Wildfires are increasingly affecting air quality and atmospheric composition across multiple regions as fire seasons lengthen.

The assessment was set out in a statement delivered to the World Economic Forum in Davos on 22 January 2026 by Celeste Saulo, Secretary-General of the World Meteorological Organization (WMO).

Observations coordinated by the WMO show that large fires release substantial amounts of fine particulate matter and trace gases detected by Global Atmosphere Watch stations operated by National Meteorological and Hydrological Services and partners.

These emissions include carbon monoxide (CO) and carbon dioxide (CO₂).

Rising fire emissions are associated with record increases in atmospheric CO₂.

Repeated burning is reducing a forest’s capacity to absorb carbon, linking warming, more fires and poorer air quality in a reinforcing cycle.

The statement expressed concern that the Amazon rainforest could be shifting from a major carbon sink towards a net source of emissions.

In 2024, wildfire smoke from the Amazon river basin combined with fires in Chile to affect many countries and densely populated urban areas across Latin America.

Mexico recorded its most active fire season on record in 2024.

Canada burned more than twice its long-term average in 2024 and experienced its second costliest wildfire in history.

US fire activity in 2024 ran around 20% above the 2001 to 2020 average.

Wildfire activity in 2024 coincided with above-average PM2.5 levels in Canada, Siberia and central Africa, with the largest anomaly recorded in the Amazon basin in the WMO Air Quality and Climate Bulletin.

Copernicus Atmosphere Monitoring Service data indicate that Europe experienced its highest annual total fire emissions since records began in 2003 during 2025, with Canada registering its second-highest yearly emissions in the same period.

Weather, satellites and early warning

Saulo outlined how climate and weather extremes are changing fire behaviour and management needs.

Hotter temperatures, prolonged droughts and more frequent heatwaves are drying vegetation and extending fire seasons.

Stronger and more erratic winds are allowing fires to spread faster and cross natural barriers.

Risk varies by region, particularly where forests meet large populations, making practices such as thinning and prescribed burning central to risk reduction.

In remote areas where fires are often ignited by lightning and ground access is limited, satellite monitoring is central to response.

Real-time and long-term fire detection depends on the rapid exchange of satellite data, which the WMO has supported.

In northern Australia, land managers use a satellite-based fire information system developed with the Bureau of Meteorology to track burned areas across vast and inaccessible terrain and to plan fuel management and resource deployment.

After Cyclone Chido in Mayotte in 2024, meteorological analysis identified that dead vegetation would become highly flammable once dry, allowing fire agencies to adjust preparedness in advance.

Seasonal forecasts now provide probabilistic guidance in places such as Réunion and northern Australia, informing decisions on when to conduct prescribed burns, reduce fuel loads and prepare for more intense firefighting.

In France, Météo-France produces a daily meteorological danger map that is translated into a five-level wildfire risk map for each forest area to guide operational decisions.

Regional smoke forecasting centres operate under the WMO Vegetation Fire and Smoke Pollution Warning and Advisory System, including a North American hub hosted by Environment and Climate Change Canada and a Southeast Asian centre in Singapore, providing cross-border smoke forecasts during severe fire seasons.

Saulo said: “In the next five years, we must stop treating wildfires as surprises and start managing forests as critical infrastructure, using science, early warning, AI and strong partnerships to act early, protect people from smoke and heat, and ensure forests reduce risk rather than fuel the next crisis.”

New bill targets wildfire smoke contamination rules for reoccupying homes

A California lawmaker has introduced a bill that would set statewide, science-based standards for deciding when a home is safe to live in after a wildfire.

The New York Times reported that Assemblymember John Harabedian, whose district includes Altadena, introduced Assembly Bill 1642 on Tuesday.

The bill calls for new health-based guidelines for testing and cleaning homes contaminated by toxic smoke, along with criteria for when a home is safe to reoccupy.

It would assign the California Department of Toxic Substances Control responsibility for developing and specifying the standards.

It would also shift post-fire safety decisions away from insurance companies and towards a public-health agency.

Investigations and background cited by the Times

California has no agreed-upon standards for how to test or clean homes affected by toxic smoke contamination.

The Times said this has allowed insurance companies to dictate what substances to test for and how to address contamination.

Harabedian said: “A lot of families are in this unfortunate and uncertain position of not knowing whether it’s safe to move back.”

“And that’s because there isn’t a statewide standard that is based on science.”

He added: “You would think that we would have a uniform post-fire safety standard and some sort of, you know, objective way of determining that.”

“Unfortunately, what we see is that there isn’t one.”

The Times said the bill was inspired by its earlier investigation into one family’s return to a contaminated home in Altadena.

For that earlier reporting, hair samples from each family member were analysed by a professor at the Icahn School of Medicine at Mount Sinai in New York.

The Times reported the tests found the couple and their two children had been exposed to a surge of heavy metals as soon as they returned home.

The article said smoke from modern fires can include gases containing neurotoxins and carcinogens when homes, cars, electronics and consumer goods burn.

It reported that, in Los Angeles County, State Farm and the California FAIR Plan have been placed under investigation in part for their handling of smoke claims.

It said that, in July, the California Department of Insurance created a task force intended to create post-fire remediation standards.

Senator Adam Schiff called for an investigation based on the Times’s findings about insurers’ use of science in smoke-related decisions.

Schiff wrote in an email to The Times: “As families impacted by the Los Angeles wildfires continue to recover and rebuild, it’s critical that insurance companies follow the science and the facts to ensure that families can safely return home, and any allegations of potential manipulation or misleading science should be investigated.”

At least 19 dead as Chile wildfires destroy hundreds of homes

Wildfires in central and southern Chile have left at least 19 people dead, forced 50,000 people to evacuate and destroyed hundreds of homes.

AP News reported the toll and evacuations as Chile sweltered under a heat wave and firefighters struggled to contain more than two dozen active wildfires.

Chilean President Gabriel Boric declared a state of catastrophe in the central Biobio region and the neighbouring Ñuble region, around 500 kilometres south of Santiago.

The emergency designation allows greater coordination with the military to rein in the fires.

The national forestry agency said the wildfires had burned through 8,500 hectares.

Boric said initial reports of 19 people killed and 300 houses destroyed were expected to rise as the extent of the losses came into focus.

He estimated the total number of affected homes in the Biobio region alone to be “certainly more than a thousand, just so far.”

Boric said: “The first priority, as you know, in these emergencies is always to fight and extinguish the fire.

“But we cannot forget, at any time, that there are human tragedies here, families who are suffering.

“These are difficult times.”

Firefighters faced heat and strong winds as temperatures topped 38C on Sunday and the scorching weather was expected to persist through Monday.

Interior Minister Álvaro Elizalde said: “Weather conditions for coming hours are not good and indicate extreme temperatures.”

Residents in Penco said the fires took them by surprise after midnight and some people stayed in their houses because they thought the fire would stop at the edge of the forest.

John Guzmán said: “Many people didn’t evacuate.

“They stayed in their houses because they thought the fire would stop at the edge of the forest.

“It was completely out of control.

“No one expected it.”

Residents described fleeing in the dark and scrambling for makeshift emergency shelters as the fire engulfed most of Penco, burning cars, a school and a church.

Juan Lagos said: “We fled running, with the kids, in the dark.”

A nighttime curfew was imposed in the area.

Rodrigo Vera, the mayor of Penco, said: “Dear President Boric, from the bottom of my heart, I have been here for four hours, a community is burning and there is no (government) presence.

“How can a minister do nothing but call me to tell me that the military is going to arrive at some point?”

Chile wildfires reported as 19 dead and 15 fires still active

The latest AP News report put the death toll at at least 19 people, with 15 wildfires still active on Monday after fires started on Sunday.

The National Service for the Prevention of Disasters said the wildfires have destroyed homes, vehicles, infrastructure and forests.

Boric said the wildfires have blazed through at least 30,000 hectares, an area he described as roughly five times the size of Manhattan Island.

Boric said: “Controlling fires of this magnitude, with unfavorable weather conditions like high temperature, wind, and a lack of humidity is a tremendously difficult job,”

He thanked nations that have sent firefighters and supplies to Chile, including Mexico, Argentina and Brazil.

Chilean officials said 325 homes have been destroyed and another 1,140 homes have been damaged.

Police are investigating the causes of the current spate of wildfires.

Boric said that in “99% of cases” wildfires in Chile are the result of human behavior.

Wildfires are common in Chile during the summer due to high temperatures and dry weather.

In 2024, fires across Chile’s central coastline killed at least 130 people, which AP News described as the nation’s deadliest natural disaster since the 2010 earthquake.

The Fire Brigades Union (FBU) has coordinated a joint letter urging the UK government to increase funding for the fire and rescue service in response to climate-related risks.

The union said the intervention comes as Chancellor Rachel Reeves prepares to deliver the Budget and follows discussions at COP30 on the global response to the climate crisis.

According to the letter, addressed to the Chancellor and Environment Secretary Ed Miliband, environmental and tax justice organisations including Greenpeace, Tax Justice UK, Friends of the Earth, Tipping Point UK and Global Justice Now have joined the call.

The signatories stated that the UK is “dangerously under-prepared” for the growing threat of wildfires, flooding and the wider impacts of climate change and that current arrangements do not match the risk profile set out in government assessments.

The letter asks the government to commit to substantial, long-term investment in fire and rescue provision across the UK as part of wider climate adaptation measures.

The signatories of the joint letter said: “But we also need to adapt.

“There is stark evidence that the UK is dangerously under-prepared for the growing threat of wildfires, flooding, and the wider impacts of the climate crisis.”

Wildfire and flooding risks set out for UK

The letter cites data from the Global Wildfire Information System indicating that by November 2025, wildfires had burned 47,026 hectares in the UK, the largest area recorded since monitoring began in 2012.

According to the signatories, this figure is more than double the area affected during the record-breaking summer of 2022.

Scientific projections referenced in the letter state that the number of days with “very high” fire danger is expected to triple by the 2050s and increase more than five-fold by the 2080s.

The projected rise in fire danger is described as a threat to public safety across the UK, with a particular concentration in southern and eastern England.

The signatories also reference the Met Office’s UK Climate Projections, which indicate that the risk of intense rainfall is increasing sharply.

Evidence from the Committee on Climate Change and the Department for Environment, Food and Rural Affairs (DEFRA) is cited as pointing to higher flood risk across the UK, including from seas, rivers and surface water.

The letter notes that the government’s National Risk Register already lists both wildfires and severe flooding as major national threats capable of causing prolonged disruption to infrastructure, utilities, transport networks and public health.

The signatories argue that, despite this assessment, there is currently no UK-wide strategy to prepare fire and rescue services for climate impacts and no dedicated investment programme aimed at building resilience.

The signatories also highlight the 2022 heatwave in London, when temperatures reached 40°C and 39 fire engines reportedly remained uncrewed due to firefighter shortages.

The letter states that this year’s Local Government Settlement from the Treasury has put fire and rescue services on a path towards further cuts.

Modelling by the National Fire Chiefs Council (NFCC), as cited in the letter, indicates that up to £102 million could be removed from fire and rescue budgets to address funding shortfalls, which the signatories say would further weaken major incident response.

The signatories concluded that this approach “is not a sustainable or safe model for climate resilience.”

They are calling for new central government funding to ensure sufficient firefighters, emergency fire control staff and specialist resources to meet wildfire and flooding risks.

They also want a statutory duty for fire and rescue services in England to respond to flooding, in line with existing arrangements in Scotland, Northern Ireland and Wales.

The letter further calls for a UK-wide wildfire resilience strategy developed with the FBU and other stakeholders, with the aim of establishing consistent standards for planning, training and operational response.

The signatories said: “We urge you to act decisively to provide the investment, strategy and leadership that firefighters and the communities they protect urgently need to tackle the realities of climate change.”

Wildfires in Greece and France prompt EU firefighter deployment

EU fire teams support Greek and French wildfire operations

The Directorate-General for European Civil Protection and Humanitarian Aid Operations (ECHO) has reported that EU-coordinated firefighters are supporting local response teams in Greece and France following the outbreak of wildfires.

Firefighters from Bulgaria have been working alongside Greek personnel to control a wildfire in Halkidiki.

In southern France, Romanian firefighters have joined French teams to assist in tackling a blaze near Perpignan.

These deployments are part of the European Union’s summer wildfire preparedness plan.

Nearly 650 firefighters from 14 countries have been prepositioned in high-risk areas of France, Greece, Portugal and Spain.

Strategic deployment of EU assets in wildfire season

ECHO confirmed that the prepositioning of teams was planned in advance to strengthen capacity in countries most vulnerable to seasonal wildfires.

The initiative is managed under the EU Civil Protection Mechanism and covers both personnel and aerial firefighting assets.

In total, 22 firefighting aircraft and four helicopters have been stationed in 10 EU Member States to allow rapid response when needed.

The aircraft and helicopters supplement national emergency assets and are intended to improve the speed and scale of response.

The European Commission stated that all the personnel and equipment have been co-financed through the Civil Protection Mechanism.

It said the plan aims to reduce pressure on national services and prevent the spread of major incidents during peak risk periods.

According to ECHO, the EU Emergency Response Coordination Centre is continuing to monitor the wildfire situation across Europe.

It confirmed that the centre is ready to provide additional support if requested by national authorities.

Coordination through the Civil Protection Mechanism allows for a joint response between Member States.

The centre also facilitates the sharing of situational awareness and supports the deployment of further assistance based on need.

ECHO said the system is designed to ensure fast mobilisation of resources to support Member States facing emergencies.

Wildfires in Greece and France prompt EU firefighter deployment: Summary

Firefighters from Bulgaria have been deployed to support wildfire response in Greece.

Romanian firefighters have joined French teams in responding to a wildfire in Perpignan.

These actions are part of the EU’s summer wildfire preparedness strategy.

Nearly 650 firefighters from 14 countries have been positioned in France, Greece, Portugal and Spain.

A total of 22 firefighting aircraft and four helicopters have been prepositioned across 10 EU countries.

All resources are coordinated and co-financed through the EU Civil Protection Mechanism.

The assets are designed to supplement national capabilities and enable faster response.

The EU Emergency Response Coordination Centre is monitoring the wildfire situation.

It remains ready to provide further support if requested by Member States.

NFCC says the UK is not fully prepared for impacts of climate change

The National Fire Chiefs Council (NFCC) has said that it believes the UK is not yet adequately prepared to tackle the growing impact of climate change.

Publishing a new set of recommendations on the strategies the UK needs to adopt to be prepared to withstand current and future impacts of climate change, the NFCC has called on the UK and devolved governments to take urgent action to help protect communities, infrastructure and the economy as extreme weather events look set to increase.

UK fire and rescue services current role

UK fire and rescue services already play a crucial role in responding to climate change-related emergencies but responding to these events requires significant fire and rescue service resource, often over prolonged periods of time.

This results in a challenge in being able to maintain their ‘business as usual’ service whilst managing the significant resource and staffing pressures that the response to such incidents creates.

Limited resources and a lack of access to longer-term forecasting mechanisms is posing challenges for the sector to prepare adequately for the expected challenges ahead.

Longer term planning and investment is needed to ensure fire and rescue services, who are often at the frontline of responding to the impacts of climate change, including wildfires, storms, high temperatures and heatwaves, low temperatures and snow, flooding and drought, are prepared.

Met Office report

Met Office data shows that by 2070, winters are projected to be up to 4.5°C warmer and 30% wetter than they were in 1990, while summers may be up to 6°C warmer and 60% drier.

Weather extremes are expected to become more likely, with regions in the south of England projected to experience temperatures reaching 40°C and increased rainfall by up to 25%.

Data set out in NFCC’s research and recommendations on extreme weather events, published in August 2024, shows that:

  • The intense heatwave the UK experienced over the summer in 2022 resulted in a total of 983 wildfires being recorded in England and Wales. This was an increase from 247 wildfires in 2021 and 146 wildfires in 2020, an increase of 315% and 573% respectively.
  • From 2020/21 to 2021/22, the number of flooding incidents attended by fire and rescue services in England rose by 7% and another 12% from 2021/22 to 2022/23.

“Fire and rescue services are on the frontline of responding to extreme weather events and we see firefighters, Control officers and other emergency service partners repeatedly going above and beyond to protect their communities.

But we are seeing the risks around extreme weather increasing and, without adequate investment and further action from government, our capacity to keep communities safe and protect infrastructure is at risk”.

“However, we are concerned that fire and rescue services and local resilience forums do not have access to accurate data analysis mechanisms and the expertise to use this for predictive modelling which would allow for longer-term forecasting and risk management planning. We have also found that local resilience forums are under-resourced and lack clarity when it comes to their climate change resilience role”.

US aviation soldiers assist with Kosovo wildfires

Aviation Soldiers assigned to Kosovo Force’s Regional Command-East have been working together since their arrival in the region to enhance their aerial firefighting capabilities.

They have assisted in combatting wildfires utilising the force’s crew chiefs, pilots, command staff and the Soldiers who perform maintenance on the Bambi buckets used to drop massive amounts of water to extinguish large fires.

2nd Battalion, 224th Aviation Regiment of the Virginia National Guard, implemented training to bring their aviation crews up to standard and certify anyone who has never used the Bambi bucket. Crews use local lakes for training, and even after Soldiers are certified, the aviation teams continue to train because a call to fight a fire can come in at any second.

Kosovo is prone to wildfires due to farmers participating in agricultural burning to cultivate fields and clear stubble, weeds, and waste, for the continued production of crops. If these fires are not kept under control, they have the potential to turn into larger fires that threaten Kosovo villages and forest habitats.

Chief Warrant Officer 3 Darrell Busquets, the battalion standardisations instructor pilot assigned to Bravo Company, said: “Before our pre-mobilization, we got word that there were Bambi buckets here in Kosovo and that KFOR 29 fought fires up in the western side of Kosovo during their rotation.”

He added: “That prompted us to put our aviators through Bambi bucket qualifications. Once we got into Kosovo, we continued to keep current on the Bambi bucket operations. The training makes our crews more cohesive when we get called to do real life operations.”

NFCC urges UK fire services to prepare for future wildfires

NFCC lead wildfire tactical advisor David Swallow, who is also group commander for Hereford and Worcester Fire Service, has urged UK fire services to undergo wildfire training as the number of wildfire incidents in the country has already almost doubled from 247 across the whole of 2021 to 442 in England and Wales in the year to date.

In an interview with the BBC, Swallow said that the recent heatwave has caused large parts of the country to become ‘bone dry’ and that services need to recognise the risk that is now facing them. “If they don’t, then they’re naïve,” he said.

The wildfire group that Swallow leads brings together members and expertise from firefighters in predominantly rural areas which are more susceptible to wildfires including Northumberland, South Wales, the Peak District and Wiltshire.

Swallow said that every fire service in the UK should have wildfire training in order to teach forces valuable tactics from firefighters more familiar with tackling blazes on grasslands, on moors and in woods.

He said that his wildfire group had for some time been preparing for the increased risk of wildfires from climate change but that the risk was now “immediate”.

He added: “There are very urban services that think that wildfires are low down on the risk list. I understand the need to prioritise resources, but there needs to be a review.”
