Man’s body found on fire in West London park

A body has been found on fire in a west London park, according to reports.

Police were called to Belvue Park, Northolt, just after 4.30am today following calls from the public.

The Metropolitan Police said work is ongoing to identify the body, who is believed to be male, and inform their family.

The death is being described as “unexplained” and there have been no arrests. A cordon remains in place at the scene.

Fire engines were initially sent after a fire in the West London park was reported to 999.

A London Fire Brigade spokesperson said: ‘Firefighters were called to reports of a fire in a park on Rowdell Road in Northolt.

‘Sadly, a person was pronounced dead at the scene.

‘The Brigade was called at 0419 and the incident was over for firefighters by 0456. One fire engine from Northolt Fire Station attended the scene.

‘The cause of the fire is under investigation by the Brigade and the Metropolitan Police Service.’

Powering Up: Emergency One gears up for Interschutz 2022

The UK’s largest manufacturer of fire and rescue vehicles, Emergency One, is set to attend Interschutz in Hannover on 20-25 of June. The company’s Managing Director, Mike Madsen, says the team are will be showcasing its offer to new and old customers alike, gearing up to present not one but two new appliances at the show.

After a successful launch of the world’s first fully electric fire engine the E1 EV0 in 2020, Emergency One is set to introducing the newest E1 EV0 to the public at Interschutz. The new E1 EV0 is fully equipped with Alison eGen Power 100D electric axle, providing optimal performance without the emissions. Following in the footsteps of its predecessor, the E1 EV0 mark II operates on battery power for both drive and pump capabilities. An additional onboard smart charge allows the user to extend its driving range and pump duration if required.

The eGen Power 100D electric axle integrates two high-speed electric motors and a multi-speed transmission, eliminating the need for additional drive shafts and support structures, allowing it to fit neatly between the wheels and leaving critical space for battery storage. With continuous power of 536 horsepower (400 kilowatts) and peak output power of 738 horsepower (550 kilowatts), the eGen Power 100D is among the most powerful propulsion solutions in its class, with a design tuned for high gradeability and high-top speed without sacrificing efficiency.

This, says Madsen, ensures Emergency One’s fire and rescue trucks will continue to deliver on performance and reliability, fast acceleration, and manoeuvrability in an application where failure is not an option, and every second counts.

“We are proud that the Emergency One E1 EV0 (Electric Vehicle, Zero Emissions) is the World’s first all-electric pumping appliance fully certified to BS EN1846 standard,” says Madsen. “The EV0 exceeds the standard’s requirements for driving range and pumping performance at zero emissions, whilst the optional onboard smart charger provides resilience at protracted incidents.”

The latest generation of the EV0 was recently purchased by the Scottish Fire and Rescue Service (SFRS) as it pledged to move towards more sustainable practices. The EV0 as specified for SFRS carries the same inventory as a traditional pumping appliance, is one of the first of its kind in the UK and is the first to feature an all-electric rear drive axle installation.

SFRS has pledged to reduce its carbon footprint along with many fire services globally, which proves to be beneficial as it is estimated that an electric appliance will reduce emissions by 66% compared with a diesel appliance. For comparison, a diesel engine appliance will omit around 10.79KgCO2e over a typical distance of six miles whilst an equivalent electric powered appliance will omit 3.46KgCO2e over the same journey.

Making a Splash

Emergency one’s new E1-Manticore range of appliances will also be present at Interschutz and mark the vehicle range’s first public appearance. Designed and manufactured for airport and industrial use, the ARFF appliances are available in 4×4, 6×6 and 8×8 configurations, all of which are manufactured to meet the requirements of NFPA414 and the relevant ICAO standards for the vehicle size and type. The range comes with the option for a full High Reach Extendable Turret packaging in either 16m or 20m iterations and boasts the largest cab in its class.

The Scania DC16 power-plants propelling the vehicles ensure that the vehicle type is one of the fastest in its class and are available in several Euro Emissions Standards to meet our customers’ requirements globally. The E1 Manticore is also available with the E1 EV0 technology coupling it with the Scania DC16 power-plant in a hybrid parallel drive solution, producing over 1000bhp.

The 6×6 configuration is the most popular size and is armed with a 12,500 litre water tank, 1500 litre foam tank, an 8000 litre per minute water pump which feeds a 6000 lire per minute joystick controlled roof monitor as well as a 2000 litre per minute bumper monitor. The vehicle locker and can layouts are completely configurable to meet the end user’s requirements.

International expansion

Emergency One are the largest manufacturer of fire and rescue appliances in the UK and are now expanding further into international markets. Going global

Since the launch of the E1 EV0 back in October 2020, Emergency One has seen an increase in export sales, ranging from North America, Malta, New Zealand and most recently France. Recent developments include providing REV Fire Group with electrical vehicle solutions as their technology partners in order to help bring American style electric fire trucks into the market. REV Fire Group which consists of E-ONE, KME, Ferrara, Spartan Fire Chassis, Spartan Emergency Response, Smeal and Ladder Tower presented the first North American-style fully electric fire truck during the Fire Department Instructors Conference in Indianapolis in April 2022. Madsen says this first vehicle marks the start of what will hopefully be a long term partnership, with many more builds to come.

Emergency One also recently secured an export contract for Electric Fire Appliances into Hérault Fire Service, France. Commenting on this news, Scottish Government Minister for Business Ivan McKee says: “Businesses such as Emergency One are using their expertise and ingenuity to unlock this potential. And on Interschutz he adds: “With the increase in natural disasters, political disagreements as a result of the Russian war against Ukraine and recovery from the corona virus pandemic, now more than ever it’s important for participants and attendees to come together and find solutions for the challenges of our time.”

EPA Issues first test order for Commercial Fire Fighting Foam

As a part of the US Environmental Protection Agency (EPA)’s PFAS Strategic Roadmap, the agency has issued the first in a series of Toxic Substances Control Act (TSCA) test orders to require companies to conduct and submit testing on per- and polyfluoroalkyl substances (PFAS). 

EPA selected 6:2 fluorotelomer sulfonamide betaine (CASRN 34455-29-3) as the first order issued under the National PFAS Testing Strategy. The foam has been manufactured (defined to include importing) in significant quantities (more than 25,000 pounds in a given year) according to TSCA Chemical Data Reporting (CDR) rule reports.

This chemical substance is a surface-active agent used to make commercial fire-fighting foams and may be found in certain floor finishes. CDR data also indicate that at least 500 workers in a given year could be potentially exposed to this chemical. Although there is some hazard and exposure information about this PFAS, EPA said it found insufficient data to determine the effects on human health associated with the inhalation route of exposure. This test order will address this data need.

The Chemours Company, DuPont De Nemours Inc., National Foam Inc., and Johnson Controls Inc. are the recipients of this first test order. The companies subject to the test order have been instructed to conduct the tests as described in the order, including testing of physical-chemical properties and health effects following inhalation, or provide EPA with existing information that they believe EPA did not identify in its search for existing information. EPA said it encourages companies to jointly conduct testing to avoid unnecessary duplication of tests. 

Based on available information and predictive models, testing on 6:2 fluorotelomer sulfonamide betaine will also inform the agency’s understanding of the human health effects of 503 additional PFAS with similar structures as detailed in the Testing Strategy.

“For far too long, families across America, especially those in underserved communities, have suffered from PFAS. High-quality, robust data on PFAS helps EPA to better understand and ultimately reduce the potential risks caused by these chemicals,” said EPA Administrator Michael S. Regan. 

“Our communities deserve transparency from the companies that use or produce these substances about their potential environmental and human health impacts.”

Fire safety guidance strengthened for new high-rise homes in England

New improvements to fire safety guidance and building regulations to ensure tall buildings are made safer in England have been introduced as part of a wider package of reforms, meeting recommendations from Phase One of the Grenfell Tower Inquiry and will strengthen the information available to fire and rescue services.

All new residential buildings over 11 metres will now have to include a Secure Information Box that will give fire and rescue services access to important details about a building in the event of a fire. New residential developments over 18 metres will also have to incorporate an Evacuation Alert System to help fire and rescue services inform residents of a change in evacuation strategy, during an incident.

It forms part of a wider update to tighten building regulations and provide clearer fire safety rules for the design or construction of residential developments.

Building and Fire Safety Minister Lord Greenhalgh said: “We have introduced the biggest improvements to building safety in a generation, under the Building Safety Act. These changes will support our tough new regulatory regime – ensuring fire safety measures are incorporated into new high-rise homes and all new residential buildings meet the same safety standards. It does not end here and I urge the industry act quickly to update their practises in line with these new rules.”

The National Fire Chief’s Council (NFCC) Protection and Business Safety Committee Chair, Gavin Tomlinson, said: “NFCC especially welcomes the introduction of emergency evacuation alert systems in new buildings over 18 metres. We also support the inclusion of Secure Information Boxes in buildings over 11 metres, which will give fire and rescue services access to important details about a building and its residents in the event of a fire.

On the changes to building regulations, we are encouraged that unsafe MCM PE cladding panels are banned on all buildings and that the government has promised stronger safety standards for the use of combustible materials on external walls.

At least 49 killed in Bangladesh container fire

Firefighters worked for a second day on Sunday (5 June) to extinguish a large fire that has killed at least 49 people at a container depot in southeast Bangladesh at Sitakunda, 40 km (25 miles) from the port city of Chittagong, injuring more than 200 after breaking out at the shipping container facility on Saturday night, triggering a huge blast and multiple container explosions.

Chemical-filled containers were still exploding on Sunday as firefighters attempted to douse the fire and officials said the army had joined the mission. Drone footage showed thick columns of smoke and rows of burnt-out containers and local residents commented that the explosions had shaken the neighbourhood and shattered windows in nearby buildings

Chittagong civil surgeon Mohammed Elias Hossain said that the death toll could rise as some injured were in critical condition and the rescue operations were ongoing. All doctors in the district had been called in to help tackle the situation, while social media was flooded with appeals for emergency blood donations.

Five firefighters have been confirmed as among the deceased.

It has not yet been confirmed as to the cause of the fire, but fire service officials said they suspected it may have originated in a container of hydrogen peroxide and spread quickly to other containers.

Newton Das, a fire service official, said there were still explosions on Sunday afternoon of containers containing hydrogen peroxide and others containing sulphur. “It’s really getting harder as toxic fumes engulfed the area,” he said.

LFB ‘in serious need of funding’ to tackle building safety crisis

The London Fire Brigade (LFB) commissioner Andy Roe has said the fire service is in serious need of funding if it is to effectively tackle the building safety crisis.

At a City Hall Plenary meeting in February, LFB Commissioner Roe said that to inspect just 10% or 20% of London’s approximately 95,000 mid-rise buildings for fire safety defects, the LFB would need to recruit a “significant labour force” of “a couple of hundred” additional specialist fire safety inspecting officers. He also said that there is an £8 million budget gap expected for the LFB in 2022/23.

During Mayor’s Question Time on 19 May, Labour’s London Assembly Fire and Resilience Spokesperson, Anne Clarke AM, entreated the government to support people living in residential blocks of all heights and called for proper funding for the LFB to tackle the building safety scandal, seeking compensation for leaseholders who have already paid out of their own pocket to fix potentially deadly fire risks.

Secretary of State for the Department for Levelling Up, Housing and Communities (DLUHC), Michael Gove, stated developers will pay for mid-rise buildings between 11 and 18 metres with dangerous cladding, and funding has been provided for 8,500 high rise buildings above 18 meters in London.

Blocks below 11 metres that have been deemed in need of remediation work will be assessed on a case-by-case basis, but the government has stopped short of providing blanket protection under the Building Safety Act as revealed by Housing Minister Stuart Andrew in the Commons last month. In response to a question from Ms Clarke, Mayor of London, Sadiq Khan, stated: “I think the height requirement should go, either your building is safe, or it isn’t”.

Ms Clarke said: “Nearly five years on from the Grenfell tragedy it’s completely unacceptable that so many Londoners are living in unsafe homes. Ministers must extend remediation support to all residential buildings with safety defects or combustible cladding. Regardless of height, if leaseholders have already paid, they are owed compensation.

“Londoners are being let down. They’re dealing with this on top of an unprecedented cost of living crisis. It’s disgusting so many have been left to sit with this hanging over their heads. This is a building safety scandal, not just a cladding scandal. The Fire Brigade needs more funding from the government so it can recruit hundreds of specialist fire safety officers to make London safe.”

A new generation of Hybrid Wireless Fire Detection is the Waking Watch alternative.

Following the Grenfell Tower disaster, Waking Watch schemes have been used to monitor buildings identified as fire risks, until dangerous cladding is removed. However, these schemes come at a high operational cost, and sadly, human error. Survitec launches ‘Head Start’ programme for ship fire safety

Survival Technology specialist Survitec has introduced a new programme to ensure shipowners are fully equipped to protect crews and assets throughout the entire lifetime of their vessels.

The “Head Start” programme is a complete through-life supply and service initiative. Survitec has been working with shipowners, designers and ship builders from first designs to ensure that vessels are protected with the most advanced safety solutions possible and to ensure they can be operated and maintained efficiently throughout the vessel’s lifetime.

Rafal Kolodziejski, Survitec’s Head of Product Support and Development – Fire Systems, cited the increasing number of newbuilds opting to run on alternative fuels as one of the main reasons why the initiative is becoming so appealing.

He said: “The industry is well advanced in fire extinguishing technologies and mediums for gas and methanol fuelled fires. However, li-ion batteries, ammonia, and hydrogen are relatively new marine fuel and powering options, presenting very different challenges for shipowners and operators.

“The risk of fire from these alternative fuels can be substantial, requiring a higher focus on prevention and the monitoring of gas leakage and temperatures. When we are involved in a newbuild project from the beginning, we can better mitigate any risk further down the line through quick-response fire system solutions.”

Lende-Harung added that as the shipping industry moves towards digital technologies and the possibilities of autonomous shipping – accelerated perhaps by current operational and financial challenges: “Remote monitoring, diagnostics and online maintenance will in the future become a major consideration at the design stage.”

Survitec’s fire system experts can monitor system conditions, support ship crew with trouble shooting and adjustment of equipment shoreside without having to physically attend the ship,” said Lende-Harung. “A remote VPN gateway connects to the fire safety system operator panel via an ethernet cable or Wi-Fi through a secure gateway.

“We can connect at short notice in case of issues threatening normal operation or to provide training to ship crews. For example, we can help a system operator tune-up their inert gas system to reduce fuel consumption, reduce maintenance and increase system stability. Remote diagnostics and the monitoring of fire safety equipment will become a major factor in the swing towards autonomous shipping.”

Fabric made with PBI LP, which stands for ‘lightweight performance’, is 10% lighter than other outer fabrics for structural fire gear, helping to reduce the risk of heat stress.  Even though the unique PBI LP™ is lighter, it still enhances heat and flame protection and resistance to break open, without compromise.

The new lighter fibre performs incredibly well when used in outer shell fabrics, even when tested against other heavier para-aramid and meta-aramid outer shells. In independent test undertaken by BTTG in the same conditions the 180 gsm PBI LP garment outperformed an identical garment made with 220 gsm meta-aramid outer fabric. An eight second burn test was undertaken on the 2006 version of the male heat sensing manikin known as RALPH, which was developed by BTTG and conforms to ISO 13506.  For the test the hands and head were not used, leaving 123 sensors on torso, arms, legs that monitor the temperature on the surface of the manikin during the test.

The BTTG tests showed 2nd and 3rd degree burn injury prediction of only 1.8% for the garment with lighter PBI LP™, compared to a much higher figure of 19.3% burn injury for the meta-aramid, despite the meta-aramid also being 40gsm heavier.

Like all PBI fabrics, PBI LP delivers excellent tensile strength and will not become brittle, shrink, or break open when exposed to flame and high temperatures. This means that the integrity of the internal layers of the garment is protected, and the transfer of any radiant heat is slower, allowing more time for firefighters to escape to safety in a situation such as a flashover. PBI’s protection from exposure to heat and flame has been proven over many years of independent testing and performance in the field.

In a Dynamic Flame Test, which is used to demonstrate the time it takes for an outer fabric to breaks down under tension, PBI LP of 180g/m2 lasted 48 seconds, while a much heavier 220/ g/m2 Para-aramid/Meta-aramid fabric lasted just 3 seconds. 

PBI LP fabric is a result of PBI’s continued investment in research and development that creates new standards of firefighter protection.  That development process must always take account of the balance between comfort and protection.  That is why outer shells made with PBI LP join a wide range of PBI fabrics that meet the need of every situation and work effectively as an integral part of all garment design. Each product has different properties and applications, but every PBI fabric exceeds the required protection standards from heat and flame for outer fabrics.

PBI’s continued commitment to innovation and new product development is not restricted to structural firefighting solutions. Working closely with the supply chain, PBI has also developed a range of lightweight protective fabrics with increased tensile strength that is designed specifically for technical rescue, wildland and industrial firefighting. 

One of the biggest challenges to firefighter safety is the risk posed by heat stress.  It can cause many problems, from muscle fatigue and reduced cognitive function to cardiovascular strain and cardiac arrest.  Research has shown that more firefighters dies in the line of duty from cardiac arrest than any other cause. One of the paradoxes of firefighter protection is that structural firefighting garments designed to protect the wearer from heat and flame can potentially contribute to the rise in core body temperature that triggers heat stress. That’s why it is so important that the outer shell, which has a primary role of protecting from heat and flame, is designed to mitigate the risk of heat stress.

All PBI fabrics are designed to offer maximum thermal protection from the outside, while at the same time delivering high levels of breathability and comfort to reduce the risk of heat stress. They will not become brittle, shrink or break open when exposed to flame and high temperatures, which is among the characteristics of other fabrics. This means that the integrity of the internal layers of the garment is protected and the transfer of any radiant heat is slower, allowing more time for firefighters to escape to safety in a situation such as a flashover.
