King’s College London designing better methods to mitigate wildfire

As parts of Europe face their worst ever wildfire season, experts at King’s College London are working with partners across the continent to design and implement better methods for mitigating this threat.

King’s experts from the Department of Geography and the Leverhulme Centre for Wildfires, Environment and Society are working on improved detection and monitoring of fires as well as helping estimate the effect of the smoke on air quality and people’s health.

The work falls under FirEUrisk, a European-funded project that fosters knowledge transfer between European countries, with the aim of preventing and managing the threat posed by major wildfires. The project is a multi-million Euro project made up of 39 expert partners which aims to develop guidelines, directives and recommendations that can be adopted by all European countries.

Professor Martin Wooster said: “This project aims to deliver a step-change in how wildfires are managed across Europe. Particularly bad fires are unfortunately quite frequent in parts of southern Europe such as Portugal and Spain, but hotter, drier conditions in the UK and Northern Europe may see more fires in those environments as well.

“With the wealth of expertise at King’s in this area, we’re able to contribute vital capabilities such as how to use satellites for the early detection and ongoing monitoring of wildfire events. Working with others, we can also better understand how the smoke from these fires affects the health of the location population, which can be quite significant even hundreds of kilometres downwind.”

Aided by European satellites, the King’s team use algorithms to translate the raw satellite data into digestible information and support the early detection and ongoing monitoring of fires across Europe.

They are also able to use the satellite data to estimate the amount of smoke released by the fires the impact this has on the quality of the air people breathe and how this air pollution affects people’s health.

American Red Cross seeks volunteers for wildfire season

Due to the ongoing threat from wildfires, the American Red Cross North Texas Region has put out a call asking for individuals to become Red Cross volunteers and take part in future relief efforts.

Since March 1, the Red Cross has responded to more than 160 wildfires in greater North Texas. Red Crossers provided immediate and long-term aid, staff shelters and evacuation points and set up canteen services for firefighters. Disaster Action Team, Disaster Recovery Casework, Mass Care Team and Shelter Services volunteers are on the frontlines of recovery response, and they are especially needed now.

Katrina Farmer, Red Cross North Texas Disaster Officer said: “Our volunteer workforce is critical in carrying out the mission of the American Red Cross. Volunteers respond to house fires, tornadoes, floods and more, offering the immediate assistance that our neighbours need. Please join our more than 1,600 North Texas volunteers and support your community.”

Carla Signoret, Red Cross Disaster Action Team volunteer commented: “The way the Disaster Action Team works is we wait for a call or a text letting us know we are needed. When a fire happens, we get the address and relevant details about the event. We try to reach the client within the first couple of hours. Our job is to be there, offer support and get their information so that those affected can get assistance.”

Wildfire prevention

The American Red Cross also issued some advice on preventing wildfires, pointing out that people cause 85 percent of wildfires by burning debris, using equipment improperly, discarding cigarettes carelessly, leaving campfires unattended and by arson.

It advised:

  • Don’t drive your vehicle onto dry grass or brush. Hot components under your vehicle can spark fires.
  • Use equipment responsibly. Lawn mowers, chain saws, tractors, and trimmers can all spark a wildfire.
  • Use caution any time you use fire. Dispose of charcoal briquettes and fireplace ashes properly, never leave any outdoor fire unattended, and make sure that outdoor fires are fully extinguished before leaving the area.
  • If residential debris burning is allowed – use caution! After obtaining any necessary permits, ensure that burning is not currently restricted in your area.
  • Store combustible or flammable materials in approved safety containers away from the house. 
  • Keep the gas grill and propane tank at least 15 feet away from any structure. Do not use the grill during potentially dangerous fire weather conditions. Always have a fire extinguisher or hose nearby.

Record summer for wildfire activity in southwestern Europe

Scientists from the Copernicus Atmosphere Monitoring Service (CAMS) have reported a record for summer wildfire activity in southwestern Europe amid heatwaves and dry conditions. The latest data shows that increasing wildfire emission in western France and the Iberian Peninsula while Europe continues to experience extreme and prolonged hot and dry conditions.

The data shows France recording the highest estimated carbon emissions from wildfires for June, July and August since 2003 in the Global Fire Assimilation System (GFAS) dataset as of 11 August 2022.

GFAS is based on satellite observations of active fires and Fire Radiative Power (FRP), which is a measure of fire intensity, to estimate emissions of carbon and a wide range of other air pollutants that make up smoke, and provides a 20-year dataset.

CAMS, which is implemented by the European Centre for Medium-Range Weather Forecasts on behalf of the European Commission with funding from the European Union, continues to monitor wildfires following the ongoing heatwave and prolonged dry conditions in the region.

Mark Parrington, Senior Scientist from the Copernicus Atmosphere Monitoring Service, commented: “We have been monitoring an increase in the number and resulting emissions of wildfires as heatwave conditions have exacerbated fires in southwestern France and the Iberian Peninsula.

“The very extreme fire danger ratings that have been forecasted for large areas of southern Europe mean that the scale and intensity of any fires can be greatly increased, and this is what we have been observing in our emissions estimates and the impacts it has on local air quality”.

US fire and life safety standards focus of construction white paper from Ramtech

A new in-depth white paper has been published by global wireless solutions firm Ramtech to address construction fire and life safety challenges in the US that can have devastating consequences such as loss of civilian life and millions of dollars in direct property damage annually.

Titled ‘No Site Left Behind: The Modern Fire and Life Safety Solutions for Construction’, the white paper includes unique industry insight from Turner Construction to help raise awareness of fire risk and the life safety solutions, including wireless fire evacuation system technology, available across America.

The white paper also promotes a higher level of awareness and understanding of National Fire Protection Association (NFPA) guidance, specifically the NFPA 241 (Standard for Safeguarding Construction, Alteration, and Demolition Operations), in order to save lives and protect construction sites.

Jim Mongeau, contributing author of the white paper and NFPA committee member and Director of Space Age Electronics, said: “Having spent 36 years working in life safety development and being a principal on the NFPA 241 code committee, it is safe to say that fire safety is something that I am involved in and passionate about in equal measure.

Building the future: developments in fire safety in the built environment

The construction industry has faced intense scrutiny in the years since the Grenfell disaster. In response to the fire that claimed the lives of 72 building residents, the UK government put into law The Building Safety Act 2022 to make provision about the safety of people in or about buildings and the standard of buildings, to amend the Architects Act 1997, and to amend provision about complaints made to a housing ombudsman.

Reflecting these changes, one of Charted Institute of Building’s (CIOB) most popular guides, the Code of Practice for Project Management for the Built Environment, was recently updated and a 6th edition published.  The guide is designed to reflect how the practice and processes in construction have changed, and the increasing pressures on the industry, with the Code of Practice (CoP) having undergone a significant re-structuring since the 5th edition published in 2014.

Code of practice

In this new edition, CIOB is aiming to equip construction and project managers with insight into a whole life-cycle approach, where assets can be delivered not only to meet the expected quality, cost and time targets, but where other broader, equally important, notions of value can be incorporated.

“It is a Gold guide for project management in the built environment as it delivers an up to date and comprehensive guide to everyone that works in this field,” explains Dr Gina Al-Talal, CIOB Head of Technical Standards and Development. “It was created due to a high demand for a publication on this type to help project managers deliver high quality and successful projects within an agreed timeline and has been endorsed by other institutions like the ICE, RIBA, and APM.”

There are eight key themes addressed in each chapter of the new code so that projects can be managed to deliver: higher quality, sustainability, greater value for suppliers, clients, end-users, increased productivity, strong leadership and collaboration, shared knowledge and reduced risk.

“We set out for the 6th edition to be a bold revision and to be broader in scope i.e. to set the agenda for the ‘Built Environment’ rather than just ‘Construction and Development’,” explains Dr Al-Talal. “It encourages the adoption of an end-to-end life cycle approach.”

On the topic of fire safety, the associated acts and legislations are referenced in this Code and a specific Guidance note on Building Safety Bill (as it was at the time of publication) and the Fire safety act was added. In addition, she says, PAS 9980 was referenced too as an upcoming legislation on Fire risk appraisal and assessment of external wall construction and cladding of existing blocks of flats.

With regards to The Golden Thread, she says: “The guide talks about The Golden Thread as one of the strategic drivers in the industry today through references to the Dame Judith Hackitt enquiry to Grenfell, the Framer review, and linking it to the soft-landing framework. We also added a specific guidance note on ISO 19650 on managing information on the whole life of the building asset.”

She adds: “I am pleased to see this publication undergoing a total revamp at a time when it’s needed more than ever, given the extraordinary pressures on the industry around the world. I have no doubt that this edition will prove an invaluable reference to built environment professionals at all levels.”

Modern Methods of Construction

Modern Methods of Construction (MMC) – off-site construction – is being hailed as a major driver within the construction industry helping to tackle some of the sector’s most pressing issues – such as safety, sustainability and efficiency. With changing legislation around The Building Safety Act coming into force and the recent fifth anniversary of the Grenfell Tower disaster, fire safety has become a particular focus and the MMC is once again under intense scrutiny.

Off-site construction is already playing a vital role in delivering safety improvements across the board. With its ability to increase building accuracy, deliver watertight design specification and lower the sector’s environmental impact, it is no surprise that MMC is now a crucial element in the conversation around building safety. So, what innovations are taking place and how are companies harnessing MMC to increase safety within construction?

Ibrahim Imam, Co-Founder and Co-CEO of PlanRadar, believes that if the industry is tackle the issue of safety then the industry needs to introduce robust inspection regimes that work through a systematic approach. He says: “By combining digital tools, that use defect management and quality assurance software within a controlled environment, manufacturers can be sure that proper processes have been followed before a product leaves the factory floor.

“This allows for an easily traceable audit trail – so when products arrive on-site, contractors can be sure that safety protocols have been followed to the T, with a digital record to prove it.”

Lee Jones, Head of Manufacturing Solutions, NBS, suggests that thesuccess of MMC lies in its efficiency: “By working within a structured framework, standardised components drive up quality, reduce waste and allow the sector to build much more effusively and quickly – up to 50% faster than traditional builds.

“Modular construction also enables phases of work to be undertaken concurrently and factory conditions means that workers aren’t battling with inclement weather – a common issue in the UK and one that can impact quality. A traditionally constructed building made on site is like a prototype each time. What modularisation offers is the chance to improve the data around how building components perform as systems.” 

He adds that there are so many benefits from MMC: “It’s an efficient, innovative and sustainable solution to poor building design. A move to digital data management, driven by legislation and a new focus on safety, is a key priority in a post-pandemic world and a ‘standardised’ approach will reduce mistakes and drive build quality.”

Ben Hancock, Managing Director, Oscar Acoustics, says that acoustic design should be prioritised in the future of construction, as it can be easily overlooked yet is vital for the health and welfare of building occupants. “It’s particularly important in MMC where it isn’t just about visual aesthetics but including sound absorbing products wherever possible to eliminate the risk of stressful noise reverberation in the final build,” he explains.

“It’s also about giving proper consideration to acoustics at the earliest stages of design, during specification, where architects can be sure they are choosing the safest and most effective products available on the market.”

A systematic approach

Ian King, Chief Operating Officer, Zeroignition, believes that MMC allows for buildings to be created and viewed as a system rather than something that has evolved out of individual components. “This helps improve building performance as the components have been devised to work together, offering benefits that are wide-ranging from heating/cooling optimisation through to enhanced building safety,” he explains. “Safety improvements are driven because of the factory environment, where the process has consistency and repeatability built in. It is also by its very nature, an easier environment to monitor quality. This will ensure that building quality improves as MMC becomes more commonplace.”

King says that a system-led, fire protection design method should also be adopted which would involve checking the specified components work both individually and holistically, which he says is much easier in an MMC build as without a joined-up approach, it is difficult to be sure whether individual elements will perform as they should in the event of an emergency.

“The beauty of factory construction or MMC methods is that it allows for faster production,” says King. “Traditional construction is bespoke and there’s less ability to learn, whereas MMC allows for factory techniques which mean that standardisation and repeatability is built in.”

He adds that the construction industry need only to look to other industries to learn valuable lessons in fire safety: “By further embracing the current ‘digital ‘revolution’, the sector can create ‘digital footprints’ that prove the right building criteria and safety checks have been adhered to, much easier in a factory environment.”

Fire safety review for Madhya Pradesh hospitals after Jabalpur fire

Following a fire at Madhya Pradesh’s Jabalpur hospital on Monday afternoon that claimed eight lives and is thought to be started by a short-circuit, Madhya Pradesh Chief Minister Shivraj Singh Chouhan has directed the administration to conduct a review of fire safety mechanisms of all hospitals in the state.

He also ordered the suspension of Jabalpur’s chief medical and health officer (CMHO) as well as fire safety officer following the blaze at New Life Multi-speciality Hospital on Monday, wherein eight people, including four patients, died and five others injured.

Addressing senior ministers and officials during a virtual meeting held on Tuesday evening to review the situation Chouhan said: “Conduct an inspection of all the hospitals in the state and if any discrepancy is found in the fire safety measures, then cancel the licence of such hospitals immediately. It is absolutely necessary to have fire-NOC, electrical safety and building permission for the hospitals to prevent the recurrence of such incidents.”

Chouhan also called for framing short-term and long-term fire safety policies: “A uniform policy should be implemented for hospitals, hotels and multi-storey buildings,” he said, directing the departments concerned to conduct joint-inspection to ensure that all safety measures are in place.

The probe into the Jabalpur hospital fire tragedy revealed several shortcomings regarding safety and it was found that the fire No Objection Certificate (NOC) of the facility of New Life Multi-Speciality Hospital had expired, state Home Minister Narottam Mishra said on Tuesday.

HSE publishes third edition of fire safety in construction

The Health and Safety Executive (HSE) has published the third edition of its Fire safety in construction document which aims to ensure everyone involved in construction projects can comply with their legal duties relating to fire risks.

The guide is aimed at all those who procure, design, develop and manage construction sites, including clients and designers and is relevant to all construction projects.

The main changes to this guidance relate to elimination, and or, reduction of fire risks at the pre-construction stage as required by the Construction (Design and Management) Regulations 2015. A glossary has also been added to the updated edition.

Each year there are estimated to be hundreds of fires on construction sites, potentially putting the lives of workers and members of the public at risk. Fire safety in construction is about eliminating fire risks during the design phase (where practicable), preventing fires from starting and ensuring people’s safety if they do.

FireMate eyes UK growth following Halma acquisition

In the year following its acquisition by industry conglomerate Halma plc, Fire industry asset management and software specialist FireMate has experienced rapid growth, and has now set its sights on further expansion in 2022-23, spurred by growing demand for its products resulting from changes in UK legislation and best practice.

The Australian business, which specialises in fire protection maintenance software and remote fire alarm management, and its UK subsidiary were acquired in 2020 as part of Halma’s ambition to offer a full spectrum of fire systems and services through its various subsidiaries, including Ampac, Apollo, Advanced, FFE and Hyfire.

FireMate is now seeking to capitalise on the rapid evolution of the UK marketplace, where the Fire Safety Act 2021 and PAS 9980 have placed onerous new obligations on fire installers, building owners and Responsible Persons (RPs), especially in the multi-unit residential sector.

Rob Thomas, Managing Director of FireMate, explained: “The UK market is going through a challenging period of adjustment, yet it is also exciting as we already have a stable of products that can help to meet the challenges presented by changes to legislation, regulation and best practice.

“In particular, our products allow FireMate clients to effectively keep track of fire system maintenance and testing while simultaneously creating a digital record of all actions, from routine service activities and defect management to invoicing and compliance reporting.”

Thomas added: “While many of the new rules in the UK have been driven by the Grenfell fire, many of them are sensible and logical developments that take advantage of the opportunities offered by digital technology.

Fire Engineers discuss fire risk appraisal of external wall construction

Organised collaboratively between the Institution of Fire Engineers (IFE), Department for Levelling Up, Housing and Communities (DLUHC) and the Royal Institution of Chartered Surveyors (RICS), an event exploring PAS 9980 was organised for fire safety professionals to increase their understanding and share knowledge of the standard featured experts from across the fire safety sector.

The conference was opened by Dame Judith Hackitt explaining the motivations behind PAS 9980 and how it will help deliver a more risk proportionate approach to life safety issues.

This was followed by a session led by Steve Daws and Neal Butterworth who were part of the standard’s authoring team and provided insights into its development, reiterating that PAS 9980 provides confidence to competent assessors that they are working within a framework and gives legitimacy to them acting proportionately and highlighting that training on the use of PAS 9980 could develop as the standard is used more often and lessons are learned.

The remainder of the day featured case studies from a series of industry specialists who shared real-world application of PAS 9980.

the IFE said that the key message which echoed throughout focused on PAS 9980 helping to move away from a simplistic view that combustible cladding equals high risk which equals a need for replacement and removal of material. Instead, assessors should be looking at systems as a whole, weighing up different factors and taking a proportionate view. Panellists were also clear that not all buildings will need a Fire Risk Appraisal of the External Wall (FRAEW) where the external wall system is inherently or demonstrably low risk and some buildings may only need a basic assessment.

The event discussion with fire engineer representatives commenting that reports in line with PAS 9980 methodology may vary in length and detail depending on circumstances, and that there are no plans for a pro forma.

Discussions concluded that crucially reports must be clear for Responsible Persons to understand the risks so a decision on actions can be made accordingly. This may include suggestions of alternative fire mitigation actions that could be taken to make the building safer that are not needed immediately to make the risk tolerable.

Peter Wilkinson, IFE Technical Director, said: “We were delighted to work on this event with DLUHC and RICS and it was an incredibly popular topic with the event selling out in no time at all. The standard gives more clarity and consistency to how the rules should be applied and a clear framework within which professionals can operate with more confidence, and it was great to explore this in more detail at the event and hear first-hand experience of using it from sector experts.”

Gary Strong, RICS said: “We welcome the publication of PAS 9980, which we were involved in the development of, and for the first time a consistent methodology. Time will tell over the next two years how it gains adoption in the market, and I do hope it develops naturally into a full BS standard. In the meantime, sharing experiences and knowledge in its application is essential.”

What does the Building Safety Act mean for you?

Phil Bryant, Amthal Head of Strategic Accounts, explores the changes in fire safety, and new requirements for positive compliance across the supply chain and the sector as a whole.

The Building Safety Act was touted as “one of the most anticipated pieces of legislation in recent years” and with good reason following the tragic Grenfell Tower fire that kick started this legislation.

On resigning from Government, Lord Greenhalgh expressed pride at his work towards ensuring Grenfell “never happens again” and for the passing of the Building Safety Act 2022 into legislation.

Greenhalgh said: “[The Building Safety Act] has brought about the biggest changes to building safety legislation in our history.”

Setting the Scene

There is no doubt that the Building Safety Act will have a substantial impact on everyone from developers, building owners, architects and product manufacturers, through to landlords and tenants in respect of developments at least five storeys or 11 metres in height. 

It is also likely to impact on the whole supply chain as we come to terms with the new requirements for compliance, right from initial design and specification through the whole life cycle of a building, especially when it comes to fire safety. Also worth noting that the Act applies to all buildings, not just residential, although, it does contain more stringent measures that focus on “higher-risk buildings”.

This applies to those at least seven storeys or 18 metres in height, which have minimum two residential units (or bedrooms for student accommodation). It also includes care homes or hospitals.

However, the Act is not all it appears. To be effective, much of it requires secondary legislation which the government says will be put in place over the next six to 18 months.

An example of this is the Fire Safety Act 2022, which came into force on 16 May and demonstrates that there is a focus and drive in parliament to ‘get the job done’.

The Fire Safety (England) Regulations 2022 also now makes it a requirement in law for responsible persons of high-rise blocks of flats to provide information to Fire and Rescue Services to assist them to plan and, if needed, provide an effective operational response. This is in the form of up to date electronic building floor plans.

The regulations sit alongside the Building Safety Act amendments to the Fire Safety Order. They aim together to improve fire safety outcomes designed to protect the public from the risk of fire. And this is by better supporting compliance and effective enforcement in all regulated premises.

The Golden Thread

The aim of the Building Safety Act is to create “lasting generational change,” and this is especially when it comes to fire safety. It is designed to change behaviours, improve competencies and enhance communication at every stage of a works programme, whether new build or refurbishment.

At the core of this objective is the desire for the ‘golden thread’ of information, which disrupts the current norms of silo working and demands a more, structured and formalised collaborative approach to the delivery and maintenance of in-scope buildings. After construction and during the lifecycle of each building, this new regime will also require the maintenance of all information necessary for identifying, managing and mitigating building safety risks associated with fire and structural collapse.  

By working together in partnership from the beginning of the project, compliance with the required golden thread of information can be achieved. This is to store, manage, maintain and retain information. 

Documentation can be created that is “understandable,” “accountable,” “relevant” and “consistent,” as outlined in the conditions of the act, when it comes to building and fire safety. It can all work together to reduce risk and improve value and should be especially accessible if required by emergency services.

Here, fire safety should be considered in the broadest perspective. Whilst much of Grenfell has considered the façade cladding and insulation materials, many more technical aspects include the application of fire compartments within the building, fire-resistant materials and an escape and emergency plan, including review of all fire doors.

Next Steps

Building a safer future necessitates driving a right culture right from the outset, disrupting the current norms of silo working. It demands the creation of a structured and formalised working environment that encourages collaborative interfaces and relationships between team members. 

And yet, it is clear that there is still some work to be done in disseminating the detail and building an understanding of how compliance with the law can be met. A recent survey found that nearly a third of those responsible for fire door safety say they do not fully understand their responsibilities under the Building Safety Act.

The research, carried out by the British Woodworking Federation (BWF) Fire Door Alliance, identified a lack of understanding of fire safety-related responsibilities under the new legislation. Almost one in ten (8%) were unaware of how new laws will affect how fire doors are specified. In line with Lord Greenhalgh’s suggestion that the industry “act quickly to update their practices in line with these new rules,” this must be an urgent priority for those responsible for fire safety.”

Amthal is aware of the extra pressures placed on Responsible Persons, who are already stretched when it comes to budget, resources and time constraints. Given that building owners have already got to comply with the Fire Safety Act requirements including PAS9980 appraisals, it may seem difficult to understand how all of these can be promptly achieved.

This is where working with dedicated partners can help, with the use of accredited engineers that can review a property and conduct a full risk assessment, ensuring every aspect of a fire safety plan is considered. 

This includes the fire doors and emergency escape routes, which all now must be tested regularly alongside weekly regimes.

In summary, there is no doubt the Building Safety Act 2022, coming so soon after the Fire Safety Act, introduces epic pieces of legislation in both scale and effect. Together with a raft of new measures, they really do represent a sea change for the construction sector and those involved with high rise and high risk buildings. 

What the Building Safety Act does is bring to the forefront all the elements that must be considered in building safety, including those to prevent fire and save lives. It also highlights the key importance of accountability during the life cycle of a building and the essential need for clear communication and the ‘golden thread’ of information being easily accessible by all parties.

This is still an evolving issue, and the Building Safety Act is only the beginning of an enormous challenge, where transformation is no longer an aspiration, but a requirement if we are to avoid at all costs a repeat of the Grenfell tragedy.
