest, highlighting the implications of the current government’s actions: “In its final months in office, this dying Tory government is seeking to prevent workers from striking even when they have a democratic mandate to do so.

“In the fire and rescue service, as in other sectors, this could amount to a de-facto strike ban.”

He emphasised the union movement’s refusal to accept what he described as an attack on fundamental democratic rights.

Wrack further commented on the government’s agenda, stating: “The Tories’ agenda is about driving down wages and conditions while the rich get richer.”

The first project, led by Jamie McAllister (PhD, PE) of FireTox LLC, with team members Brandon McCarrick (PE) and Zelda Zhao, focuses on the environmental and health impacts of thermal runaway events in outdoor lithium-ion BESS installations.

The project aims to understand the health and environmental aspects of li-ion BESS fires, including products of combustion, factors influencing propagation, and firefighting tactics.

The team plans to develop a risk analysis of the health and environmental impacts of such fires.

Fire testing of building materials

The second project, under the leadership of Prof. Richard Walls (PhD, MSc, BScEng, GDE, BTh, PrEng) of Stellenbosch University, along with Dr. Natalia Flores-Quiroz, Yohannes Shewalul, and Carlo Kuhn of Ignis Testing, aims to identify sustainable building materials used in construction and their fire testing methods.

This study seeks to address potential fire risks not covered in existing testing methods through further experimental fire testing.

Digital buildings and fire service operations

The third project, led by Dr. Nils Johansson of Lund University, with Dr. Enrico Ronchi and Dr. Katelynn Kapalo, focuses on the flow of digital information from smart buildings to the fire service.

It aims to optimise this flow and integrate data from Smart Firefighting tools for use by incident commanders.

NFCC introduces new data management framework for fire and rescue services

The National Fire Chiefs Council (NFCC) has recently launched a new Data Management Framework (DMF) to enhance the fire and rescue services’ (FRSs) adherence to good data management practices and associated legal requirements.

This framework aligns with and aids the implementation of the Data Management Fire Standard introduced last year.

Framework designed for all FRS staff

Crafted through extensive consultation with subject matter experts from the fire and rescue service sector, the DMF is intended for all members of a fire and rescue service.

This includes those in senior leadership, operational, non-operational, and data-related roles.

To facilitate a deeper understanding of the framework’s importance and relevance, an explanatory animation has been developed, alongside two NFCC online Implementation Workshops scheduled for the 21st and 28th of February.

Andy Hopkinson, Chair of the NFCC Digital, Data and Technology (DDaT) Committee, emphasised the significance of data in fire and rescue services: “Data is one of the most valuable assets of a fire and rescue service.

It underpins decision-making and activity at all levels and across all areas of the service, and good management of data is important if a service is to maximise the data’s potential.

Services are also expected to have well-documented, high-quality, and robust data at local, regional, and national level that can be used effectively to aid improvements for the community.”

“The launch of the recent Data Management Fire Standard, now followed by the Data Management Framework, will help fire and rescue services to enhance their professionalism and data capabilities, delivering improved consistency across the sector.”

Guidance, not instruction

It is important to note that this framework does not provide step-by-step instructions for implementing the Data Management Fire Standard.

Instead, it offers guidance while recognising the diverse operational contexts and governance arrangements of fire and rescue services.

The framework includes statutory data protection requirements, data competencies and associated resources, document templates, and a reference library of established national and regional data sets.

AN 31 – Performance smoke seals in active curtain assemblies: Produced in response to market feedback, this new AN addresses the use of smoke seals and the relevance of the S smoke leakage classification.

AN 1, ‘Fire and Your Legal Liability’, has been revised to reflect legislative changes.

AN 2, ‘Indicative or Ad-Hoc Testing Essential Information’, now includes updated information on third-party certification and fire testing types.

AN 7 – Guidance on Horizontal linear gap seals: This note recommends testing horizontal linear gap seals in curtain walls to BS EN 1364-4, clarifying that results from BS EN 1366-4 are not applicable for this use.

AN 22 – Compatibility between pipes and acoustic or firestopping Seals: Updated recommendations include guidance for installing short metal pipes and sound/firestopping products with cPVC pipes, emphasizing compatibility issues and the avoidance of welding/soldering hot works.

TGD 21 – UKCA and CE marking of operable fabric curtains: This document highlights the conformity assessment requirements for active curtains under the Construction Products Regulations and the Machinery Directive, noting potential changes following the Building Safety Act.

The first phase of the move has seen the ASFP team settle into the first-floor office space of the new building.

The second phase will introduce the ground floor ASFP Academy, an extensive training facility.

The new premises will not only include office spaces but also feature practical training facilities, catering services, meeting areas, and break-out or rest areas.

Additionally, it will provide a permanent home for the renowned ASFPTV.

Fire Brigades Union expresses concerns over proposed deregulation of furniture safety standards

The Fire Brigades Union (FBU) has raised alarms over a government proposal to revise furniture safety regulations, warning that the potential deregulation could lead to an increase in fatalities.

This concern arises amidst the government’s contemplation of significant reforms in fire safety regulations, particularly affecting furniture standards and building safety.

Fire safety regulations under scrutiny

Introduced in 1988, the Furniture and Furnishings (Fire) (Safety) Regulations mandate manufacturers to conduct independent flammability testing on furniture.

These measures have been credited with saving an estimated 50 to 70 lives annually.

However, the Westminster government has recently proposed shifting from these stringent rules to a more voluntary regime.

This proposal follows a consultation period on the plans, which concluded earlier in the year, with ministers currently considering the proposed changes.

Union’s standpoint on safety and deregulation

Matt Wrack, General Secretary of the FBU, expressed grave concerns regarding the government’s direction.

He highlighted the importance of the current regulations in saving lives and argued that the advent of new hazards, such as lithium batteries, necessitates more, not less, regulation.

‘The prevention of fire incidents should always be a top priority.’

As we stand on the threshold of a new year, the fire and emergency services industry faces ongoing challenges and promising opportunities. The fire service has always been a dynamic and ever-evolving field, and 2023 has posed its fair share of challenges for fire and emergency services. We’ve seen the increasing frequency and intensity of wildfires. Climate change is pushing us to adapt and innovate, and it’s time for us to step up our game.

To address this challenge, we need a multifaceted approach that includes bolstering our firefighting capabilities, enhancing community awareness and preparedness, and advocating for stronger climate action. As fire service leaders, it’s our duty to advocate for measures that can mitigate the effects of climate change and safeguard our communities.

I would like to share my thoughts on what lies ahead and the strategies to harness the potential that awaits us.

Regional threats in the fire service are becoming more complex and varied. In some regions, droughts and extreme heat are causing longer and more intense fire seasons. In others, rapid urbanisation and population growth are straining resources. Each region’s unique challenges require tailored solutions.

We must focus on strengthening regional partnerships, sharing best practices, and investing in research and technology that can help us combat threats specific to our areas. Cross-border cooperation and international collaboration are vital as well, as wildfires, for instance, often transcend national borders.

The fire and emergency services are no strangers to technological advancements. In 2024, we will see a surge in the adoption of cutting-edge technologies that can improve both firefighter safety and operational efficiency. Drones, augmented reality, and artificial intelligence are among the innovations that are revolutionising our field.

Our challenge is to stay ahead of the curve and integrate these technologies into our operations effectively. Training and development programs should incorporate these new tools to ensure that our personnel are proficient in their use. Moreover, we must also be vigilant about data security and privacy, as technological advances often bring new vulnerabilities.

The prevention of fire incidents should always be a top priority. Risk mitigation strategies need to extend beyond firefighting to include community education, building codes, and land use planning. Prevention is cost-effective and saves lives.

As the fire and emergency services industry evolves, several growth sectors will emerge. Cybersecurity for emergency services, specialised response units for hazardous materials and biological threats, and the utilization of renewable energy sources in fire stations are areas where we can anticipate substantial growth. It is important for us to invest in research and training for these emerging fields.

The year ahead presents an array of challenges and opportunities. As leaders in this field, it is our responsibility to adapt, innovate, and advocate for the safety and well-being of our communities. Together, we can navigate the path ahead and make 2024 a year of continued progress and resilience.
