Rosenbauer and the Hellenic Fire Brigade have signed a four-year framework agreement for firefighting footwear supply.

The contract allows Greek fire departments to purchase up to 24,000 pairs of BOROS B1 firefighting boots through 2028.

The Hellenic Fire Brigade issued the tender for this framework agreement across the EU.

Rosenbauer met all technical requirements and won the bidding process.

Features of BOROS B1 firefighting boots

The BOROS B1 boots are designed for durability and firefighter comfort.

Rosenbauer states that the boots are lightweight, easy to maintain and feature a pull-on design.

They are constructed with premium materials, including Michelin soles, for enhanced durability and grip.

The boots aim to combine functionality with a modern design suited for emergency responders.

Additional purchase of firefighting gloves

Alongside the boots, the Hellenic Fire Brigade has acquired 4,500 pairs of GLOROS F10 gloves through Rosenbauer’s partner Pronoia.

This purchase was also secured through a tender process.

According to Rosenbauer, the gloves provide protection against mechanical injuries while allowing unrestricted mobility and grip.

The GLOROS F10 gloves comply with EN ISO 16073-4 for forest fire protection and EN388 for technical rescue operations.

There was a demand for LION’s existing expertise with NFPA products to be translated into something equally reliable for EN-focused markets.

Every element of this upcoming gear’s design meets EN criteria while still offering LION signature high-grade thermal protection, breathability and ease of movement.

We put considerable emphasis on how firefighters perform physically challenging tasks, leading to design priorities shaped around practical wearability.

These suits are useable among firefighters everywhere.

Our aim is to create a product line that serves a global audience, creating a versatile solution that can handle various environments while meeting EN specifications.

Can you describe how the appearance of this turnout gear has been designed to balance practicality and visibility for firefighters?

The aesthetic ideas behind this gear’s appearance are in line with our field experience with US-based NFPA standards, where every stitch and reflective detail is tested under tough field conditions.

Our designers wanted to offer firefighters something that feels safe, comfortable and meets EN rules.

For example, by combining stripes, reflective trim and easily recognised colour contrasts, the gear stands out in smoky rooms and dim conditions.

Weight was a leading challenge, since extra layers can restrict mobility.

Engineers worked on choosing fabrics and trim that keep the gear practical, safe and noticeable without adding unnecessary bulk.

They also considered how firefighters move while responding to emergencies, so any reflective elements remain visible from multiple angles.

What are the main features of the gear that will support firefighters in their work?

Even though NFPA and EN specifications differ in some respects, each has a valuable approach to thermal resistance and comfort.

A key objective has been to create a set of turnout suits that keep firefighters agile during intense situations.

The suits feature flexible closures, sleeves shaped to allow easy arm movement and carefully chosen fabrics for breathability.

Factors like heat transfer and moisture buildup were tested to maintain dryness where possible and prevent excessive heat retention.

How does the design of this gear address the specific challenges firefighters face in high-pressure situations?

Conditions during interventions and visibility on the fireground can vary greatly, making protective garments essential for safety.

LION prioritizes maximum comfort and ergonomics while adhering to relevant guidelines.

We have strategically placed reflective elements to improve visibility from various angles and to facilitate movement.

What steps is LION taking to ensure this gear is ready to meet the demands of real-world firefighting by the time it launches in 2025?

LION’s research and development teams participate in multiple committees around the world that set guidelines for fabric performance and health considerations.

These groups monitor factors like heat tolerance, breathability and how protective materials can be lighter without weakening.

Attendance at these meetings exposes the teams to new methods and tests that might eventually shape updated standards.

Everyone in the PPE community shares an interest in raising the safety bar, so discussions often revolve around scientific data, emerging technologies and ways to address known health hazards.

LION tracks and reviews the latest fabric innovations to ensure the final product delivers the optimum support firefighters require.

How did firefighter health factor into the design of the new EN-certified PPE or other LION solutions?

Firefighter health is a prominent topic these days, especially when it comes to substances that might be present in protective layers.

Organisations in many regions are asking manufacturers to be extra transparent about the chemicals they use.

In response, LION continues to look for fabrics and coatings that propose the latest level of health protection while still delivering reliable thermal protection.

A separate concern is contamination from black smoke or particles that can remain in turnout suits after certain call-outs.

Lakeland Fire + Safety CEO Jim Jenkins has outlined the company’s fiscal year 2025 performance, highlighting acquisitions, leadership changes, and financial growth.

Jenkins stated that the company completed a $46 million public equity offering, strengthening its balance sheet and providing resources for expansion in the fire protection sector.

He noted that the offering is expected to generate annual cash interest savings of approximately $2.5 million.

Jenkins said the company completed four acquisitions over the past year, expanding its product portfolio and market presence.

He emphasised a renewed focus on acquisitions in fire turnout gear and the decontamination services segment, which he described as offering high-margin recurring revenue streams.

CEO highlights acquisitions and global expansion

Jenkins detailed the company’s recent acquisitions, which he said have strengthened Lakeland Fire + Safety’s position in key global markets.

He noted that in late 2023, Lakeland acquired New Zealand-based Pacific Helmets NZ Limited, a manufacturer of helmets for structural firefighting, wildland firefighting, and rescue operations.

He described this acquisition as complementing the company’s turnout gear offerings and creating additional cross-selling opportunities.

In early 2024, Jenkins said Lakeland acquired Jolly Scarp, an Italy-based manufacturer of professional footwear for firefighters, military personnel, police, and rescue workers.

He highlighted Jolly’s established reputation for quality and its strong presence in the first responder safety market.

Jenkins also pointed to the acquisition of LHD Group Deutschland GmbH and its subsidiaries, which provide firefighter turnout gear and decontamination services.

He said LHD has a market presence in Germany, Australia, and Hong Kong, with its Lakeland LHD Care division offering protective clothing maintenance services.

In December, Lakeland completed its fourth acquisition of the year, Veridian, which Jenkins said supplies firefighter protective apparel, gloves, and boots.

He stated that this acquisition strengthens Lakeland’s position in the US and Latin America.

Leadership appointments to support future growth

Jenkins also announced leadership changes to support the company’s expansion.

He said Barry Phillips has been appointed Chief Revenue Officer, bringing over 37 years of experience in sales leadership and revenue growth in the fire services sector.

Jenkins also introduced Cameron Stokes as the new Chief Commercial Officer, Global Industrial, noting his focus on industrial safety product sales.

Jenkins highlighted the appointment of Laurel Yartz as Chief Human Resources Officer.

He said Yartz has over 30 years of HR leadership experience and will oversee workforce development and cultural transformation.

Jenkins also noted his own transition to President, CEO, and Executive Chairman, after previously serving as Executive Chairman and a director since 2012.

He said he remains committed to executing the company’s strategy for building a premier global fire services brand.

Lakeland Industries has announced that its subsidiary, Lakeland LHD, has secured a contract renewal with Fire and Emergency New Zealand (FENZ).

The agreement, which spans an initial five years with options to extend up to 12 years, continues a relationship that has lasted over 22 years.

The contract includes the supply of KIWI 2.0 L2 structural fire ensembles along with decontamination, care, and logistics management services.

The agreement covers the provision of protective hoods, gloves, and other apparel, with an estimated 1,600 to 2,000 ensembles supplied annually.

The decontamination service is designed to reduce firefighter exposure to harmful carcinogens.

Scope of Fire and Emergency New Zealand

FENZ was formed under the Fire and Emergency New Zealand Act 2017, bringing together multiple fire services into a unified national organisation.

It is responsible for both urban and rural fire protection across New Zealand.

The organisation operates over 650 stations and has a workforce of approximately 2,000 paid firefighters alongside 12,000 volunteers.

FENZ provides emergency response and fire protection across the country.

BSIF report finds high failure rates in non-member PPE products

BSIF tests reveal high PPE failure rates

The British Safety Industry Federation (BSIF) has warned about the widespread presence of substandard personal protective equipment (PPE) and safety products following its latest independent testing.

Between December 2023 and December 2024, BSIF tested 161 PPE products from non-member suppliers.

Only 16 products (10%) met full compliance standards, while 138 (90%) failed.

Seven test results are still pending. Failures were recorded across all PPE categories.

In some cases—such as head protection, eye and face protection, and fall protection—every non-member product tested failed to meet regulatory standards.

High failure rates across multiple PPE categories

BSIF’s testing found concerning safety failures in several key product areas:

  • Head protection: All six tested products failed, with deficiencies in penetration resistance and shock absorption.
  • Eye and face protection & fall protection: All 13 tested products failed, failing to resist impacts and compromising user safety.
  • Safety footwear: 31 out of 36 tested products (86%) failed, with issues including inadequate impact resistance and slip protection.
  • Hearing protection: 28 out of 31 tested products (90%) had incorrect cushion and headband pressures, affecting noise reduction.
  • Safety gloves: 21 out of 22 tested products (95%) failed to meet cut, abrasion, and puncture resistance claims.
  • Hi-vis clothing: 11 out of 13 tested garments (85%) failed brightness and visibility standards.
  • Respiratory protective equipment (RPE): 22 out of 25 tested products (88%) did not meet filtration requirements for hazardous dust and fumes.

BSIF member suppliers show better compliance rates

In contrast to the non-member results, BSIF found a significantly higher compliance rate among its Registered Safety Suppliers.

Out of 399 tests conducted on PPE from BSIF members, 322 products (86%) passed.

Of the 51 products that initially failed, all issues were addressed and corrected.

BSIF CEO Alan Murray said: “People are continually surprised by the sheer volume of PPE and safety products that fail to meet basic safety standards.

What’s even more shocking is that, despite vendors being informed of these deficiencies, such products often remain on the market, continuing to expose unsuspecting buyers and users to significant risks.”

BSIF urges buyers to verify supplier credentials

BSIF has advised PPE buyers and procurement teams to ensure that products meet regulatory standards by checking for the BSIF Shield.

The BSIF Registered Safety Supplier Scheme Manager, Roy Wilders, said: “When protective—and sometimes life-saving—equipment fails to meet standards, it’s not just a statistic; it’s a potential tragedy waiting to happen.”

Wilders added that the BSIF team actively monitors the market to identify and address substandard products, but buyers must also take responsibility by verifying suppliers before making purchases.

We spoke to Dhindsa, Managing Director at Tuffking to find out more about the company’s plans to revolutionise the firefighting boot industry.

Could you introduce yourself and explain your role at Tuffking?

My role as Managing Director is to put Tuffking back on the map as the leading firefighting boot manufacturer globally. We have a long history of manufacturing safety boots, military boots and firefighting boots for the UK Government, dating back to World Wars I and II.

Tuffking was the first company globally to manufacture a leather firefighting boot to safety standards, making us pioneers in the industry. My goal is to restore our position as the leading firefighting boot manufacturer and have British innovation lead the global charge in safety.

Our boots have always been known for quality, even when they were not traditionally the most attractive looking. We’ve maintained the best quality record in the industry with 0.71% return rate over 10 years, with firefighters often referring to our boots as tanks because of their durability.

Firefighters have told me they still use their boots after 15 years of service. We want to continue this reputation while also innovating.

Could you share insights into the research and development process to developing Tuffking’s new footwear?

When I joined this organisation, I travelled across the country, from Cornwall, UK to Inverness, Scotland, to meet with various fire departments and emergency service personnel to understand their needs.

These people are heroes, putting their lives on the line every day, so we have a responsibility to make the best kit possible. Meeting the firefighters and understanding their varying requirements was the most inspiring part, acting as the catalyst for our new range.

The needs change from region to region. For instance, the footwear needed in Devon and Somerset might differ due to geographical terrain and weather conditions compared to North Yorkshire.

Traditionally, it has been a one-size-fits-all approach where everyone gets the same boots. However, I’ve learned it’s multifaceted and they require footwear adequate for their terrain.

There are also gender differences to consider, as I discovered through my work on the National Committee for firefighters’ PPE. Ensuring there are options for female firefighters is crucial.

Can you describe the common issues that firefighters face with their current footwear?

Traditionally, firefighting boots have always used steel toe caps and steel midsoles. The midsole is the part that goes under the foot to protect against nails penetrating the bottom of the wearer’s foot.

Stainless steel is very strong and durable. But the problem with steel is that it doesn’t cover the entire surface area of the boot. It doesn’t go all the way to the edges because steel, being metal, is very rigid. If you put it all the way to the edges of the outsole, it could start to protrude and cause cracking.

The advantage of using a composite or Kevlar midsole, which we use in general safety footwear, is that you get surface area protection all the way to the edges of the boot. So, you get a little more surface area in penetration resistance.

At Tuffking, we try to find these gaps in the market and innovate because we have more boot making experience than anyone else in this field. We can move very fast because we have excellent relationships with our raw material suppliers.

How was the material tested to ensure it meets the rigorous demands of firefighting?

We realised that people want to move away from steel towards composite. The problem is that penetration resistance testing is done at room temperature. However, firefighters run into burning buildings, so the testing method needs to reflect that.

Steel is protective and will pass the test if using high-strength non-corrosive stainless steel for hot nail penetration. Unfortunately, there have been issues of hot nails penetrating firefighters’ feet in the UK and other countries. Traditional Kevlar used for penetration resistance is not tested at high temperatures.

We needed to develop a test method, so we created a chamber with a testing house to heat the nail up to 250 degrees Celsius.

First and foremost, we needed a test method. The second obstacle was developing a material that could withstand high temperatures.

You might ask: if steel passes the test, why not use steel? The problem is that firefighters can walk over live electrical wires and steel weighs more.

This is more flexible and lightweight, which is important from a health and safety perspective. Conductive materials like steel in footwear pose risks when walking over live wires.

Firefighters want composite, but it doesn’t pass high-temperature tests. So, we developed a testing device and then worked on creating a composite material that can withstand hot temperatures.

We collaborated with raw material suppliers worldwide, examining different techniques and percentages used in Kevlar midsoles.

Manufacturing techniques vary in South America, Europe and the Far East. We looked at the different percentages of materials used and how we could infuse something to help penetration at high temperatures.

Another factor was the thickness. Traditional midsoles are about 3 to 3.5 millimetres thick. Making them thicker might seem like a solution, but it affects fitting, slip resistance and the stride of the boot.

Were we to simply increase the thickness to 5 millimetres, the boot would be taller, impacting fitting and wearability.

How did you overcome these challenges?

We wanted to infuse raw material to help penetration at high temperatures without affecting the boot’s structure. We explored para-aramid fabric, used in firefighting suits.

These suits are expensive and difficult to make so we reached out to fabric manufacturers to understand how para-aramid fabric is made and if it could be infused with Kevlar.

We spent over three years testing different concentrations and percentages to ensure durability and avoid cracking. Nonstop testing in the lab was necessary to make sure the material was feasible before incorporating it into a boot.

After almost three years, we found the right concentration and thickness. We then tested the material inside the boots. Today, we’ve successfully achieved our goal. We’ve made this material and we are the only firefighting boot manufacturer in the world to use it.

What are the key features of this new material?

Our new boots are lighter, fully composite and contain no metal. They pass tests up to 250 degrees Celsius.

To give context, the firefighting standard EN 15090:2012 requires the outsole to withstand a 250-degree Celsius plate for 45 minutes. This isn’t an arbitrary temperature; it’s uniform with the current test method.

We wanted our boots to withstand and exceed real-life challenges of fire fighters. Generally heat resistance testing for footwear is conducted between 250 C to 300 C so we were able to stay in-line with the industry standard for temperature.

Our new material combines the strength and durability of steel with the flexibility and lightweight properties of composite materials.

It provides complete surface area protection and withstands high temperatures, addressing the critical issue of hot nail penetration.

The material also eliminates the risks associated with steel, such as conductivity and weight, making it safer for firefighters who may encounter live electrical wires.

Looking forward, how does Tuffking see this technology developing?

We believe this innovation will significantly improve firefighter safety and performance. Our boots now offer better protection, comfort and durability, meeting the demanding conditions firefighters face daily.

This project has been a significant investment in time and resources, but the results have been worth it. We have successfully created and implemented this unique material in our firefighting boots, making us the only company in the world to use it.

Manufacturers for the firefighting industry must ensure innovative production efforts respond to these three key themes so the needs of the modern firefighter are met, whilst also maintaining a continuous look towards the future of PPE, in particular PPE footwear.

Innovation in inclusivity

With the fire sector being a largely male industry, the fit and form of PPE for female firefighters can be sidelined.

For example, there is an estimated 3,184 female firefighters in the UK, a number which is growing annually, yet there is a need for PPE footwear and workwear to be designed with women in mind.

This is crucial in enabling comfort, safety and protection for women, as well as making them feel seen within the industry.

Firefighters, such as Caillin Tyler at Leicestershire Fire and Rescue Service, query the one-size-fits-all approach to PPE and encourage manufacturers to look at the design variations which could help solve issues such as discomfort and inadequate fit.

Caillin comments: “Poorly fitting boots greatly increases our chance of injury.

A knock-on effect of this is that our fitness is affected, as we may have to go on rest or be unable to exercise which impacts our ability to carry out our work effectively.”

Manufacturers such as HAIX, the high-quality, functional footwear provider, have created boots specifically to support the individual.

A common misconception is that this has to be a boot just for women.

Rather, it is more important to put thought and investment into how the boots can be adapted to fit each and every firefighter, irrelevant of whether it is for a male or female worker.

For example, the Fire Eagle 2.0 prioritizes being lightweight and having a unique lacing system which ensures a compact fit at the bottom with a looser fit around the ankle to be protective but leave room for natural movement.

Additionally, to understand what the individual requires, manufacturers must speak to firefighters on their experiences and address key concerns around PPE performance and requirements.

Events and trade shows provide a great opportunity to gather this information firsthand and exchange knowledge and expertise across the sector, which can then be incorporated into better, more responsive boot designs.

Innovation in adaptability

As well as changes within the firefighter demographics, there are also new demands due to changing weather conditions and fire risks.

One of which is the rise in wildfires in the not just in the UK but across the world, which requires a different set of skills and, alongside this, a different approach to PPE footwear.

Wildfires require high levels of footwear protection but also boots which adhere to different terrains, from slippery woodland grounds to coping with obstacles such as fallen branches.

A combination of heavily structural boots with excellent protection against sharp objects and heat, as well as a lightweight and flexible fit to allow easy movement and prolonged wearing, is now necessary to prepare firefighters facing extreme elements.

British Safety Industry Federation urges UK workplaces to review and replace PPE

According to the British Safety Industry Federation (BSIF), a survey of its members has identified widespread issues with personal protective equipment (PPE) across UK workplaces.

The survey, conducted among manufacturers and distributors who frequently visit workplaces, revealed examples of substandard and poorly maintained PPE in use.

These included high-visibility clothing that no longer meets safety standards, damaged safety helmets, ripped protective clothing, and expired disposable respiratory protection.

Cost and misuse contribute to unsafe PPE practices

Respondents noted that cost considerations often take priority over compliance, resulting in the purchase of non-compliant equipment.

Improper usage, such as wearing PPE incorrectly, was also flagged.

Instances included helmets worn loosely and gloves left unsecured, both of which compromise the effectiveness of the equipment.

Employers urged to prioritise PPE safety

BSIF CEO Alan Murray commented on the findings: “It’s not enough for PPE to simply meet basic standards—it must be maintained and fit for purpose at all times to ensure worker safety.”

The BSIF is calling on employers to use the start of 2025 as an opportunity to review and replace outdated or damaged PPE.

The federation stresses the importance of sourcing equipment from responsible suppliers, such as BSIF Registered Safety Suppliers, to ensure products meet certified safety standards.

Future focus on PPE compliance and awareness

The BSIF plans to release further findings on non-compliant PPE in February 2025.

In addition, the federation will launch its PPE Saves Lives campaign in spring 2025 to highlight the critical role of well-maintained equipment in protecting workers.
