SFG20 interview highlights fire safety responsibilities in the UK

Hackitt calls for competence and product assurance

Dame Judith Hackitt said that failings revealed in the Grenfell Tower Inquiry Phase Two report pointed to basic issues around staff qualifications, compliance gaps and falsified fire risk assessments.

She told SFG20 that these problems can be avoided by engaging only qualified people and verifying their credentials.

Dame Judith said: “For me, that’s where this all begins: making sure you’re using people who know what they’re doing, ask them to demonstrate and prove their competence.”

She added that responsibility also extended to the safety and testing of the construction products used.

Dame Judith said: “One of the significant gaps we still need to address, and which the government has committed to resolving in its response to the inquiry, is the issue of construction products and how they are tested. I believe this is critically important.”

She said there was a need for better assurance of the materials used in both maintenance and new construction.

Accreditation standards and organisational culture

Dame Judith said that professional bodies should do more to uphold standards, but added that employers also had a role in checking qualifications.

She told SFG20 that organisations must not rely solely on professional bodies to ensure competence.

Dame Judith said: “Organisations also need to take responsibility. They must recognise the importance of competence and avoid the mistake of employing anyone who claims to be a fire engineer without thoroughly verifying their qualifications and capabilities.”

She added that while CPD and accreditation are essential, their credibility depends on the quality of the oversight.

Dame Judith also said that the fire safety sector lacks the maturity seen in other engineering disciplines.

She said this must change if the industry is to develop the same level of rigour expected in areas such as structural engineering.

Legal responsibility and penalties for non-compliance

Dame Judith said that current regulatory reforms are not about new duties, but about ensuring people meet responsibilities they already had.

She gave the example of two directors who were fined over £100,000 for breaches in fire protection at care homes.

Dame Judith said: “We’re treating this as if new responsibilities have suddenly been placed on them, when in fact we should be focusing on their appallingly cynical attitude towards the people they had a moral duty of care for all along, long before any new regulations came into effect.”

She stressed that legal accountability cannot be outsourced, even if the work is.

Dame Judith said: “If you’re the owner, you are responsible and accountable. You can delegate the work, but you can never delegate the accountability.”

She added that as penalties increase and cases reach court, judges are likely to take a strict view of building safety failings.

Responsibilities under Fire Safety Order and building regulations

Dame Judith addressed the specific case of buildings that fall outside the scope of the Building Safety Act’s occupation phase.

She said that facilities such as hospitals, though excluded from some parts of the Act, must still be treated as high-risk buildings with enhanced safety expectations.

Dame Judith said: “The higher the risk in a building, the greater the effort required to understand the safety case for that building and its occupants.”

She said this principle is assumed to apply universally, regardless of formal scope.

Dame Judith also challenged any perception that regulatory exclusion lowers the need for rigorous maintenance and oversight.

She emphasised the need for owners and managers to ask whether a building has the systems in place to ensure evacuation and fire control.

Digital record-keeping and golden thread implementation

Dame Judith advocated for the adoption of the “golden thread” principle in building management.

She told SFG20 that digital records must include how a building was designed and built, the fire strategy in place, and the performance limits of all systems.

Dame Judith said: “I just find it remarkable that this information often doesn’t exist. In any other sector… they can trace everything. They know the limitations of their products, how things perform, and what they’re capable of.”

She added that paper-based systems were no longer acceptable.

Dame Judith said: “If we’re going to do that in the 21st century, for goodness’ sake, let’s not do it on paper. Let’s do it digitally.”

She also said that maintaining accurate, traceable, and accessible digital information must become a routine part of managing building safety.

Future regulatory changes and systemic improvements

Dame Judith discussed the government’s intention to introduce further regulations.

She said this will likely include measures to ensure the suitability and traceability of construction products.

Dame Judith said: “Fixing that system is no small task. It will require a significant amount of work, as well as a shift in behaviour from a wide range of people, particularly those who supply construction products.”

She warned against longstanding practices that prioritise cost over safety, citing staircase design as one example.

Dame Judith said that single-staircase high-rises had been accepted for too long and welcomed their removal from new building designs.

She said that overall, fire safety should be approached as a system-level challenge rather than a checklist of individual measures.

She added: “You’re the expert, make those decisions, issue your recommendations, and stand by them.”

Diriyah Company awards SAR 5.75 billion construction contract for Arena Block

Construction contract covers arena, offices and parking

Diriyah Company has announced the award of a SAR 5.75 billion ($1.53 billion) construction contract to Branch of China Harbour Engineering Company Ltd for the Arena Block development in Saudi Arabia.

According to Diriyah Company, the contract includes construction of the Diriyah Arena, three mixed-use office buildings and associated parking infrastructure.

The Diriyah Arena will have a gross floor area of around 74,000 square metres and seat up to 20,000 spectators.

The venue is intended to host concerts, sports events, esports, exhibitions and live performances.

The project is part of the broader Diriyah development supported by the Public Investment Fund.

Arena designed to combine modern infrastructure with heritage architecture

Diriyah Arena has been designed by HKS Inc. to reflect both the geology of the area and Najdi architectural elements.

Diriyah Company said the architectural style aligns with wider efforts across the project to integrate cultural identity into new infrastructure.

The venue is intended to support community use and international events.

It will be one of several entertainment and cultural destinations in the wider Diriyah development.

Other venues in the project include the Royal Diriyah Opera House and a network of museums and academies.

Mixed-use offices and transport access also included

The Arena Block will also feature three mixed-use office plots designed by John McAslan + Partners.

These buildings will total around 114,000 square metres.

The contract includes a car park with capacity for more than 4,000 vehicles.

The parking is intended to support both arena events and office operations.

Diriyah Company said the development will be supported by advanced digital infrastructure.

Project supports long-term goals of Vision 2030

The Arena Block forms part of the 14-square-kilometre Diriyah development.

Diriyah Company said the area is expected to house around 100,000 people and generate 178,000 jobs.

The development is projected to bring approximately 50 million visits annually.

The company expects the project to contribute about SAR 70 billion ($18.6 billion) to the national GDP.

China Harbour Engineering Company Ltd is the contractor responsible for the works.

The company’s regional CEO welcomed the award of the contract.

In December 2024, the same contractor was awarded SAR 758.5 million ($202.2 million) for bulk excavation work in the Diriyah project.

Joint Code of Practice updated to enhance fire safety on UK construction sites

Fire safety update announced for UK construction and renovation projects

The Fire Protection Association (FPA) has reported the publication of a second amendment to the tenth edition of the Joint Code of Practice (JCoP) on the Protection from Fire of Construction Sites and Buildings Undergoing Renovation.

The amendment was published in May 2025 and includes updates to section 13 of the Code, covering temporary buildings and temporary accommodation.

Originally introduced in 1992, the JCoP is produced by RISCAuthority with support from the Association of British Insurers, National Fire Chiefs Council, London Fire Brigade, Contractors Legal Group, and Construction Industry Publications.

The Code aims to ensure that fire risks are addressed through detection, prevention, and safe working practices across all phases of a project.

The latest changes were made to support fire safety practices in line with new construction methods, materials and standards.

Changes to section 13 address temporary structures

According to the FPA, the May 2025 revision introduced several updates to improve guidance around the placement and construction of temporary buildings.

Section 13.3 was clarified, with part (a) specifically revised to address requirements when temporary structures are located above the site or highway.

A new clause, 13.3(b), allows the use of LPCB LPS 1195 testing for full-scale cabins or modules as an alternative to individual element testing.

Clause 13.3(e) was removed on the grounds that it was no longer necessary.

Clause 13.3(f) was amended to provide an alternative option for installing automatic self-closing devices on doors and windows, with new references to shutters.

The penultimate paragraph in section 13.3 has been incorporated into a new list at clause (k).

Section 13.6 was revised to clarify the fire resistance requirements of supporting elements used in stacked temporary structures.

Code supports prevention at all construction stages

The JCoP applies to design, planning, procurement and construction activities, providing a framework to reduce fire risks on sites.

The Code recommends that detection and prevention strategies are considered early in project planning.

It promotes design strategies that eliminate fire risks and encourages safe site practices throughout a project’s duration.

The overall aim is to ensure the safety of both buildings and occupants during construction and renovation.

The guidance is relevant to all parties involved in construction, including designers, contractors, insurers, and fire and rescue services.

Previous amendments addressed broader risks

The tenth edition of the Code was issued in 2022 and expanded to reflect modern risks and construction practices.

Amendment 1 was published in January 2023 and included updates on definitions and on construction phase procedures.

It also added guidance on electric vehicle charging, high-rise construction, and large timber frame structures.

Sections relating to temporary buildings, which have now been revised again, were part of the January 2023 update.

These earlier changes reflected industry demand for practical guidance on emerging technologies and methods.

Joint Code continues to adapt to industry standards

Technical Director for the FPA, George Edwardes, commented on the publication of the latest amendment.

Edwardes said: “We are pleased to be releasing this updated edition of the Joint Code of Practice for fire prevention on construction sites. Reflecting the changes in standards and practices, whilst also acknowledging the more prevalent use of modern materials and construction methods, we hope the amendments will help users ensure adequate detection and prevention measures are in place on construction sites and in buildings undergoing refurbishment.”

Outdated or poorly enforced building codes continue to contribute to preventable risks in the built environment, from structural failures to fire hazards in high-rise developments.

In response, the International Code Council (ICC) has expanded its global operations to support better alignment between local construction practices and internationally recognised standards.

What exactly does the ICC do and how do its codes and standards impact building safety?

We are a leading global source of building safety solutions.

Several building safety challenges continue to surface, acting as hurdles that require thinking outside the box and continued progress in alignment with international best practices.

Common areas requiring continued attention include ensuring consistent application and enforcement of building codes and standards, especially in fast-paced or resource-constrained project environments.

There is also room to enhance regulatory clarity and market access pathways for building materials and systems, which is essential for maintaining quality and compliance as the market grows more innovative.

Additionally, there is an opportunity to strengthen training and credentialing for professionals involved in installation, inspection and maintenance, phases that are critical to ensure safety and performance, even when products and designs meet compliance requirements.

How do building codes actually help reduce the risk of disasters?

Building codes are foundational tools for risk reduction; they establish minimum safety and performance requirements for all aspects of construction, from structural integrity and fire protection to energy efficiency and system installation.

By clearly defining how buildings should be designed, built and maintained, codes help prevent failures that can lead to disasters such as fires, collapses, or unsafe living conditions.

For example, they require proper fire-rated assemblies and compartmentation, define structural load requirements to ensure stability and set standards for ventilation, egress and material use.

Codes also create a framework for accountability by ensuring that all market players, from designers and contractors to inspectors, follow a unified set of expectations.

How does the ICC work with stakeholders to support the use of better building practices?

What challenges are there when trying to update or enforce modern building codes?

In the MENA region, most countries follow a centralized approach, where building codes are typically developed and enforced at the national level by ministries or Authorities Having Jurisdiction (AHJs).

Regulatory agencies, large developers, or major infrastructure programs often have direct jurisdiction to enforce the building code, either through national mandates or project-specific requirements.

While this centralized model allows for faster alignment with national goals and more uniform application, it also presents challenges at a local level.

The private sector may face difficulties navigating revisions to the codes particularly where such revisions introduce non-traditional or innovative construction systems like off-site manufacturing or advanced materials.

This presents difficulties to successful implementation and compliance related to cost, lack of awareness, or limited access to certified professionals.

What message is ICC trying to send to the international community?

With this year’s Building Safety Month theme being ‘Game On!’, we’re turning up the volume for the global building community to step up efforts, ramp up resources and keep safety at the forefront of every project and policy discussion.

 It’s about encouraging professionals to stay proactive, adopt modern codes and embrace innovation responsibly.

At the same time, it’s a call to the general public to understand the basic principles of building safety, like fire protection, structural integrity and safe egress, because everyone plays a role in shaping safer communities.

How do you see building safety practices changing in this region over the next decade?

The construction industry is no longer stagnant.

In the coming years, building safety in the MENA region will become increasingly shaped by smart technologies, digital tools and sustainable design practices.

Innovations like BIM, IoT-enabled systems, AI-driven safety solutions and digital codes will help improve code compliance, real-time monitoring and overall building performance.

As the region moves toward net-zero goals and high-performance building standards, we expect a stronger emphasis on energy efficiency, resilience and data-informed decision-making.

ICC will continue to play a key role in supporting this shift by promoting modern codes, enabling regulatory alignment and fostering partnerships that advance both safety and innovation.

Fire safety compliance inspections expand across Hong Kong

Government outlines inspection and prosecution progress

More than 8,600 Fire Hazard Abatement Notices (FHANs) have been issued in Hong Kong following inspections of older high-risk buildings, according to the Government of the Hong Kong Special Administrative Region.

The fire safety inspections followed a 2024 fire at New Lucky House in Jordan that resulted in five deaths and 40 injuries.

The government reported that among around 1,000 composite buildings inspected, over 2,100 FHANs were issued to “three-nil buildings”, which have no owners’ corporation, no management company and no residents’ organisation.

District-level figures show that Sham Shui Po received the highest number of FHANs at 1,074.

A total of 324 successful prosecutions and convictions were secured across the 18 districts.

The most common cause of prosecution was smoke stop door irregularities, accounting for 259 cases.

Compliance rate and new inspection plans

As of the end of June 2025, the Fire Services Department (FSD) reported that over 90 percent of the 8,661 issued FHANs had been complied with.

In March 2025, the FSD created the Divisional Public Safety Team to increase district-level enforcement and community engagement across Hong Kong Island, Kowloon and the New Territories.

The department stated that it will proactively inspect 1,800 old buildings over the next year.

These efforts are part of a broader strategy to raise compliance with the Fire Safety (Buildings) Ordinance among composite and domestic buildings constructed on or before 1987.

According to the Government, approximately 14,000 buildings fall under this legislation, and around 11,430 have already been inspected.

Progress on defaulted works and pilot programme

Following the December 2024 amendment to the Fire Safety (Buildings) Ordinance, authorities can now carry out fire safety works directly when building owners fail to do so.

The Government confirmed that 10 buildings have been selected under a pilot defaulted works scheme, with over half of them being “three-nil buildings”.

The authorities expect the first of these building upgrades to be completed by mid-2026.

Work consultancy and contractor contracts are planned to be awarded in the third quarter of 2025.

The Government stated that cost estimates will only be provided after assessments are completed by appointed consultants.

In addition to the pilot works, building-level compliance data is now published online to help inform prospective tenants and buyers.

Future expansion of improvement projects

The Government said it expects to extend defaulted works to between 20 and 60 buildings per year in the future.

It plans to assess the programme’s progress and determine the scale of future implementation based on sector capacity and inter-departmental coordination.

A long-term strategy will be developed to support owners facing genuine obstacles in upgrading their buildings.

The authorities confirmed that resourcing and contractor availability will shape how many additional properties can be included annually.

Efforts are ongoing to ensure the model remains sustainable and effective.

Internet of Things trial for early detection

The FSD is also piloting a fire detection system using Internet of Things (IoT) sensors to send alerts directly to emergency services.

Sensors may be installed in flats or communal areas to provide faster fire detection and improve response times.

Only a limited number of buildings per district are currently being invited to participate in the scheme.

The FSD said it is using criteria such as building age, number of storeys and whether a property is a “three-nil building” to decide which buildings are eligible.

The pilot is part of a broader strategy to explore technology use in fire detection, including 5G, AI and big data.

The Building Engineering Services Association (BESA) has announced that its 2025 Annual Conference will be held on 16 October at The Brewery in London.

According to BESA, the one-day event will centre on business growth and workforce development across the UK’s building engineering sector.

The association said the conference would support firms in identifying new markets, improving operations, and responding to workforce needs.

There will be two main content streams: theatre one, sponsored by Mitsubishi Electric, will cover core business issues. Theatre two, supported by Schneider Electric, will examine employee skills and industry challenges.

Sessions will include workshops, panel discussions, and one-to-one meetings with experts offering guidance on legal, safety, compliance, and education.

Race to the bottom in procurement to be addressed

BESA said the conference will highlight the industry impact of low-cost, short-term procurement models.

Several sessions will discuss how firms can adopt outcome-based procurement that supports long-term building performance and value.
