Study finds fire severity, not climate, most affects megafire recovery

Forests recovering more slowly from large wildfires since 2010

Forests are taking longer to recover after large-scale wildfires, according to research published in Nature Ecology & Evolution and reported by Carbon Brief.

The study examined 3,281 large-scale fires (exceeding 10 square kilometres) between 2001 and 2021 and found that fire severity has increased notably since 2010, particularly in boreal forests and arid regions.

Carbon Brief reported that fewer than one-third of the forests studied had returned to pre-fire conditions within seven years, with fire severity having a more negative impact on forest recovery than post-fire climate conditions.

Boreal forests and dry climates among worst affected

The researchers identified western North America, northern Siberia, and south-eastern Australia as areas with some of the most severe changes.

According to Professor Ziyue Chen from Beijing Normal University, fire severity has “significantly increased” since 2001, with evergreen needleleaf forests especially vulnerable.

Chen said: “More concerningly, the adverse impacts of changing environmental conditions – especially rising temperatures and soil moisture deficits – on forest recovery are intensifying, necessitating urgent attention.”

The study found that boreal forests had the lowest recovery rates, with many still showing signs of damage years after fire events.

Fire severity has greater impact than climate on recovery

Using machine learning, the study assessed the influence of various factors on recovery.

Fire severity was found to be the strongest determinant of recovery time, surpassing climate-related factors such as temperature and precipitation.

Professor Chaoyang Wu from the Chinese Academy of Sciences said: “While numerous studies report beneficial effects of warming on vegetation greenness and productivity, our results suggest these benefits may diminish or reverse as temperatures surpass optimal ranges for photosynthesis.”

Chen added that while climate still plays a role, the scale of the fires was more influential in determining how forests responded after a fire.

Slower regrowth threatens carbon storage and ecosystem stability

The study reported that average recovery time increased by 8% for vegetation density, 11% for canopy structure and 27% for productivity metrics since 2010.

According to Carbon Brief, forest stagnation – where recovery slows after initial regrowth – rose from 23% to 26% post-2010.

Professor Guido van der Werf of Wageningen University, who was not involved in the research, told Carbon Brief: “It is a neat paper that quantifies something that is expected, but not previously reported on such a large scale: with increased fire activity in forests there seems to be slower recovery.”

Dr Bernardo Flores from the Federal University of Santa Catarina also told Carbon Brief the results align with previous findings, saying: “If global forest flammability is rising, this will also affect tropical forests during drier years, as we saw in 2023–24 in the Amazon.”

Ireland issues warning over forest fire dangers amid dry spring conditions

Forest fire warning issued following dry spring weather

Ireland’s Department of Agriculture, Food and the Marine issued a high fire risk warning amid dry spring conditions increase the risk of wildfires across rural areas.

The Condition Orange – High Fire Risk notice will remained in place until 19 May.

This is the seventh fire danger notice issued in 2025.

According to the department, more than 3,000 hectares of land have been affected by fire this year, primarily bog and mountain areas.

Ministers call for public and landowner vigilance

Minister for Agriculture, Food and the Marine, Martin Heydon, and Minister of State Michael Healy-Rae urged landowners and the public to avoid lighting fires and to support emergency services.

Minister Heydon said: “Given the fire risk on bog and mountain land in Spring, it is important that no one should start an illegal fire in these areas.

“Wildfires can put homes and livelihoods at direct risk, lead to unnecessary diversions of vital emergency service resources and cause considerable disruption to rural communities, wildlife and habitats.

“We have seen this unfold for real in some of our rural communities in recent weeks during the unusually dry Spring.

“Nobody should light fires in bogs, forests or other potentially flammable areas at this time of year.”

Heydon added that farming practices, supported by department-funded schemes such as ACRES, play a key role in managing fire risk.

He said: “The farming community has the most important role to play in the control of fire in our landscapes through the appropriate management of land, vegetation and potential fuels.

“Reduction and maintenance of high-risk vegetation (such as purple moor grass, heather, and gorse/whin) in high fire risk areas is critical to managing this risk.

“Some of these key preventative actions in high risk areas are directly supported through the network of schemes and European Innovation Partnership projects funded by the department, for example through ACRES.

“We are asking for everyone’s cooperation in the prevention of wildfires and to join in the protection of these lands over the coming months.”

Fire plans and contingencies urged for forest owners

Minister Healy-Rae advised forest owners and land managers to ensure readiness for fire events through updated plans and contingencies.

Healy-Rae said: “People living in rural areas should also assess wildfire risks to their properties and prepare accordingly.

“Dangerous flammable vegetation immediately around homes in high-risk areas should be removed, especially around oil tanks and other fuel stores.

“There has been a very significant increase in the use of outdoor amenities and forest recreation sites by the public in recent years, which is to be welcomed.

“However, a larger proportion of forest fires can now be attributed to recreational users and activities. Forest visitors are reminded to behave responsibly, to observe relevant local bye-laws and to park considerately so as not to impede access of emergency vehicles to incidents.”

Link between illegal activity and fire incidents highlighted

The department noted a growing link between fire ignitions and unlawful practices including illegal dumping and domestic waste burning.

Healy-Rae said: “There is a very firm link in recent years between wildfire ignitions and illegal dumping and burning of domestic waste in many areas, and malicious burning at forest amenity sites and turf bogs open to the public.

“A significant proportion of land burned to date during 2025 is land associated with turf cutting.

“My department asks all countryside users to be vigilant, to report any suspicious activity to An Garda Siochana, and to report any uncontrolled or unattended fires immediately to the Fire and Emergency Services via 112/999 service.”

Wildfires 2025: CAMS data reveals record fire emissions in UK and South Korea

Southeast Asia sees drop in wildfire emissions

The Copernicus Atmosphere Monitoring Service (CAMS) has reported that the Upper ASEAN region recorded one of its lowest wildfire emission levels for the first four months of 2025, based on satellite-derived data going back to 2003.

According to CAMS, Myanmar, Thailand, Laos, Cambodia and Vietnam experienced a decrease in fire emissions, with particularly intense fire activity in March and April.

The data indicated that while the total emissions were relatively low, fires in rural areas still led to high smoke concentrations across urban centres.

CAMS attributed the drop in emissions to regional efforts to reduce crop burning and transboundary haze.

It said initiatives such as the ASEAN Agreement on Transboundary Haze Pollution and related national actions contributed to a declining trend, though disparities in monitoring capacity and implementation remain challenges.

Wildfire emissions surge in UK and Ireland

CAMS has reported that the United Kingdom and Ireland experienced one of the most intense fire seasons on record for the January to April period, with the UK recording nearly 30,000 hectares burned by 6 May.

According to the data, England faced its driest spring start in almost 70 years. Fires were observed in counties including Dorset, Cumbria and Derbyshire, and warnings were issued for Northern Ireland.

CAMS estimated this was the second highest emission level for the UK and Ireland since 2003.

The Netherlands also recorded its highest April fire emissions.

The European Drought Observatory classified most of northwestern Europe under “watch” or “warning” conditions, reflecting the warmer and drier weather that contributed to the early fire activity.

South Korea experiences deadliest wildfires

CAMS reported that March 2025 saw South Korea’s worst wildfire event on record, with over 104,000 hectares burned and 32 fatalities reported.

The fires, which lasted a full week, also destroyed 5,000 buildings. CAMS said its data showed emissions levels more than four times higher than the country’s usual annual average.

An attribution study found that climate change made the March fire conditions twice as likely. CAMS noted that the fires spread rapidly due to dry and windy weather and originated from two initial fire sites which expanded over a 70 kilometre path.

South Asia and global fire activity overview

CAMS analysis highlighted persistent haze across South Asia during early 2025.

It reported that agricultural fires and anthropogenic pollution, combined with regional orography, contributed to poor air quality across northern India, Pakistan, Bangladesh and Nepal.

The organisation noted that forest fires affected the Kathmandu Valley in March and that fine particulate matter levels remained elevated throughout the Indo-Gangetic Plain.

Elsewhere, CAMS reported notable fires in southern California and Patagonia during the first quarter of 2025.

Fire activity in Brazil and Bolivia was reportedly lower compared to the same period in 2024.

As of mid-May, fires had begun in eastern Eurasia and Canada, and were being closely monitored by CAMS.

Fire Safe Electrical Corridors Act advances in US Congress

House passes Fire Safe Electrical Corridors Act of 2025

The United States House of Representatives passed the Fire Safe Electrical Corridors Act of 2025 on May 13 by unanimous consent.

The legislation, also known as H.R. 2492, would allow the US Forest Service and the Bureau of Land Management to approve the removal of hazard trees and vegetation around electrical transmission corridors on public lands without requiring a corresponding timber sale.

This proposed change aims to streamline vegetation management near electric infrastructure to reduce the risk of wildfires.

Senate to consider related legislation

The House bill now advances to the Senate, where a separate but related version, S. 349, was introduced in January.

While H.R. 2492 covers both the Forest Service and the Bureau of Land Management, the Senate version focuses solely on Forest Service lands.

The Senate Committee on Agriculture has not yet reviewed the bill.

Industry support from the American Public Power Association

The American Public Power Association (APPA) has expressed support for the Fire Safe Electrical Corridors Act.

The group said the measure aligns with its Resolution 25-09, titled In Support of Increased Federal Efforts to Address the Growing Threats of Wildfires, which was adopted at the 2025 Legislative Rally in Washington, DC.

The resolution calls on federal land management agencies to speed up the approval process for hazard tree removal and routine vegetation management to mitigate wildfire risks.

Key provisions of the legislation

According to the bill, the Secretaries of Agriculture and the Interior may grant permission under existing special use permits or easements for the cutting and removal of trees and other vegetation around power lines on National Forest System and Bureau of Land Management lands.

This is conditional on the activity being consistent with existing land and resource management plans and environmental regulations.

The legislation also specifies that if an electrical utility sells any removed material, proceeds must be remitted to the respective Secretary after accounting for transport costs.

However, there is no requirement for any removed material to be sold.

Fire Safe Electrical Corridors Act: Summary

The US House has passed the Fire Safe Electrical Corridors Act of 2025 by unanimous consent.

The act enables the Forest Service and Bureau of Land Management to allow tree removal around electrical lines without a timber sale.

It applies to both National Forest System lands and BLM-managed lands.

The Senate will now consider a related version of the bill, which focuses only on Forest Service lands.

The American Public Power Association supports the bill as consistent with its wildfire risk reduction policy.

The bill outlines requirements for compliance with environmental law and management plans.

Utilities may sell removed materials but must return proceeds, minus transport costs, to the federal agency.

There is no requirement for materials to be sold.

The legislation is designed to accelerate vegetation management to improve fire safety near electric infrastructure.

Heat risk meets hard science: How the DesirMED Project is redefining wildfire defence in southern Europe

Ferran Dalmau–Rovira, Director of Medi XXI GSA, explains how the DesirMED Project is applying science and nature to tackle extreme wildfire events in the Mediterranean

As wildfires grow more frequent and severe due to climate change, regions like the Mediterranean are becoming increasingly exposed to large-scale disasters.

Could initiatives underway in Europe help prevent catastrophes such as the Los Angeles fires? The DesirMED Project, funded through the Horizon Europe Programme, is one attempt to answer that question.

Among its European partners is Medi XXI GSA, a micro-SME environmental engineering firm based in Spain.

Led by Director Ferran Dalmau–Rovira, the team contributes to the project’s efforts to improve wildfire resilience through Nature-based Solutions, new technologies, and better local governance.

DesirMED brings together experts from ten countries to develop practical climate adaptation strategies.

In this interview, Ferran Dalmau–Rovira explains how DesirMED approaches wildfire prevention and shares insights into what Mediterranean communities—and potentially others—can do to strengthen their defences.

What led to the creation of the DesirMED project and your involvement?

The Mediterranean is among the most climate-vulnerable and economically challenged European regions.

Diverse environmental, socioeconomic, and cultural characteristics increase exposure to environmental hazards, while adaptation policies are slow and uneven.

Though national strategies exist, gaps in funding, data, and monitoring delay implementation.

Europe’s Nature-based Solutions (NbS) approach lacks large-scale adoption, especially in southern areas.

DesirMED was formed to help eight Mediterranean regions lead long-term climate adaptation with transformative solutions.

Medi XXI GSA, with two decades of wildfire mitigation experience, joined via an invitation from the Generalitat Valenciana.

We saw this as an opportunity to apply our forestry engineering expertise to reduce wildfire risk and build climate adaptation capacity.

Climate change is a scientific fact.

Human activity, urban disconnect from nature, and unsustainable development have worsened wildfire conditions and EWE (Extreme Wildfire Events).

How does your sensor data support DesirMED’s strategies?

In our GUARDIAN project—now forming part of DesirMED—hundreds of meteorological and soil sensors collect data every five minutes.

These sensors inform our use of prescribed irrigation, grazing, and other tools to manage vegetation and reduce wildfire risks.

The water used comes from urban wastewater systems.

The data supports precise climate modelling, essential for customising regional responses.

It helps simulate wildfire and drought conditions under different scenarios, enabling targeted action plans.

High-resolution data ensures interventions are science-based, reducing reliance on ineffective tools like household sprinklers.

What are Nature-based Solutions, and how is DesirMED applying them?

According to IUCN, Nature-based Solutions involve restoring or managing ecosystems to address climate and societal challenges while benefiting biodiversity and people.

They can include urban green infrastructure, wetland restoration, or, as in our case, green firebreaks using low-combustibility plants.

DesirMED is testing various NbS for hazards like wildfire and drought, measuring effectiveness across environmental, social, and technical criteria.

Our prescribed irrigation mimics rainfall to maintain vegetation.

Prescribed burning simulates natural fire cycles.

Grazing controls undergrowth.

These methods are inexpensive to maintain and align with natural systems.

In our GUARDIAN analysis, a €5.5 million investment in infrastructure yielded societal returns of €31 million.

Why is the Mediterranean particularly susceptible to wildfire risks?

The region is warming 20% faster than the global average, with increased heatwaves, droughts, and variable rainfall.

It also experiences compound events—like droughts followed by flash floods—that intensify disaster risks.

Wildfires are amplified by dry vegetation, urban sprawl, and reduced ecosystem management.

Events like the 2024 Los Angeles wildfires reflect similar patterns.

DesirMED promotes peer-to-peer exchanges, tailored data models, and regional empowerment to address these escalating challenges through better infrastructure, planning, and behavioural change.

How does international collaboration benefit DesirMED’s mission?

DesirMED unites 33 organisations from 10 countries—regional governments, research institutions, NGOs, insurers, and SMEs.

This diversity ensures science, governance, engineering, finance, and communication are all represented.

SMEs like Medi XXI GSA contribute technical expertise, while regional authorities bring local knowledge.

Collaboration strengthens the scaling of site-specific solutions across Europe.

What do “Demonstrating” and “Replicating” regions mean in DesirMED?

Eight Mediterranean regions are split into two categories.

Demonstrating Regions have advanced adaptation plans and are ready to test innovative solutions.

Replicating Regions are earlier in their adaptation journey and will adopt proven practices from their counterparts.

Each region addresses a specific climate hazard.

In Valencia, our focus is wildfires.

We’re enhancing predictive wildfire models and implementing green firebreaks in Wildland-Urban Interface (WUI) zones using treated urban wastewater.

Why aren’t sprinklers enough for wildfire protection?

Sprinklers alone do not address wildfire complexity.

They may reduce ember impacts but don’t manage fuel loads or ensure strategic defence.

Our approach uses green firebreaks, prescribed irrigation, and integrated planning, including community training and pyrogardening.

This approach also strengthens ecosystems, reduces temperatures, supports native species, and improves water retention.

Using reclaimed water creates a circular water system that supports fire defence during droughts.

We simulate fire scenarios using software that calculates fire intensity thresholds, helping communities prepare in advance.

How does DesirMED tackle wildfire defence across different levels?

DesirMED applies a multi-layered approach.

Individually, WUI residents must maintain fire-safe gardens and understand self-protection.

Municipally, regulations must be enforced, and water treatment facilities maintained.

At the landscape level, firebreak maintenance can involve grazing, prescribed burns, or silviculture.

This systemic management ensures long-term fire preparedness.

How does DesirMED share lessons and strategies among regions?

It is extremely important to ensure an adequate cross-learning among regions to accelerate their transformation.

To effectively do so, an exchange and engagement programme is foreseen in the project where peer-to-peer virtual and in-person workshops and visits between regions will be carried out to foster cross-pollination of ideas, innovations, and best practices between.

As an example, regions meet virtually on a monthly basis to discuss about their progress and resolve main challenges.

Additionally, “Regional Adaptation Days” meetings are held annually with the exclusive goal of promoting this peer-to-peer exchange by organising capacity building activities.

Finally, once the project is more advanced, documentation will be developed where beset practices, lessons learned and scaling-out tips from solution portfolio implementation will be shared to ensure the efficient scalability and transferability from Demonstrating to Replicating regions.

What challenges and opportunities exist in scaling DesirMED solutions?

Scaling depends on changing both public attitudes and policymaker habits. Many still favour traditional, reactive approaches.

DesirMED promotes local ownership, inclusive governance, and flexible adaptation to different regional contexts.

These strategies can also apply in areas like California that face similar hazards.

The most dramatic thing that can happen to us is to learn nothing from what is happening.

A wise American (William Deming) said that without data, we are just another person with an opinion.

In our view, based on more than 20 years of experience and scientific evidence, on data, lots of data, the human species (and I am talking on a species scale) has nothing more important to do than to face the disaster we have caused.

Especially for our daughters and sons. And we need to articulate social majorities.

And people of science, technicians, must understand that being right is not enough. We need to convince. Not to conquer.

The Inquisition provoked with its power that Galileo Galilei or Copernicus had to deny what they knew.

The sun did not revolve around the earth. It was the other way around. But if they didn’t deny it, they were going to be killed…

they were right, but the power based on religion and beliefs condemned them.

We must learn from what happened to them, and work to make people understand the problem.

We can all be part of the solution, or part of the problem.

Perhaps the most important question is: Which do we prefer? When we are judged by the generations to come, we have a clear defense.

We try with all our heart, soul and all the little or much knowledge of years of study and practice, despite those who chose inaction or denial.

OroraTech secures €37m Series B to expand global wildfire satellite data system

OroraTech expands wildfire monitoring with new investment

OroraTech has confirmed it has extended its Series B funding round to €37 million, with participation from BNP Paribas Solar Impulse Venture Fund, Rabo Ventures, Bayern Kapital, Edaphon and the European Circular Bioeconomy Fund.

According to OroraTech, the Munich-based company operates ten satellites to deliver thermal data for early wildfire detection and fire behaviour prediction.

The company stated that the new funding would support further development of its space-based thermal intelligence infrastructure.

Dr Martin Langer, CEO and CTO of OroraTech, said the investment would enable the company to scale its service for use across government agencies and commercial clients.

Satellite network forms core of wildfire tracking

OroraTech stated that it currently operates ten satellites in orbit, generating a continuous thermal data stream used to support wildfire risk assessment and early warning systems.

The company said its Wildfire Solution platform uses this data to estimate fire risks, detect outbreaks and predict fire spread worldwide.

The system has already been deployed in Australia, Europe and the Americas.

The company said this approach allows real-time monitoring and scenario modelling, giving agencies the ability to simulate future fire behaviour.

Investors highlight climate and ecosystem risks

BNP Paribas Solar Impulse Venture Fund and Rabo Ventures were named as leading investors in the funding round.

Lucas Guillet, Investment Director at BNP Paribas Solar Impulse Venture Fund, said: “We are pleased to support OroraTech, which has established a strong reputation in the space industry and wildfire management ecosystem.”

Guillet added: “Their ability to design and operate nano-satellites, as well as interpret complex data, has contributed to the commercial success of their Wildfire Intelligence solution.”

Shishir Sinha, Executive Director at Rabo Ventures, commented: “The increasing intensity and frequency of wildfires poses a significant threat to our planet, emitting billions of tons of C02 annually, driving biodiversity loss, and diminishing the overall resilience of our ecosystems.”

Growth reflects demand for wildfire solutions

OroraTech said it had signed nearly €100 million in commercial contracts and capital investments over the past year.

Dr Martin Langer stated: “We are executing on a rare window of opportunity – where our scalable space infrastructure meets breakthrough AI.”

Forest fire prevention in Guatemala: IUCN expands training and equipment support

Wildfire firefighting programmes supported across Guatemala

The International Union for Conservation of Nature (IUCN) has reported a series of actions to support wildfire firefighting and forest protection in Guatemala.

According to IUCN, four ongoing initiatives in the country have helped prevent and combat wildfires during the 2023–2024 season.

The IUCN cited data from Guatemala’s National Coordinator for Disaster Reduction (CONRED), which recorded 2,635 wildfire incidents during the 2023–2024 season, affecting 193,940 hectares.

This marks an increase from the 790 incidents reported in the 2021–2022 period.

Training and resources deployed to prevent forest fires

The IUCN explained that the Resilient Plateau national project and three regional programmes are contributing to wildfire prevention efforts.

These are the EbA LAC project, the Biodiversity Program Linking the Central American Landscape, and the Protection of Natural Resources in the Mayan Jungle II.

The organisation said these projects are funded by the Green Climate Fund, the Korea International Cooperation Agency, and multiple German government agencies.

According to TracPlus, the CAL FIRE Aviation Tracking and Information System (CATIS) replaces CAL FIRE’s previous in-house platform with a software-based solution developed to support faster data handling and improved situational awareness.

TracPlus stated that CATIS is powered by its FireFlyte software and is intended to support CAL FIRE’s operational needs as the 2025 wildfire season approaches.

The Los Angeles Times has reported that federal and state disaster agencies did not conduct soil testing for toxic substances following the Eaton and Palisades fires in Los Angeles County.

According to the report, the Federal Emergency Management Agency (FEMA) and the Army Corps of Engineers only removed ash and six inches of topsoil but declined to test for contamination, leaving homeowners with the choice to fund testing themselves or rebuild without knowing the safety of their land.

To investigate the potential risk, The Los Angeles Times independently tested soil samples from 40 sites using methodology consistent with previous state-run wildfire testing efforts.

The Times reported that several tested properties showed elevated levels of lead, arsenic and mercury, including federal contractor-cleared sites that exceeded California’s health standards for residential soil.

Findings reveal elevated toxins on remediated and surviving properties

The Los Angeles Times reported that two of ten remediated homes in Altadena still had levels of lead above California benchmarks.

The investigation also found high metal concentrations in soil at three standing homes near the Eaton fire, which had not received any federal clean-up.

The newspaper stated that its findings were the first concrete evidence that current federal clean-up operations may leave behind harmful contamination in residential areas.

Data from prior wildfires suggest this is not an isolated incident. According to the state, roughly 20% of properties require deeper soil removal after the first excavation.

The Times reported that most affected residents have no clear guidance or support for ensuring their property is free from toxins.

Homeowner Lupe Sanchez of Altadena said soil tests showed lead levels more than three times the state’s safety threshold on her lot, even after federal clean-up.

“I’m trying to negotiate with my insurance company,” Sanchez told the Times. “Nothing’s being taken care of.”

Construction firms like Dolan Design & Build have begun rebuilding on properties without confirmed clean soil, and told the Times that testing all affected sites would cause delays.

Meanwhile, academic researchers and local experts are developing independent recommendations for residents on how to mitigate risk, such as adding clean topsoil or planting grass to reduce dust.

The Ministry of Agriculture and Forestry stated that preparation for this year’s wildfire season began in autumn and continued through winter.
