Building compliance with confidence: AESG breaks down Saudi code changes designers must track

On 30 June 2025, the Saudi Building Code (SBC 2024) came into effect, setting new requirements for projects central to the Kingdom’s Vision 2030 programme.

For schemes already underway, the transition carries the risk of duplicated work, redesign and delays if compliance is not managed carefully.

At the same time, the updated code offers practical improvements, such as flexibility on aerial fire truck access and closer alignment with national standards, giving project teams more workable routes to approval.

AESG has responded by expanding its Fire & Life Safety team and securing certification from Saudi Civil Defence as one of only two international consultancies authorised to act as an AHJ reviewer.

Leading this work is Abdullah Faza, Director of Fire & Life Safety at AESG Middle East, whose team safeguarded around SAR 30 billion in assets in 2024.

How is SBC 2024 influencing AESG’s work since its official start date on 30 June 2025?

Since 30 June 2025, the way projects move through compliance has changed in practical ways.

For designs submitted under the previous edition but awaiting AHJ approval, the transition carries obvious risks.

Duplicated work. Redesign. Delay.

We step in early, map the delta to SBC 2024 and keep progress intact while meeting the new requirements.

It is about being fair and balanced with what is already designed, then adjusting where it matters.

SBC 2024 also fixes pain points.

Flexibility on aerial fire truck access resolves a requirement that had been excessive in many Saudi contexts.

Referencing SASO is another important step.

It starts the path to a localised testing and listing framework that fits the Kingdom’s needs.

Over time, that will reduce reliance on international listings that do not always align with regional realities.

What does Saudi Civil Defence AHJ reviewer certification involve, and how does it help clients?

What challenges arise when planning Fire & Life Safety for Saudi giga and mega projects?

Scale changes the conversation. Remote sites can make full firefighting water supply and networks a time and cost challenge.

Six metre access roads in isolated areas can be difficult to justify.

Iconic architecture often needs equivalencies to satisfy the code’s intent.

Early clarity is essential.

We see frequent confusion between smoke control and smoke ventilation in car parks and large enclosures, and that can trigger redesign if left late.

There is also the operational gap. Design strategies reach approval, then operations create their own approach and the thread is lost.

We are advocating for operational mandates, permits and approvals that carry design intent into use.

Performance-based design was available in SBC 2018. SBC 2024 does not invent it.

That experience matured judgement on when prescriptive compliance is necessary and when alternatives achieve the same life safety intent.

Today there is clearer confidence in tools.

Used well, these approaches deliver safer, more workable solutions on projects where rigid prescriptions do not fit.

What new capabilities accompany AESG’s plan to expand the FLS team by over 25 percent?

Projects that reached key AHJ or CDC milestones under SBC 2018 before the transition can continue under that edition.

Detailed designs fully approved before the cut off stay on 2018.

Schematic designs that addressed major comments can proceed, provided teams move quickly to detailed design and secure approvals within a defined window.

Projects that did not reach these milestones adopt SBC 2024 in full.

Serco has appointed Maryam Alamasi as Head of Corporate Services for Saudi Arabia, announcing the move in Riyadh, KSA.

The company framed the appointment as part of its investment in national talent and its long term commitment in the Kingdom.

Maryam Alamasi is a Saudi national with more than 18 years of experience in digital transformation, enterprise architecture and large-scale programme delivery.

Serco said she joins Serco Middle East from KPMG.

It said she led government and enterprise transformation initiatives and helped organisations improve performance against national digital excellence indices.

Flame detectors from FlameSpec gain Saudi Made domestic status

Fire & Gas Detection Technologies said it has begun local manufacturing of its FlameSpec line of flame detectors in Saudi Arabia under the Saudi Made initiative.

The company reported that this step advances its work with energy operators in the Gulf Cooperation Council region and aligns with Saudi Arabia’s Vision 2030 programme.

Since its founding in 2017, Fire & Gas Detection Technologies has focused on product development in flame and gas detection markets.

FlameSpec detectors are described as offering rapid response times and strong resistance to false alarms.

They are designed to identify both large and small fires at distance in varied environmental conditions.

The company stated that customers have reported high satisfaction with product quality and performance when systems are delivered and commissioned.

Performance features and regional growth

The company reported that FlameSpec is now regarded as a leading flame detector brand in the Americas and Europe.

To support growth in the Middle East and South Asia, Fire & Gas Detection Technologies opened its first international branch in Abu Dhabi in November 2024.

Even before that office opened, the company was working to secure vendor approvals from major energy companies in the Gulf Cooperation Council region.

This work led to Approved Manufacturer status with Saudi Aramco and ADNOC in July 2025.

According to the company, these approvals reflected interest from operators in ultra-fast fire response times, improved false alarm rejection and an integrated video camera within the detectors.

The integrated camera is intended to support alarm response and incident recording by providing immediate visual evidence after an event.

Fire & Gas Detection Technologies said this evidence can help clients maintain operational continuity and may support reduced insurance premiums where insurers accept such data.

BFIM partnership supports Saudi production

To deliver local manufacturing within Saudi Arabia, Fire & Gas Detection Technologies has partnered with Binzagr for Industry and Maintenance.

Binzagr for Industry and Maintenance has more than 30 years of experience in industrial supplies and services and more recent activity in flame and gas detection.

The company has an established history as a 9com approved supplier.

Fire & Gas Detection Technologies worked with Binzagr for Industry and Maintenance to upgrade the partner’s Jubail manufacturing facility to electronics production standards.

This upgrade included adoption of Fire & Gas Detection Technologies operating procedures and quality standards at the site.

Earlier in 2025, the Jubail facility was added to the Fire & Gas Detection Technologies Anaheim FM Manufacturing certificate.

In August 2025, Binzagr for Industry and Maintenance was confirmed as a 9com provider for flame detection.

Fire & Gas Detection Technologies said that together the two companies are now the first to manufacture flame detectors domestically in Saudi Arabia.

The company added that local production allows customers to source equipment that can improve IKTVA score outcomes and support Vision 2030 localisation goals while maintaining access to FlameSpec technology.

Localised flame detection for energy projects

Energy-sector safety officers in Saudi Arabia and the wider Gulf Cooperation Council region may find the localisation of FlameSpec production directly relevant to procurement planning.

Local manufacturing through Binzagr for Industry and Maintenance creates a domestically produced flame detection option that can contribute to IKTVA scores and Vision 2030 localisation targets.

For procurement officers and equipment specifiers working with Saudi Aramco, ADNOC and other regional operators, Approved Manufacturer status with these companies clarifies that FlameSpec detectors meet internal vendor requirements.

The integrated video camera in each detector also has operational implications for facility managers, risk assessors and fire-protection contractors.

Immediate access to incident footage can support faster alarm verification, structured incident recording and discussions with insurers where coverage depends on documented evidence.

Jotun launches new coating to advance fire protection

Jotun has introduced Jotachar 1709XT, a new passive fire-protection coating designed to protect steel structures under extreme conditions.

The company announced the launch during ADIPEC 2025 as part of its ongoing commitment to improving safety, efficiency and sustainability in energy infrastructure.

According to Jotun, the coating was developed through a global research, testing and certification programme and is now produced in Oman alongside the full Jotachar range.

The manufacturer said this strengthens its ability to meet regional demand for high-performance, locally manufactured fire-protection systems.

Designed to protect infrastructure and extend asset lifespan

Jotun stated that maintaining steel integrity remains central to its mission of protecting people, assets and the environment.

By maintaining structural stability during fire exposure, Jotachar 1709XT helps prevent collapse, supports evacuation and reduces lifecycle emissions from steel replacement.

The company added that the coating contributes to sustainability targets by extending the lifespan of energy infrastructure and limiting waste from maintenance activities.

Jotun confirmed that manufacturing the Jotachar range in Oman represents a key step in improving operational efficiency across the Gulf region.

The facility has an annual capacity of 2.4 million litres, allowing the company to reduce lead times and provide faster supply to local energy projects.

By localising production, Jotun said it can deliver coatings to customers more rapidly while maintaining product quality and consistency.

Saudi Arabia’s Vision 2030 is driving development across the Kingdom, with projects such as NEOM, Qiddiya and the Red Sea Project reshaping cities and creating new industrial zones.

This rapid pace of change also raises the scale of fire risk.

The Saudi Civil Defense records more than 20,000 fire incidents every year, with industrial and commercial buildings accounting for nearly half.

The annual financial losses exceed 500 million dollars, not including the impact of disrupted operations or damage to reputations.

Traditional fire protection measures that rely on periodic inspections, manual alarms and passive suppression are proving insufficient in such complex and high-value environments.

The convergence of Artificial Intelligence, the Internet of Things and advanced data analytics is enabling more predictive and proactive approaches to fire safety.

This article looks at the key challenges facing the Kingdom, the role of new technologies, the rise of sustainable suppression methods, the importance of cybersecurity and the actions needed to build a smarter, safer future.

The fire safety gap in Saudi Arabia

Saudi Arabia’s climate is a natural source of risk.

With temperatures climbing above 50°C in summer, electrical faults and chemical reactions become more likely, creating conditions where fires can ignite rapidly.

A 2023 warehouse fire in Jeddah was caused by overheated HVAC units; experts have noted that AI thermal monitoring might have identified the fault before it escalated into a blaze.

The scale of new megaprojects presents its own challenges.

NEOM’s The Line, a planned 170-kilometre linear city, will connect buildings and services in ways that demand continuous monitoring of structural integrity.

A localised fire in such a system could quickly cascade into a much wider threat if not contained immediately.

The oil and gas sector is another area of vulnerability.

Saudi Aramco has reported that about 12 percent of incidents across its refineries are linked to equipment malfunctions, highlighting the need for more reliable and intelligent detection methods.

Regulation has not always kept pace with these risks.

In Riyadh and Jeddah only 30 percent of buildings currently comply with the 2024 Saudi Building Code fire standards.

Older structures are particularly difficult to retrofit, and incentives for upgrading systems remain limited.

The costs of fire extend far beyond repairs.

A single factory fire can halt production for months, leading to financial losses above ten million dollars, while insurance companies are increasingly charging up to 30 percent more in premiums for businesses with outdated protection.

AI and IoT in modern fire protection

Artificial Intelligence and machine learning are being used to analyse large volumes of performance data, predicting failures before they occur and reducing false alarms.

Siemens’ Fire Safety Digital Twin is one such example, simulating fire spread in real time to support decision-making while halving false alerts.

AI is also changing evacuation planning.

Trials in the Riyadh Metro used AI-driven crowd analysis to optimise exit routes and reduce bottlenecks during emergency simulations, helping passengers move safely and efficiently.

Alongside predictive analytics, IoT sensors are becoming widespread across new developments.

Thermal cameras are now installed in around 40 percent of new industrial facilities, where they continuously scan for overheating machinery.

Gas leak detectors are compulsory in Saudi Aramco plants to monitor levels of carbon dioxide, methane and smoke.

Structural sensors, which track the condition of buildings during fire events, have already been piloted in the Red Sea Project.

Beyond sensors, robotics and drones are extending the reach of fire services.

Aramco has deployed autonomous drones capable of inspecting rigs and tackling small fires in zones where sending personnel would be hazardous.

Dubai Civil Defense has tested robotic exoskeletons that enable firefighters to withstand temperatures above 150°C while maintaining operational strength.

Green fire suppression technologies

Saudi Arabia’s commitment to the Saudi Green Initiative and Net Zero 2030 requires fire safety systems that protect people and assets without harming the environment.

Conventional agents such as Halon and PFAS-based foams are being phased out because of their damaging effects on the ozone layer and water systems.

Water mist systems are one alternative.

By atomising water into fine droplets they use up to 90 percent less water than standard sprinklers, while proving highly effective in data centres, hospitals, schools and high-rise towers.

These systems leave no toxic residue, which makes them especially suited to sensitive facilities.

Clean agent suppressants such as Novec 1230 and FM-200 remove heat without damaging electronics or endangering people in occupied spaces.

They are already in use in NEOM’s data hubs, where continuous uptime is essential.

Inert gas systems such as Argonite and INERGEN suppress flames by reducing oxygen concentration rather than by chemical reaction.

They are non-toxic, leave no residue and are widely adopted in archives, libraries and cultural heritage sites where both human safety and preservation of materials are priorities.

If Saudi Arabia mandates the use of such sustainable solutions in its Vision 2030 projects, it could position itself as a global leader in safe and environmentally responsible fire protection.

The experience of Dubai International Airport, which reduced its emissions by 30 percent after adopting green suppression systems, shows the viability of this approach.

Cybersecurity in connected fire systems

The growing use of IoT devices, cloud monitoring platforms and AI analysis tools creates another challenge: cybersecurity.

A compromised fire safety network could disable alarms, prevent suppression systems from operating or trigger mass evacuations through false alerts.

False alarm attacks already represent a threat.

In 2023 a hospital in the United Arab Emirates experienced a hoax incident that disrupted services and caused unnecessary panic.

Malware and ransomware could also target suppression systems directly, silencing alarms at the very moment they are most needed.

Data theft is another concern, as building layouts, evacuation plans and occupancy data stored within fire systems could be stolen or manipulated.

Solutions are being tested across the region.

End-to-end encryption protects data as it travels from detectors to control centres.

AI-based anomaly detection can scan network traffic in real time, isolating suspicious behaviour before it spreads.

Blockchain has been used in NEOM’s infrastructure to secure software updates against tampering, while multi-factor authentication ensures only authorised personnel can make system changes.

Saudi Arabia’s National Cybersecurity Authority has already issued regulations covering IoT and critical infrastructure.

Requiring penetration testing and live threat monitoring for fire systems would allow the Kingdom to set a global example of secure connected protection.

A roadmap for future fire safety

Policy change will play a major role in moving Saudi Arabia towards smarter fire safety.

Updates to the Saudi Building Code in 2025 could make AI risk assessments mandatory for buildings over ten storeys and require IoT networks in all new industrial developments.

Financial incentives will also matter.

Offering tax breaks for businesses that modernise their fire protection could encourage investment in advanced systems, much as Dubai’s Smart City Fund has done in other areas of technology.

Industry collaboration is essential.

Partnerships between public bodies and companies such as Saudi Telecom could provide the infrastructure for widespread deployment of 5G-enabled fire detection networks.

Training and skills must not be overlooked.

Integrating AI and IoT fire safety modules into the curricula of the Technical and Vocational Training Corporation and the Saudi Electricity Company would help ensure the workforce can operate and maintain new systems effectively.

Public awareness campaigns could strengthen this progress.

A national fire safety month would raise visibility through social media and community platforms such as mosques, while mobile applications could provide residents with alerts on fire risks in their local areas.

The technology is available and the benefits are clear, but progress depends on coordination and commitment.

Immediate steps should include commissioning AI-driven fire audits of critical infrastructure, piloting IoT sensor networks in high-risk areas and pressing for regulatory updates that support faster adoption.

The Kingdom faces a clear decision.

By embracing innovative and sustainable approaches it can safeguard its expanding cities and industries while setting international standards for smart fire protection.

The alternative is to continue facing growing risks, higher costs and preventable losses.

NFPA and MODON formalise collaboration at Intersec Saudi 2025

The National Fire Protection Association (NFPA) has signed a Memorandum of Understanding (MoU) with the Saudi Authority for Industrial Cities and Technology Zones (MODON).

The agreement was signed at Intersec Saudi 2025 in Riyadh by Eng. Ali Al-Oliwah, Director of the Safety and Security Department at MODON, and Jim Pauley, President and CEO of NFPA.

According to NFPA, the collaboration aims to elevate fire safety standards in industrial facilities across Saudi Arabia through education, research and knowledge-sharing.

Both organisations confirmed that the partnership will support the implementation of NFPA’s Fire & Life Safety Ecosystem across the Kingdom.

Partnership focuses on education and knowledge exchange

Under the MoU, NFPA and MODON will jointly organise conferences, training sessions and certification programmes for MODON employees and other stakeholders.

They will also promote awareness of NFPA codes and standards, and share fire safety research relevant to industrial cities.

NFPA CEO outlines aims of the agreement
