When neighbours become first responders: Inside Singapore Civil Defence Force’s award-winning myResponder app

Each year, more than 3,000 out-of-hospital cardiac arrest emergencies occur in Singapore.

Without immediate intervention, a patient’s chances of survival diminish significantly with each passing minute.

Similarly, minor fires, such as those involving discarded items or a refuse chute, can quickly escalate into large fires without early intervention.

To address these challenges, the Singapore Civil Defence Force (SCDF) launched the Save-A-Life Initiative in 2015.

The initiative focuses on three key areas: equipping citizens with lifesaving skills, building a nationwide network of Community First Responders (CFRs), and expanding the availability and access to automated external defibrillators (AEDs) and fire extinguishers across Singapore.

Through online lessons or hands-on training at SCDF establishments, members of the public can learn cardiopulmonary resuscitation (CPR), and how to use an AED and a fire extinguisher.

This hybrid approach ensures that the community is prepared to utilise lifesaving equipment placed across Singapore and render assistance when emergencies arise.

Building a community-centric emergency response

While members of the public are trained in lifesaving skills and able to utilise publicly accessible AEDs and fire extinguishers, these capabilities can only be effective if the public is aware of emergencies around them.

To address this, the myResponder mobile application was launched in 2015 to alert nearby CFRs, bridging the critical gap between the onset of an incident and the arrival of emergency responders.

Highly accessible to the public, anyone – students, office workers, retirees, or parents – can register and join as a CFR on myResponder.

Registration is voluntary, and SCDF consistently reminds CFRs to prioritise their personal safety when responding to an emergency.

The first version of myResponder provided two core functions.

It alerts CFRs to nearby cardiac arrest emergencies and provides a live map of publicly accessible AEDs.

When a cardiac arrest incident is reported via SCDF’s “995” emergency hotline, SCDF dispatches emergency resources, and alerts CFRs within a 400-metre radius of the incident through myResponder.

Responding CFRs are guided to the nearest AED via the Registry for AED Integration, a national registry managed by SCDF and the Singapore Heart Foundation.

With this data integrated into myResponder, CFRs can view real-time AED locations, supporting early defibrillation to improve the chances of survival for cardiac arrest patients before the arrival of SCDF’s emergency responders.

In conjunction with the launch of myResponder, SCDF and its partners have over the years been conducting public outreach and education drives to encourage more members of the public to learn lifesaving skills and build their awareness and confidence on the use of AED.

In 2018, myResponder was enhanced to include alerts for minor fires, enabling CFRs to mitigate small fires before they escalate.

An upgraded myResponder

In 2024, SCDF collaborated with the Home Team Science & Technology Agency (HTX) to upgrade myResponder.

With an improved user interface and new functions, the latest version of myResponder strengthens the coordination of community response while ensuring CFRs’ safety.

CFRs can now select their preferred mode of transport, either on foot, by bicycle, or by vehicle.

The alert radius is expanded to 800 metres for cyclists and up to 1.5 kilometres for drivers, helping faster-moving responders cover a wider area, while those on foot will receive alerts for areas that they can realistically reach in time.

To further improve coordination during emergencies, the upgraded app includes a “Respond Together” function.

This enables CFRs to see others who are responding to the same incident and view each other’s location on the map.

Through the in-app chat function and media-sharing features, CFRs can communicate with each other to allocate tasks such as performing CPR and retrieving an AED.

They can also share photos and videos with SCDF’s Operations Centre, giving dispatchers real-time situational awareness of the incident and allowing emergency resources to be more effectively deployed.

A growing network of community first responders

Since 2015, myResponder has grown from 3,000 registered CFRs to over 250,000 as of December 2025.

Collectively, CFRs have responded to over 52,000 cardiac arrest cases and minor fires, contributing to the survival of over 157 individuals who had suffered cardiac arrest.

Beyond operational outcomes, myResponder has encouraged a significant shift in public mindset.

By enabling members of the public to play an active role during emergencies, it has strengthened emergency preparedness and proactive response within the community.

SCDF formally recognises the contributions of CFRs through several awards.

The Community First Responder Award is presented to individuals who have rendered assistance during emergencies, while those who have helped save lives receive the Community Lifesaver Award.

The myResponder Award recognises CFRs who responded to the most myResponder activations in a year.

Recipients are acknowledged in myResponder’s Hall of Fame and at the annual Responders, Partners, and Volunteers Appreciation Event.

In recognition of myResponder’s impact on mobilising the public to respond to emergencies, SCDF received the Singapore Good Design (SG) Mark Gold Award on 25 November 2025.

The award was presented to Commissioner SCDF, COMR Eric Yap, by the President of the Republic of Singapore, Mr Tharman Shanmugaratnam, and the President of the Design Business Chamber Singapore, Mr Hong Khai Seng.

Looking ahead

Future developments for myResponder include video-call support, enabling dispatchers to provide real-time guidance to CFRs during emergencies.

This will further improve community response during complex situations, while continuing to ensure CFRs’ safety during an emergency.

From its humble beginnings in 2015 to a growing nationwide network of CFRs in 2025, myResponder shows how technology and community spirit can be integrated to complement SCDF’s emergency response.

By empowering citizens to become CFRs, it strengthens national resilience and fosters a more caring community where help is always within reach.

Real-world use of myResponder

Real-world callouts through Singapore’s myResponder app show how ordinary members of the public are increasingly becoming part of the city-state’s emergency response, often arriving before professional crews and buying critical minutes for patients and bystanders.

In Whampoa, a 20-year-old psychology student has described how a late-night alert prompted her to run down 14 storeys to a suspected cardiac arrest outside her own block.

When she arrived, she found a man unconscious while passers-by attempted chest compressions with inconsistent technique.

Working alongside another community responder, she took over CPR, directed bystanders, and helped deploy a nearby automated external defibrillator.

The device delivered a shock, and the patient regained a pulse shortly before Singapore Civil Defence Force paramedics reached the scene.

In another widely reported case, a young volunteer named Darryl responded to an alert close to his home and found a man in cardiac arrest with only his son present.

Darryl joined them in performing CPR and applying an AED until SCDF crews took over.

The patient later recovered sufficiently to be seen eating in a neighbourhood coffeeshop.

Darryl has since attended more than 60 myResponder activations.

The app has also been used in non-medical incidents.

On one occasion, a member of the Singapore Civil Defence Auxiliary Unit left myResponder active while at work and was alerted to a small rubbish bin fire nearby.

With no firefighting equipment immediately available, he organised people attending a nearby funeral wake to pass buckets of water, containing the blaze until firefighters arrived.

In each case, the decisive factor was not technology alone but what happened in the minutes after the alert landed on a phone, when strangers chose to act and stay with a patient until professionals arrived.

Report questions claims about water mist outperformance in England fire incident data

Water mist systems in IRS data are not like-for-like

A report by Optimal Economics has concluded that Ministry of Housing, Communities and Local Government (MHCLG) incident data cannot be used to determine the comparative effectiveness of sprinklers and water mist systems in England.

Commissioned by the British Automatic Fire Sprinkler Association (BAFSA), the analysis drew on the MHCLG Incident Recording System (IRS) dataset of primary fires where a sprinkler or water-based fire suppression system was present between 2018/19 and 2023/24.

It reviewed 2,924 incidents in total.

Sprinkler systems accounted for 2,438 incidents, or 83% of the dataset.

Water mist systems accounted for 486 incidents.

Sprinkler systems are described as fixed, building-wide installations, whereas water mist covers a range of technologies including fixed automatic systems and portable or manually deployed hose-reel and lance equipment.

The dataset does not distinguish between those different water mist system types.

Where fires occurred and how systems were recorded

The analysis identified marked differences in the characteristics of incidents recorded under each system category.

Most sprinkler and water mist incidents occurred in non-residential buildings.

Industrial premises accounted for almost half of non-residential sprinkler incidents, including factories, recycling centres and warehouses.

There were 69 water mist incidents in industrial premises, mainly in food and drinks processing, recycling and factories.

In non-residential settings, 74% of water mist incidents were recorded in custodial environments, including prisons and young offenders’ institutions.

In dwellings, sprinkler incidents were concentrated in purpose-built flats or maisonettes, particularly those with more than ten storeys.

Water mist incidents in dwellings were primarily recorded in low-rise settings, with a concentration in single-occupancy bungalows or self-contained sheltered housing.

The report links these cases to the use of personal protection systems for vulnerable residents under local policies.

Differences were also recorded in the location of systems relative to the fire.

In most sprinkler incidents, the system was located in the room of origin.

In water mist incidents, the system was more often recorded as being on the same floor as the fire.

In 71% of water mist incidents where the system operated, the fire was on the same floor as the system rather than in the room of origin.

Conclusions and recommendations for future data

The report concludes that the IRS dataset does not contain two comparable populations of building-wide automatic suppression systems.

As a result, a robust comparative analysis of operational reliability and performance reliability between sprinklers and water mist is not possible.

It states: “Any claims that MHCLG incident data demonstrate superior effectiveness of water mist systems compared to sprinklers are not supported by the evidence and arise from invalid comparisons between fundamentally different types of fire suppression systems.”

The analysis calls for system-level classification, consistent standards and sufficient sample sizes to enable valid comparisons.

It recommends that future IRS data collection distinguishes fixed building-wide suppression, personal protection systems, local application protection and manually deployed custodial systems.

Without that separation, it warns that “suppression policy risks being shaped by invalid evidence”.

Iran missile interceptions linked to fire incidents at Gulf aviation, port and energy facilities

Gulf airport, port and refinery sites report fire incidents following Iran attacks

Iranian missile and drone attacks across the Gulf, launched in retaliation after US and Israeli strikes on Iran, have reportedly caused damage and secondary fires at multiple sites in the United Arab Emirates (UAE), primarily from falling debris of intercepted projectiles.

These affected Dubai’s aviation, hospitality, and port infrastructure, including Dubai International Airport, the Burj Al Arab and Fairmont The Palm hotels, and Jebel Ali Port.

A separate incident in Saudi Arabia saw two Iranian drones intercepted near Saudi Aramco’s Ras Tanura refinery, with debris triggering a limited fire and prompting a precautionary operational shutdown.

Executive Brief – MENA Escalation and Infrastructure Impact

According to a March 2 security advisory issued by global risk consultancy MAX Security, hostilities across the Middle East have broadened following U.S.–Israel strikes on Iran, with Hezbollah and Iran-backed Iraqi militias entering the conflict between March 1–2.

The update reports continued Iranian missile and UAV attacks targeting Gulf states, identifying Bahrain, the UAE and Kuwait as among the most heavily affected.

Projectiles and debris have reportedly impacted civilian and economic infrastructure, including airports, ports and high-rise buildings across the Gulf.

On March 2, an Iranian UAV struck Saudi Arabia’s Aramco refinery in Ras Tanura, causing a fire and a temporary suspension of operations.

The advisory also references maritime incidents involving commercial vessels in the Persian Gulf and Gulf of Oman, alongside airspace closures and flight suspensions across multiple states.

The report assesses that the security environment across the Levant and Gulf remains volatile, with continued retaliatory activity and operational disruption likely in the short term.

UAE air defence interceptions and reported casualties

The UAE Ministry of Defence said the country’s air defence forces detected 165 ballistic missiles, two cruise missiles and 541 drones since the start of the Iranian attacks on February 28.

It reported that 152 ballistic missiles and 506 drones were intercepted, while other munitions were destroyed or fell into the sea or within UAE territory, causing material damage, according to the Bahrain News Agency.

The Ministry also reported three fatalities and 58 minor injuries linked to the attacks and their effects, as carried by the Qatar News Agency. Casualty reporting was also covered by TIME.

Dubai: hotel and landmark sites affected

Dubai International Airport (DXB): Reuters reported that a concourse sustained minor damage in an incident that was “quickly contained,” and that four people were injured, citing statements carried by Dubai’s media office.

Burj Al Arab: Reuters also reported damage at the landmark hotel. Additional reporting from Al Jazeera and coverage from The New York Times described incidents in Dubai linked to debris from intercepted drones or missiles, including a minor façade fire that was brought under control.

Fairmont The Palm (Palm Jumeirah): A fire near the entrance/lower levels of the hotel during the attacks was reported by BBC News, with additional video coverage from The Guardian. Authorities said the blaze was brought under control and injuries were reported.

Jebel Ali Port: berth fire and operational disruption

A fire broke out at a berth at Jebel Ali Port after debris from an intercepted projectile fell at the site, according to imagery and reporting from Reuters. Broader disruption to Gulf transport and business operations was further detailed by Reuters and covered by BBC News.

Regional aviation disruptions

Air travel across the Middle East remained affected as the conflict moved into its third day, with airlines urging passengers to check flight status amid shifting airspace restrictions, according to Euronews. Broader logistics and business impacts across the Gulf were also reported by Reuters.

Saudi Arabia: Ras Tanura refinery incident

On March 2, Reuters reported that Saudi Aramco shut its Ras Tanura refinery (550,000 barrels per day capacity) after a drone strike, citing an industry source.

The report stated that the incident caused a small fire, with no reported injuries, and that operations were halted as a precaution while damage was assessed.

Additional reporting from Bloomberg and Anadolu Agency also covered the drone incident and resulting operational suspension.

Quelfire’s technical solutions ensure compliance at Wales’ largest health and research hub

Pentre Awel is the first development of its scope and size in Wales and one of the highest-valued schemes Carmarthenshire County Council has undertaken. This £84 million project covers 83 acres and has created an estimated 1,800 jobs.

The scheme provides medical research and health care, encouraging individuals to lead active lifestyles. Pentre Awel also includes integrated care and physical rehabilitation facilities and hopes to boost the local economy by £467 million over the next 15 years.

As the chosen passive fire protection system manufacturer, Quelfire worked alongside the main contractor, Bouygues Construction Ltd and all the relevant parties to deliver this project.

The main objective was to incorporate an early engagement approach to design and build Pentre Awel around the tested details available, creating safe and compliant buildings.

Challenges of the project

As this was one of Bouygues UK’s first early engagement projects utilising a new approach and systems, the initial cooperation of relevant parties proved to be the main challenge.

This later led to the coordination of service spacings being problematic due to the large number of services used on the project, steel beams and restricted space available.

Solutions to the issue

Bouygues UK’s initiative to implement a new system called Morta ensured Bouygues completed work in line with the Building Safety Act and built the Golden Thread of Information to hand over to the building owner on completion of the project. It also guaranteed they met Building Regulation 38 requirements.

The Morta system ensured that all service penetrations were covered. If critical information was not provided, the schedule would go back to the responsible person to collate and send over.

The idea of a clear ‘Builder’s Work in Connection’ (BWIC) opening schedule is to make sure all parties work together, take responsibility, and understand what is required.

To provide the most relevant firestopping tested solutions from Quelfire’s extensive library, Quelfire required a detailed schedule with specific information about the project’s service penetration applications.

This included information about the wall or floor construction, the required fire rating, and the dimensions of structural openings.

Additionally, they needed to know if the application involved a head-of-wall scenario, whether any movement was required, and details about the services – such as their type, material, size, and any insulation requirements, including thickness.

However, receiving the information and getting everyone on the same page proved to be quite challenging as, for many, this was a brand-new approach to building construction. Luckily, Pentre Awel discussions began in 2022, leading to the first early engagement meeting in January 2023.

After this, Quelfire had regular project meetings and workshops to discuss the firestopping package, BWIC openings and any non-standard details. This ensured all parties were on the same page and could provide the correct information, minimising confusion.

Pentre Awel is the first development of its size in Wales and it hopes to boost the local economy by £467 million over the next 15 years. Quelfire worked alongside Bouygues Construction Ltd to complete the project.

Bouygues Design Manager said that the support and advice from Quelfire has been invaluable.

New report estimates £126m annual school fire losses in England without sprinkler cover

Sprinkler data highlights scale of school fires

School fires in England are occurring six to seven times a week, with new research linking their frequency and cost to the absence of sprinkler systems in most affected buildings.

The National Fire Sprinkler Network (NFSN) has published a report titled What is the Cost of Fires in Schools.

It states that between 2010/11 and 2023/24 there were an average of 350 school fires per year.

The average area of damage per incident is equivalent to one classroom.

Fires that start in the evening or at night are associated with much larger areas of damage.

Over a 30 year period, the likelihood of a secondary school experiencing a fire reaches 70%.

Costs of school fires and sprinkler performance rates

The report estimates that direct and consequential costs of school fires over the last 14 years amount to more than £126 million per year, or £282,200 per incident.

Direct costs include casualties, property damage, fire and rescue response and environmental effects.

Consequential costs include temporary accommodation and pupil transport to alternative schools.

The report also refers to wider impacts such as stress for pupils and staff, disruption to education, loss of coursework and effects on vulnerable children.

Government data cited in the report states that one lost day of education equates to £750 in reduced lifetime earnings.

The research concludes that in secondary schools a single day of closure is sufficient to justify the cost of installing sprinklers.

It states that over 97% of school fires in the last 14 years occurred in buildings without a safety system present.

Where sprinklers were installed and operated, they extinguished the fire in 71% of incidents and contained or controlled it in a further 27%, giving an overall effectiveness rate of 98%.

Terry McDermott, QFSM, MA, Secretary, National Fire Sprinkler Network, said: “Every week, schools are impacted by fire and every closure harms children’s learning and community stability.

“Sprinklers work, they are cost effective, and they prevent devastation.

“Protecting schools is not optional, it is essential.”

The NFSN is calling for sprinklers to be included as standard in all new and refurbished school buildings.

First Grenfell annual report details progress across construction and fire services

Grenfell annual report published in Parliament

The government has published its first annual report on progress implementing the Grenfell Tower Inquiry Phase 2 recommendations.

The Ministry of Housing, Communities and Local Government published the report on 25 February 2026 and laid it in Parliament, followed by an oral statement by the Rt Hon Steve Reed OBE MP, Secretary of State for Housing, Communities and Local Government.

The document groups recommendations under four themes covering the construction industry, fire and rescue services, response and recovery, and vulnerable people including Phase 1 recommendations related to Personal Emergency Evacuation Plans.

A total of 58 Phase 2 recommendations were made to government and responsible organisations, all of which were accepted.

Twelve recommendations have now been implemented, completed and formally discharged, including two remaining Phase 1 recommendations.

Government projections indicate that 70% of recommendations will be closed by the end of 2026.

Quarterly progress reports are scheduled for publication in May, September and December 2026.

Translations of the annual report are also planned.

Report sets out implementation progress across safety, enforcement and remediation

The executive summary provides a breakdown of 28 recommendations linked to the construction industry, 13 related to fire and rescue services, 14 covering response and recovery and six addressing vulnerable people and remaining Phase 1 measures.

Across all themes, 49 recommendations remain in progress and 12 have been completed.

Building safety, fire safety and emergency response functions have now been brought under a single departmental lead.

On 27 January 2026, the Building Safety Regulator (BSR) became an independent legal entity, transferring from the Health and Safety Executive (HSE) to operate as an arm’s-length body under the Ministry of Housing, Communities and Local Government.

Consultation has also been launched on extending building control requirements to telecommunications works.

Alongside the annual report, a Construction Products Reform White Paper was published outlining regulatory changes, with further consultation underway on introducing a general safety requirement for currently unregulated products and plans to bring forward secondary legislation later in 2026.

A review of statutory building safety guidance is continuing, supported by an expert panel appointed in July 2025, with an interim report expected in spring 2026.

During 2025, more than 1,200 professionals across fire engineering, building control and construction completed updated competency training aligned with new frameworks.

The Fire Engineers Advisory Panel’s competency statement has been adopted by 35 higher education institutions.

The Building Control Independent Panel has reviewed over 220 evidence submissions to inform recommendations due later in 2026.

Regulatory activity has increased, with local regulators issuing 124% more formal notices and conducting 140% more inspections compared with the previous year.

More than 110 building assessments were supported by the Joint Inspection Team, resulting in 15 enforcement actions where risks remained unresolved.

The Remediation Enforcement Unit is scheduled to reach full staffing by the end of March 2026.

By December 2025, remediation work had started or been completed on 2,168 buildings, including 1,475 where remediation was fully complete.

Developers have confirmed remediation pathways for 93% of buildings covered by the Developer Contract, with work started or completed on 41% of buildings with confirmed defects.

More than 4,500 residents have accessed government funded training and rights information, and the expanded Resident Panel has contributed to over 20 policy decisions.

The Make Things Right campaign reached an estimated 1.8 million tenants, contributing to increased early-stage reporting of issues.

Emergency preparedness measures included updated National Resilience Standards training completed by more than 2,000 responders during 2025.

Five Local Resilience Forum Trailblazer areas are testing integrated resilience leadership models, with early findings expected in summer 2026.

Updated statutory guidance on supporting vulnerable residents was published in April 2025.

Memorial legislation and reform programme outlined

The annual report confirms that legislation will be introduced to enable the construction and maintenance of the Grenfell Tower Memorial.

Plans include the creation of both a public memorial space and a private memorial area for those most directly affected, as recommended by an independent panel.

In the ministerial foreword, Reed said: “The tragedy was preventable, and it should have been prevented.”

The report also sets out planned reforms to the construction products regulatory framework through the publication of a white paper and consultation on new safety requirements, with further legislation planned later in 2026.

Automated fire safety compliance system unveiled by Ghana Ministry of Interior

Ghana introduces digital fire safety compliance platform

The Automated Fire Safety Compliance System (AFCAS) has been launched in Accra as a digital platform designed to modernise fire safety compliance across Ghana.

The Ministry of the Interior, Ghana, confirmed that the system aims to replace manual and fragmented compliance processes with a standardised digital framework.

Hon. Muntaka Mohammed-Mubarak, Minister for the Interior, said: “Fire safety is a national necessity that underpins the safety of citizens, protection of lives and properties and investor confidence.

“AFCAS represents a bold transition from manual, fragmented processes to a digital, standardized, and technology-driven fire safety compliance regime.”

The platform is expected to enable the Ghana National Fire Service to engage more directly with the public and improve inspection and compliance workflows.

It is intended to streamline inspection procedures, reduce turnaround times and improve service delivery across homes, businesses and public institutions.

The system also aligns with government efforts to use technology to support regulatory processes and investment security.

AFCAS expected to improve fire service operations and public engagement

The Ministry of the Interior, Ghana, stated that AFCAS will support fire service operations, compliance management and engagement with stakeholders nationwide.

Hon. Daniella Mawusi Ntow Sarpong, Chief Fire Officer, said: “Before AFCAS, things were done manually, which had its own challenges.

“The benefits will be far-reaching.”

Sarpong also said the system would improve fire service operations, revenue generation and interactions with clients.

She confirmed that AFCAS will be rolled out across the country following its launch.

Dignity through automation: The Fire Knight challenges legacy protection

For decades, the foundations of fire safety in the built environment have rested on two pillars: smoke alarms and sprinkler systems.

While both serve essential purposes, they share a critical weakness: they rely on intervention that may come too late.

Traditional fire protection was designed for a different era.

Buildings once used slower-burning materials, occupants were assumed to be mobile, and intervention was expected to come from householders or firefighters arriving promptly.

Smoke alarms were intended simply to wake people.

Sprinklers were developed primarily to protect property, activating only when flames reached high temperatures.

Both assumed slower fire growth and simpler risks than those we face today.

Against this backdrop, the contrast is stark.

While society has embraced innovation in every sphere, fire detection and suppression remain locked in a reactive model.

If our phones, cars, and homes have all become “smart,” why hasn’t the same leap been made in the systems designed to protect our lives from one of humanity’s oldest threats?

In the modern built environment, fires move fast.

Lightweight construction materials, synthetic furnishings, and tightly sealed buildings mean a small flame can become a fully developed fire in minutes.

Traditional systems were not designed for this reality.

Smart fire systems are emerging as the missing link.

By detecting fires at the earliest stages and automatically triggering suppression, they buy precious time for evacuation and emergency response.

Seconds and minutes make all the difference, particularly in homes and care facilities where residents may not be able to move quickly, or at all.

A confronting reality in care settings

The situation is especially confronting in assisted living and disability housing.

In Australia, carers are under no legal obligation to assist with evacuation during a fire in a private, residential setting.

That stark reality leaves many vulnerable people exposed, relying on systems designed decades ago for healthier, more mobile populations.

Comparable frameworks in the UK and USA also stop short of requiring carers in domestic settings to assist evacuation, despite stronger rules for institutional facilities.

On a personal note, my 83-year-old mother lives in a ground-floor housing commission unit in Brisbane.

Her bedroom opens onto a balcony, but every window and the balcony itself are secured with bars.

If a fire were to start in her small kitchen, the most likely ignition point, the only interior path to safety could be cut off, and she would be unable to squeeze through the barred exits.

A smart fire detection and suppression system in that kitchen would dramatically increase her chance of survival by controlling the fire before escape routes are compromised.

Situations like hers are far from unique, and they highlight the urgent need for autonomous, early-stage fire protection for people who cannot rely on rapid evacuation or human assistance.

Smart fire systems are about protecting property and providing dignity and safety to those who cannot otherwise protect themselves.

By intervening automatically, without waiting for human action, they bridge a moral and practical gap in current standards of care.

Lessons from the specialist disability accommodation sector

Our recent association with the Specialist Disability Accommodation (SDA) sector of Australia’s National Disability Insurance Scheme (NDIS) has highlighted just how critical this gap is.

These facilities are home to individuals with high support needs, yet even here, fire-safety provisions often fail to go beyond the basics.

As Debbie Kindness, General Manager at NDIS Property Australia, explains: “The primary challenge is a regulatory gap.

“The current NDIS SDA Design Guidelines don’t mandate specific fire safety measures, leaving critical decisions to voluntary or cost-based compliance, which can result in protection gaps.

“Retrofitting solutions like sprinklers into existing homes is also costly and disruptive.

“Most importantly, residents often have mobility or cognitive impairments, making rapid self-evacuation nearly impossible.”

Industry culture adds another barrier.

Tania Gomez, Director of Tania Gomez Consulting, observes: “Emergency management is considered during the audit process because there is a standard around it, but when I speak to providers about testing their plans, doing drills, and the requirements to do this with participants, it’s largely not considered.

“They have a plan, but find testing it too hard, and as a result often do nothing about fire management outside of what’s reviewed during audit.”

Gomez notes that awareness of the limitations of traditional suppression methods is still low, adding that the biggest opportunity for change lies in “building knowledge and awareness of the dangers of fire, and creating strategies to educate and empower frontline staff in emergencies.”

Provider decision-making is equally pivotal.

Nick Lukowskie, General Manager of the Equitifund Group, highlights the complex mix of factors influencing adoption: “In certain circumstances, compliance requirements, particularly those tied to building classifications, may not permit the installation of non-traditional fire systems.

“However, where a mandatory system is not prescribed, there is scope to apply a risk assessment and cost-benefit analysis to guide decision making.

“Ultimately, adopting a practical, risk-based approach provides the most effective pathway when assessing the suitability of smart fire safety systems.”

Nick also notes the biggest barrier: recognition.

He says: “The most pressing challenge lies not in the system’s functionality, but in its acceptance and recognition as a formal fire safety solution.

“Building certifiers, insurers, and other governing bodies may be hesitant to acknowledge it as compliant.

“Without such recognition, the system risks being overlooked or dismissed despite its potential to address safety gaps in existing housing.”

On practical rollout, he also stresses the need for detection and suppression as an integrated base layer.

The SDA sector has become a proving ground for the role smart fire systems can, and must, play.

But the lesson is not limited to one sector.

If this level of vulnerability exists in specialised accommodation, it exists across the built environment.

From alarms to smart detection

Technology is now stepping in where legacy systems fall short.

The latest generation of smart fire detection doesn’t just sense smoke; it monitors a broader spectrum of risk indicators.

Our own system has evolved significantly.

Originally designed with broad-spectrum VOC (volatile organic compound) sensing, it has since been refined to incorporate targeted gas detection, including carbon monoxide (CO), carbon dioxide (CO₂), liquefied petroleum gas (LPG), and methane.

This shift has delivered earlier, more reliable detection of both fire and explosion risks.

Instead of waiting for thick smoke or extreme heat, smart systems detect the earliest chemical changes in the environment.

This allows them to trigger suppression or alarms before flames spread, giving occupants and responders a crucial head start.

Making smart fire systems mainstream

The case for smart fire systems is compelling: they save lives, protect property, and reduce risk across diverse environments.

Yet adoption remains limited.

Too often, they are seen as optional extras rather than standard inclusions.

Just as smoke alarms became a non-negotiable feature of modern housing, smart detection and suppression should be embedded in every new build.

For existing housing stock, retrofitting must be made practical and accessible, ensuring millions of homes are not left behind.

The technology is here, the benefits are clear, and the need is undeniable.

What remains is for regulators, developers, and policymakers to catch up, and for the industry to embrace a future where early-stage, autonomous response is the norm, not the exception.

Debbie Kindness concludes: “Protecting vulnerable populations requires a best-practice approach, not just minimum compliance.

“We must anticipate risks and act preventively.

“Inadequate fire safety carries profound human and liability consequences.

“Advanced fire safety should be a mandatory standard of care, regardless of current policy.”
